The lady in the shop will tell you a discount is available instead of a "tax free" VAT refund. Then, after the purchase, they will give you 10% off ONE item. This is the only shop in Toledo where a receipt is not given for tax refund. They are pocketing the money. When asked for the tax refund receipt, the sales lady refused and was extremely rude- pointing her finger as if we were crazy. Shop elsewhere.

There were two artisan crafts : the intricate jewelry and a sword forging demonstration I saw the same designs of metallic jewelry at a gas station : identical packaging, price and heft, so it seemed like still something mass produced, but these bear a product stamp that certifies them as originally made in Portugal. Got a chef's knife and decorative handled knife for my son and son in law. Jewelry is also quite intricately crafted, inlaid or filigree style. A copy of your passport is useful for recovering the VAT tax refund if you can find one at the local airport, that is!
