I recommend having an appointment, but I have also dropped in as a standby and didn't have to wait too long. There is ample parking across the street in the garage and it is below the midtown exchange, so you can get a bite to eat if you have to wait for a while.

I've never had to wait more than 20ish minutes. The team is friendly and helpful. You can also fill out apps online prior to your appointment to make the visit even quicker. The passport appointment was so quick (scheduled a time ahead) that we were in and out within 10 minutes!
