About 3 months ago, the Department of Buildings gave my Dad's building (a small three family) a stop work order, a partial vacate order, and two ECB violations. One of the tenants was irresponsible, did illegal construction which was also deemed unsafe. My Dad had no idea this went one for months. Once we received the summons in the mail, we were confused. We had called numerous architects and engineers for clarification. Eventually we hired an Architect who said they would prepare the plans, but are NOT responsible for the removal of the violations. Their job was to have the architectural plans ready, but with it, an application needed to be filed with the Department of Buildings construction Department. Our Architect referred us to Grand Expediters NYC. They were professional, explained the entire process to us, and were honest from the beginning to say that it will not take 5 days for all this work to take place. Once we hired the expediter, they started the paperwork and sent us the forms to be signed. We sent the forms back to them, and they filed the forms with the construction part of the Department of Buildings. We also had to hire a contractor in order for the remaining construction work to be completed the correct way. After the permits were in our hands, Grand Expediters NYC scheduled the inspection to remove the stop work order. This allowed for construction to take place. After the work took place, the expeditor requested another inspection to have the partial vacate order removed. In all, eventually they also attended the ECB hearing to have those fees lowered. It took us two months from start to finish. The bottom line is, if you have tenants, make sure your lease mentions "no construction to take place without owner's consent." These tenants are crazy, they'll do work themselves, without guidance, bursting a pipe and all not even notifying us. We now need to hire a lawyer and want to evict the tenant.
