This business is constantly cycling through counselors because they seem to have a problem actually paying them. Multiple counselors have left the business after being denied payment. As a company that takes government money, paying their staff shouldn't be an issue. To be honest, it is just flatly unacceptable that they refuse to pay their employees properly and presumably pocket the money themselves.
