Thomas Palumberi scammed me out of almost $300 (Paypal refunded me - more at the end). He failed to apostille my document and proceeded to blame it first on my certificate and then also on the Department of State, claiming they can change policies suddenly. This is not true. Thomas submitted the request wrongly, without a clear copy of my ID, without a perjury statement and without a notarized permission as a third party. These documents are all necessary to put an apostille on a Passport Records type document. These policies can easily be found online, and a notary not knowing this stuff is just lame. And he never asked me for those documents. He also blocks you on Facebook if you post a bad review. He closed the page on Google so nobody can post reviews there anymore. Ruining his business reputation over less than $300 when he could have just refunded and admitted guilt. In over a month, he never replied to a single review, neither on Facebook nor on Google. He knows he's wrong. --- They were replying fast until I made the payment, then they would take at least a week to reply. After a month, the company told me that the Department of State rejected the apostille request, and provided me with a letter claiming it's from the Department of State. The letter is missing the client's name, a reference number and doesn't list the reason why it was rejected and the necessary documents. According to another company, this is an old letter, and in theory could be just a printed copy off the internet. Apostille Please LLC told me to figure out on my own what went wrong. I contacted the DOS and got back a similar letter, but this time it had a name, case number and the necessary list of documents. So I know for a fact the Department of State doesn't send incomplete / blank letters. After reviewing the letter, I understand to the best of my belief, that the company mishandled the request, because they never asked my copy of an ID document, never asked for a perjury statement and also didn't file a third party authorization. Other reviewers on yelp had the same problem. The company blocked me for posting a truthful review and they are making it hard to get a refund due to their mishandling of the situation. They are also trying to hide the reviews instead of handling the situation correctly. On their Facebook page they claim only real reviews can be found on Facebook, where they block and report your truthful review. I first tried to resolve this through the Better Business Bureau and hoping the business would refund and admit their mishandling of the situation. I see another reviewer here didn't get their apostille. I assume the business didn't ask them for their ID and other documentation either. They lied to Better Business Bureau blaming the document itself (despite the fact at first they claimed it could be apostilled, and it can) and then claim Department of State can change policies abruptly at any time (they didn't, apostille process is still the same). Then I asked Paypal to issue a refund. At first the business provided the tracking number used to send me back my document, which is not proof of the service being rendered. Just a scummy attitude in my opinion from the business. I managed to re-open the dispute, and after 37 days got my refund from Paypal. I had to explain seven times the situation over and over to them. The business never admitted their negligence nor apologized. --- Attachments: 1 and 2) The long wait times once you paid. 3) Thomas claiming Dep. of State policies change without notice. Which is false. And also telling me to contact them on my own. 4) Thomas reply to my Better Business Bureau complaint. Many false statements in it including: a) The document was not rejected by the department of State. The apostille request was rejected because it had not been made correctly. b) The information supplied by Apostille Please LLC to me was a blank letter and they claimed it was from the Dep. of State. Thomas also lied to me in my email telling me the letter has a case number at the end. It doesn't, it's just a mailing address. c) He claims dealing with government agencies can be frustrating. False. Dealing with Apostille Please, LLC was frustrating for me. I've been in contact with the Dep. of State and requesting the apostille on my own and it has been a breeze. I recommend anyone do it on their own, it's easier and less stressful. d) He claims I post defamatory reviews. None of my public reviews got an answer from the business trying to dismantle each point I have raised. Maybe it's because I have a trail of emails as proof. What they do is report your reviews, block you. Also, after I posted my review on Google, they blocked me there too, so I cannot edit it. I also think they tried to remove their Google business page because now it says "Permanently closed". Probably because my review there is the only one.
