After looking at the job, he took the tiles with him and said they needed to be cleaned before he could return to complete the repair. No separate cleaning fee was discussed or agreed upon. He later told us that the repair was outside his expertise and that he could not complete the job, but then demanded $185 for supposedly cleaning the tiles and initially would not return them without payment. When he finally returned the tiles, they had not been cleaned. We would have had no issue with him determining that the repair was beyond his expertise and declining the job. The problem was demanding payment for a cleaning service that was never separately authorized and, when the tiles were returned, had not even been performed.
