When I contacted the agent, they said it will cost me $699. I have explained my discussion with Delta and they said it is concession fare etc., As I needed the change I agreed to pay $499 as they explained that it is airlines charging. When I got the credit card bill I have noticed that Delta charged $129 and these guys charged $369. When I questioned the same they said all the remaining were taxes. I said when the airline already charging me the taxes, why again. They sent me a detailed bill. To my surprise they list all the taxes exactly what airline has charged. Funny part is, in a hurry to adjust the amount they showed "United States - Immigration and Naturalization Fee(Immigration User Fee) as $114.96". This fee was supposed to be $7.00 as per the "Amendments to the Immigration and Nationality Act. 8 U.S.C. 1356, passed in 1986" . https://www.cbp.gov/border-security/ports-entry/carriers/air-sea-passenger-user-fees-railroad-car-fee That is when they got caught red handed. I have requested for the refund for $319 (After $50 their fee). Since then they say it is final. They have changed the "United States - September 11th Security Fee(Passenger Civil Aviation Security Service Fee) (AY) $5.60 USD" as "United States - March 01th Security Fee(Passenger Civil Aviation Security Service Fee) (AY) $5.60", thinking that it is travel date and they even forgot to change "th" to "st".
