He will charge you for damages you didn't do and make up excuses to why he can't give your down deposit back. He will charge you to clean the carpet after he DIDNT CLEAN THE HOUSE upon arrival, and in this case the previous tenants had cats, pins in the carpet and extremely strains from previous tenants animals. I stepped on multiple pins that were embedded into the carpet and the cat hair and smell on stuck to everything. I have an ESA which he tried to harass me into not getting, tried to asked what issues I had that allowed me to get one, tried to tell me which animal I could have and tried to charge me- which this is all illegal. He something on the lines that it was unfair that people like me didn't have to pay for our "pets" and it really screws over landlords like him, which that is straight up discrimination. My favorite part is when I, female, living there with two other females, he would randomly show up in the house without notice... it states in the lease he HAD to give a 24 hours notice but would show up without a single word. All of us were scared of him just walking in and being alone. I went two weeks without heat in the winter and he provided space heaters that didn't heat up. This is also ILLEGAL! He refused to fix any maintenance issues. The bath tub upstairs leaked into the down stair living room and created a spot black mold...that issue was reported and he was asked to fix it for three years..Also there was a period of time were the oven did not work and we didn't have a working oven for a over a month because he had to finish harvesting his crops. He hired a carpet cleaning service to come in to clean the carpet- they broke lights and there was other damages, which he tried to say was cause by the tenants after tenants told him and sent proof. He is an awful, sleazy landlord. He will not clean the house and if he does, he will charge you whether you did it or not. He will harass you into getting more money. Do not, under any circumstance, go through this "landlord" as he will try to pull so much crap on you it's comical! He will try to charge you for damages you for damages you did not do and attempt to not give you your deposit back. He will charge you a carpet cleaning fee, regardless if previous tenants did one and he will expect the house to be left in a so called "10/10" condition that tenants THREE leases ago said it was at when they moved in, even though it wasn't. You will also move into an uncleaned house that he will claim was cleaned. He charged my roommate a carpet cleaning fee twice and made her, along with her two roommates before me and the other new tenant, hire a professional cleaner mid our lease. He is very inconsistent with his rules, lease, and terms. My roommate and I, both females, dealt with him entering the house while we were sleeping or just showing up and just entering the house. One morning, he sent people to the house to redo the whole entire roof at 7:30am with no warning to us. My roommate and I were awoken to a random white van with no business logo on it, in our driveway and 3 random men knocking on our door saying they were there to fix the roof. Then, they were not done until 9 at night. They also left the yard A MESS which Joe held us liable to clean. He also expects the yard to basically be mowed and weeded every other day or he will try and fine you for the yard not being "kept up." Along with his lack of communication, when I moved into the house in August of 2021, there was a huge spot in the living room ceiling of black mold from when the upstairs bathtub had leaked years earlier. This issue had been reported by my roommate for years and had been reported to him by her previous roommates as well. He FINALLY fixed it 3 months into my lease, but left the upstairs and downstairs a mess with pieces that I had to clean up. He also will not respond when there is an emergency. One of the last days of our lease, he turned his phone off when my roommate and I tried calling and texting him multiple times due to a bat appearing from the attic into the living room. We were told to contact our landlord and when we did, he shut his phone off. Joe also has not issue giving out his tenants personal information. He gave out my roommates personal information and gave her previous tenants information when looking at the house. When move-out came, we emailed him with al our questions/concerns. He barely acknowledged our email, but finally came and fixed the fire hazard in the kitchen that had been reported to him multiple time for over a year. We ask him, multiple times, to come to the house and have a conversation with my two roommates and I yet he ignored our emails and concerns about the long list he gave us regarding move out. He would only respond partially, not at all, or with "everything you need to know is in the move-out checklist." This isn't even everything that just I dealt with in my one year renting from Joe. He is a horrible, sleazy, slumlord. He does not take core of or clean his properties and will take every penny he possibly can from you. He counts on college kids not knowing their tenant rights or reading their lease thoroughly so he can scam them out of their money. Do NOT rent from Joe Smelser!!

I haven't lived there in years, but something reminded me to give him the review on Yelp that he wanted so badly, but I also want to make sure to steer people away from renting from him. Here's the laundry list of things I dealt with: *One of my bills for the house was sent to HIS address for MONTHS and he OPENED my mail (bills) but didn't give it to me, causing fines to rack up. *He would randomly show up at the house, and would OPEN THE DOOR while I was in there (without knocking). I was ready to hit him over the head with an umbrella because I thought he was an intruder. *He gave out my PERSONAL phone number to prospective tenants and told them to contact me about the house. *I clean the house from top to bottom and it looked BETTER than we left it (even to the point of taking out windows and fixtures to wash them), and he still took $200 of my security deposit. *When we looked at the house, there was a gutter hanging off the side. We were told it would be gone by the time we moved in. 5 months later and multiple times contacting him, it was finally fixed. *Our heat went out on the coldest day of winter. He told us to turn the oven on high, and leave it open all night to stay warm. *One of my rent checks was late because I forgot to put a stamp on it. That was obviously my fault, but he would not give ANY grace, even though I had been the perfect tenant. He charged me an additional, I believe it was $60 for being a day late. And if I didn't get it to him THAT DAY, it would be double that. I kept trying to text him to see where I could take it, and had to bail on a school project to drive to his town to give him his money. *Our grass got a little too long because we went back home for a week. We hired a company to mow our lawn for us, but someone didn't come out. Joe threatened to fine us MASSIVE bucks because the grass was too long. All of that being said, he is difficult to work with, shows no mercy, you WILL NOT get your security deposit back in full, he will exploit you by sharing your personal information. Knowing what I know now, I probably would have taken him to court. He preys on the fact that college students are still learning how to be adults.
