Now the bad marks, the maintenance people don't communicate well and may just show up to do work. The landlord changed in 2019 and they don't screen or care about the people that move in. Obviously it being an apartment privacy is limited. The walls of the buildings are fine but ceilings/floors are paper thin and you will hear your neighbors above or below you have conversations. Best bet is to live on the second floor if you have the option because any foot steps if you live in the first floor sound like the floor above or your ceiling is going to come down on you. Next, the landlord doesn't have a policy about signing in guests. At least can't enforce it because the office is nowhere near the actual apartments. So you may have neighbors who let's say bring people in that make tons of noise or they can bring pets that are over the landlords weight limit and this just allows for way to much traffic and again lack of privacy and can also cause lots of noise. All in all good location and nice yard space. Terrible privacy, small apartments, poorly constructed spaces that allow way to much noise and unease and no restrictions on the flow of people...

She helped me with an internet obstacle and an A/C repair which was done within 11 hours of making a request. The courtyards are well-maintained and it is clear they care about the way the grounds look. The facilities/amendments are excellent and the pricing/charges are reasonable. We chose EH because of the…read morelocation (it's right downtown on 2nd St behind Pinnacle Hospital within an easy 5 minute walk to several bars, restaurants, and the Susquehanna River), the ability to get a short term lease, and you could have pets without paying a pet deposit or monthly pet fee (we have 2 cats. I don't know if that would apply for dogs or if dogs are even allowed. I don't think I ever saw any). We rented a studio apt on an Executive level of the building. Floors 1-3 are "Executive Level". They've been remodeled to look like a lot of the new apartments you see in complexes these days. The studio was spacious and cozy. It even had a European-style washer/dryer where it washes and drys your clothes all in one. The downside of that was your clothes never got 100% dry and it took about 3 hours to do one load of wash. I don't know what the walls are made of, but we NEVER heard our neighbors. We'd come home from the bars at 2am and blare EDM. No complaints ever. Garage parking is available for $90. It's unassigned parking but it's a big garage so you'll always get a spot. The downsides were that the rent was a little high for a short term lease, if you are in an apt that faces 2nd St you will hear a lot of sirens because of the hospital, there are A LOT of homeless people downtown who will constantly ask you for $, and there aren't enough things to do in downtown Harrisburg that would make me want to live there long term. However, if you are in town for work for a short amount of time for work, like we were, I highly recommend this apartment building. The residents we encountered were friendly and outgoing. People from all walks of life live there. Most importantly, John, the leasing agent, is FANTASTIC!!! Seriously, one of the best leasing agents I've ever worked with.

The elevators are still slow as molasses. But most things are as they were, which is why I didn't lower my 3-star rating. But the quality has gone down hill over the years. When I lived there the local management ran the place. I went away for vacation the day after I moved in. I didn't have a bed yet. But the local management knew my mother. So they let her into my apt to deliver a bed for me. How nice! They were lickety split with repairs! They were even lenient with some of the rules as a reward for being a good tenant. They gave me a deal for having a cat (they didn't charge me). I was behind one month and they didn't charge me the late fee since I'd been so regular up until that point. Lots of awesomeness. When I moved out the big wig management in Philly had begun to take over. I got this WHOMPING bill for past "cat rent" plus late charges on those fees PLUS the late charge from the one waived month WITH a late fee for that! It took me months to dispute it. The local management where very sorry and SOOO empathetic but had their hands tied. I've been back multiple times to visit friends who now live there. But the lobby seems run down. The hallways smell. The carpet needs cleaning. The walls seem dingey. Repairs go for a while before being fixed. It's very central to everything a person without a car could need. Issues with payments/billing are a MONTHLY occurrence and after months of bringing an unknown individual living in a camper and moving it to various lots in the parking areas (can't even make this up) they still did not respond. While the units aren't the worst, they do not clean vents, AC/heating units or shared spaces. Beware of the property manager, Stacy Hewes. The community is very quickly becoming rundown. Maintenance was the only highlight about the community for me. They were very responsive and friendly. Office staff barely was on the premises and when they were we frequently were asked to not call or stop in but handle all business through email, which they never answered. Lease agreements clearly state the rules, yet if you complain, they inform you that you can move to alleviate the problem. The kitchens are quickly becoming outdated which drives down the value and rent is only increasing. Finally, I lived in the place for a year and a half. Took care of the townhouse like it was my own. Today, received a bill with a "damage" charge to the carpet for $125 on top of the $100 for standard cleaning. Why are you cleaning the carpet if I damaged it? The whole place is a scam. You split the cost of the water bill with your entire group of houses so, pray your neighbors don't like long showers or to wash their car frequently. If you're looking for great maintenance staff, this is your place. If you want a nice quiet place to live with office staff that truly cares for a great price... I would HIGHLY suggest looking elsewhere.

Some time in early-ish 2025, the complex was taken over by new management. Still Morgan Properties, but still someone new. Someone with a much tighter wallet and much less persona. Things took a major downturn. I've seen long-time staff, committed staff, up and quit. They've had contractors come in for "repairs" only to just cover things up or make them worse. They're now charging outrageous rates for newcomers just because they put some hardwood over these very old floors and a backsplash in some of the kitchens. Rent has gone up more with unnecessary "amenity" fees for things that have been out of order, "under construction," or simply subpar for lengthy periods of time. I've needed major repairs in my apartment for the last year. The plumbing in a lot of these buildings is LONG overdue for some treatment and repairs. I've had pipes bursting and toilets breaking, as have our neighbors. I've been waiting for something to be fixed for nearly three weeks (and counting) and have continuously been told to be expecting repairs "this week" by the front office. I never leave reviews but this really is outrageous and insane that you're taking people's money and doing such a disservice to so many long-term residents as well as new residents. I've lived at Union Flats since May 2022, and while the…read moreapartment looks modern on the surface, the experience over time has been one of neglect, disorganization, and complete lack of accountability from management. 1. Chronic Noise Complaints -- Ignored for Nearly a Year We began reporting severe noise issues with our upstairs neighbors around December 2024/January 2025. These weren't just occasional disturbances -- we're talking constant, disruptive stomping, yelling, throwing parties, sometimes shaking our walls and ceiling. Typical college frat behavior and an absolute nightmare. We submitted multiple noise complaints via the resident portal and received no response. We eventually followed up through direct email. At one point, a staff member named Melissa finally responded, telling us to contact Hampden Township Police ourselves -- essentially washing their hands of the issue. She also requested audio recordings for legal documentation "if the situation escalated." We provided those recordings. No follow-up. No updates. No indication anything was done. We were left guessing based on whether the noise slightly improved, but eventually it escalated again. This past weekend on September 21, 2025, their party, their TV and voices were so loud, we could hear it from the building entrance hallway. The stomping and crashing sounded like full-on wrestling matches. We had no choice but to contact police, just like management originally told us to -- because they did nothing. 2. HVAC Failure -- Another Example of Neglect This isn't our only issue. Our HVAC cooling broke and remained broken for nearly six months from Oct 2023 going into Spring 2024. We were told by management that they couldn't fix it until the weather got warmer, and then when a warm spell hit, we never heard back. We had to reach out again just to get basic air conditioning. Our apartment's thermostat read 88 degrees at one point while the call center agent we got directed to couldn't even find our original maintenance ticket because it was submitted in Oct 2023 when I called in 2024 to follow up. Union Flats has a chronic issue with broken HVACs throughout the complex. Their go-to excuse is that they must "wait for the HVAC vendor to be on site," which can mean waiting weeks with no air or heat while they give you this dinky air conditioner window unit that barely cools the living room itself. There is zero urgency when it comes to resident well-being. 3. Empty Marketing + Lazy Copy/Paste Responses Meanwhile, we're constantly spammed with emails about their new EV charging station -- as if that's more important than working HVAC systems or basic peace and quiet. And anytime someone leaves a negative Google review, management responds with the same robotic, copy-pasted message: "Thank you for taking the time to leave a review... We're sorry to hear your experience wasn't positive... Please email us at unionflatsmanagers@wpmllc.com." If they valued our feedback, they'd stop ignoring complaints, losing tickets, and forcing residents to deal with police just to feel safe in their homes. Over and over again, Union Flats has proven that they do not care about tenant wellbeing. Any problem you have from loud neighbours to broken HVAC units will be handled as slowly and vaguely as possible. They've raised our rent every year and it's not worth it. This place is a money machine, not a community.

Things we like: -The maintenance crew is incredibly helpful and kind and has made sure that when they needed to come in and fix the plumbing, that the time worked for us with having a newborn. -Its nice to have a bathroom in the primary bedroom. Things that we absolutely hate: -Rent is incredibly expensive for paper thin walls and facilities that are mediocre, at best -Management is unresponsive and not very kind -Our rent has gone up a lot since we moved in for no reason other than inflation. They would rather lose respectful, clean tenants that have never caused problems than keep their rent at a reasonable rate. -They have no idea how to manage recurring payments. They've forgotten to add the pet fee for over a year and a half and then when we said that was their problem, not ours and we weren't paying it back, they said they would "let it go this time". -When we broke our lease 3 months early due to buying a house, they said they would only honor it if we complied with their BS rule about paying an additional 2 months rent even though they routinely brag about having a waiting list. The money grabbing corporation is atrocious. -They guest bathroom tub is incredibly small. An average sized adult can't take a bath. -They heating/cooling system is in a closet in the living room. The only place to put our TV is right next to this closet. When the heating/cooling is on, it's so loud it's impossible to hear the TV unless you turn it way up. I get that the renting world is messed up all around right now with slumlords, disgustingly high rent, and low quality housing abound, but do yourself a favor and look elsewhere.
