They just didn't want to lose their cash cows. The whole supervised visitation program is to make money like everything in Family Court it's just a legal human trafficking for profit industry, lead by opportunities IMHO. You can call the Judicial Council and see how this money making enterprise started with ZERO OVERSIGHT!

Their handbook of rules states that if custodial parent has the location request then they will be responsible for that cost, but if you didn't get the judge to specify travel, like if you had no idea that issue would arise, then they will make you pay it in spite of their own rules. There's no organization whatsoever. Everybody is always passing the buck or saying they will do the visit so you have sometimes up to three supervisors claiming the visit and it's confusing as can be. Their supervisors talk way too much during a visit that is supposed to be about your children. The whole thing is made even more of a nightmare by going through these people. Do not recommend.
