This business has exploited a residential neighbourhood and it's residential street which utilizes a CN rail spur line in Heffley Creek for one of it's metal processing sites which it was not it's intended use.Our residential street is used for it's ingress and egress of 10's of thousands of pounds of scrap metal from various businesses and industrial locations throughout the interior and BC that this business hauls via heavy commercial/industrial A and B train semi trucks to this property everyday by means of travelling on a RESIDENTIAL street and 300m of SCHOOL ZONE in Heffley creek (in municipal Kamloops City limits). This is irresponsible, poses a safety hazard and impacts the physical,mental and emotional health of those exposed to this activity,noise and heavy industrial truck traffic. This operation has continued for decades, grown a hundred fold in its activity,tonnage, acquisition of equipment and hauling trucks and proportionally, the debilitating noise created. This has directly affected the peace and enjoyment of the neighbourhood and area while also presenting a significant safety risk to pedestrians,cyclists,motorists,school children,including my own, with several residences over recent years moving because of the continuous disruptive noise this business produces. Observations have been made where these semi trailer trucks hauling in and out scrap metal, can not properly, safely or legally negotiate the turn of the residential street forcing motorists to stop and yield while these industrial trucks travel and occupy all lanes of traffic often seen driving over curbs/damaging pavement,profanity and gestures from employees/owners, along with company vehicles exceeding the posted 30 km/h school zone speed limit. Sandblasting also occurs when they prepare additional steel containers while the deafening high pitch frequency of high pressurized air where blasting media creates clouds of sand dust and rust/debris particulate which drifts towards residential homes creating a health risk and nuisance. The remnants of metal debris and leaking toxic petroleum product from their loads has been found on the street spilled from their loads on their way to the site. The stress/anxiety caused by the deafening/booming noise of metal being processed and congestion and roar of heavy commercial trucks that operate and travel our residential street eights hours a day and often six days a week and even on some holidays including Remembrance Day, infiltrates our homes, affects our health,well being of our families and steals our right to peace and quiet of our properties and safety of our neighbourhood street. The life altering noise and traffic of this heavy industrial business has affected the health and well being of our family and property owners for decades and this business continues to place profit over the health,respect and civil and legal responsibilities and as long as governing bodies remain uninformed, this business continues to circumnavigate and operate under the radar at this location. CN rail is responsible and has permitted this business to continue such an operation in an area for which it WAS NOT intended or designed. The administration of the City of Kamloops has "dragged its feet" on the matter and has failed to properly investigate and address this ongoing problem which has and continues to directly affect the quality of life within this "City of Kamloops" residential neighbourhood,thus allowing Central Salvage to continue to deceptively shelter under CN's protective shadow. Is Central Salvage prepared to compensate the residences for the life altering effects of the noise,traffic safety and congestion and lower property values?. Let's remember,the homes and neighbourhood was established here long before this business was. We suggest that Central Salvage initiate plans to relocate its operation from this site and take its scrap metal and its debilitating noise and truck traffic to its Mount Paul location where this type of activity IS permitted OR have CN provide acreage at CN's property at CN junction rd area where it would not be disturbing a residential neighbourhood and posing a safety risk to school children in the school zone, pedestrians,motorists and cyclists. Residents and our family are watching, taking notes and will speak to all governing bodies until changes are made. Although, observing the use of exploited Canadian flags on their hauling trucks during the pandemic and covid mandates,I suspect the owners of this business would be hesitant to abide by rules,regulations, government policies and processes, unlike the noise and traffic they are so eager to create in our residential neighbourhood.
