    *****UPDATE********…read more Still no refund, and the website says that no refund will be issued because the rental was "cancelled after the pickup time" So now I am back on the phone with someone who barely speaks English. Huge waste of time and will never work with Budget Rentals again. We made a reservation several days in advance and paid for the car using a debit card from Chime. Not a word was said about the method of payment and they were happy to take our money over the phone. Upon arriving to pick up the car the man working at budget explained that they need to place a $250 hold on a credit card. No big deal - I do this pretty regularly with hotels and have never had an issue. Budget refused to run my Chime credit card on the basis of them being an online bank. They refused to run the debit card for the security deposit, even though this is how I paid for the car in the first place. They refused a cash deposit. When I explained that I have no other cards to use and need a refund if they are not going to let me take the car, he said that I will have to call the 800 number as they cannot do refunds at the store level. Complete bs because the local store is refusing to rent the car, they should be able to start the refund. When I called the 800 number it took 3 times to get someone that spoke a variation of English I could semi-understand. They said that a refund was being granted and that my money would be returned in 7/10 business days. When I voiced my frustration at the delay they told me that my issue was entirely with the local store and I needed to take it up with them, they were just a call center and had no ability to handle customer complaints. I went back and wasted a few more minutes at the local store. The charges have still not been refunded. I have filed a dispute with the credit card company. No one could give me any documentation that the charges would be refunded, so I assume these people are crooks until proven otherwise. If budget has decided that customers of certain banks are not worthy of renting a car - it's whatever. But they should not be so content to take money from those same banks and assume everyone will have another way to pay when they pick up the car. Not only am I permanently turned off from budget rentals, but the absolute clown show of a franchise here at the Tri Cities regional airport didn't lift a finger to make the process easier or offer any alternatives.
