Ed Hamilton mentions a "knowledgeable" staff, my experience with CA Partner staff is quite the opposite. I made a few overpayments towards my HOA, by mistake. I forgot to cancel the autopay through my bank. I called in and was told that the check will be sent out soon. Two weeks passed. I called in again. The property manager told me that they only send out checks every two weeks or so. And they do not have the ability to electronically transfer money. We live in 21st century where money is transferred simply through your cell phone. Moreover, they withdraw electronically every month, yet, to pay back an overpaid amount, they do not have the means, skills, or knowledge to take an action. They should have paid it back immediately after each overpayment was received. Yet, they took no action. Very dishonest managers who have no answer to most questions and have no emotional intelligence to help customers who are paying for their salaries. read more

Dysfunctional complex, and I don't even live there anymore... you know its falling apart when the manager Billy calls the wrong phone number about a bogus bill from 9 plus months ago. Ask to speak to his supervisor. The owners? Crickets.. sadly delt with him before.. one of the reasons why we moved out. Aside from my issues, probably the worst was a 3 to 5 year old little girl falling from the second floor... crickets! Well I noticed I saw I called....does management know basic math? Our HOA has used CAP since the builder finished the development. We are a small community of less than 40 homes. However, we are treated like we are the most important client. David always answers my emails and attends HOA meetings. He has been very helpful guiding us through the legal requirements of an Oregon HOA. Erin, our HOA coordinator, has also been super helpful. She goes the extra mile for us whenever we have a special request. Examples are; sending out communication to some owners that are not following the rules, applying for a credit from TV Water because we had a leak in our irrigation system and answering every day questions. Our financials always arrive on a timely basis. I would say the key to everyone being satisfied is developing a good working relationship. This is basically a small business being run by a bunch of volunteers. No homeowner wants to make a career out of being on the board, so it is nice to have professionals that take care of the big and small details. read more

They are awful, they are not timely or efficient with helping to get things done and the president Ed Hamilton is a complete ASSHOLE. He actually called me and yelled and threatened me for complaining about how bad his staff is, totally unprofessional! Where to start. CAP has favorites and even when you bring up issues the requests seem to get lost. CAP replaced some boards on the deck and the rest were stained but the new ones were not. Left multiple messages and emailed about getting it taken care, which should have been done right after replacing them. Still waiting for a response almost three months later. Now about the board that CAP deals with. Dave at CAP lost his backbone too many years ago to count and couldn't fight his way out of a wet paper bag. That being said he is a super nice guy that gets taken advantage of and is lied to consistently by the board, Christie C and Tracy S. The board passed a law saying that animals couldn't eliminate waste on the grass. I understand the grass was dying in spots but Tracy S and Christie C, who are constantly making asinine laws that they have no intention of following themselves but make others follow, consistently let their dogs poop and pee on the grass. It is so entertaining to watch Christie let her dogs pee in many different yards and than she has the nerve to say hi. Also Christie likes to harass people and threaten other owners. Most owners in the Meridian Heights do not like her but are fearful for retaliation against them. When something has been said to Dave about her harassment, he defends her. Is CAP paying her off? Who knows. What I do know is that I will never live in a place that consistently has to raise HOA fees and yet there is nothing to show for it. Landscaping is worst and it is not pleasing to the eye. For what you pay in HOA fees there should be a ton of amenities to go with it and yet there is nothing. No wonder the townhouses are not full and some of them have been vacant for years because of way that CAP handles things. Oh and parking is a joke. Christie and Tracy both think that they can not park either one of their two cars in their driveways so they take up the very limited parking spaces that others need. On top of that Christie hasn't moved her Nissan for almost three months. The HOA discriminates, harasses and shows so much favoritism that you would think it was a political group. That being said, if you want a corrupted business to run your HOA by all means CAP is the right one for you. If you have a problem with injustice and fairness you may want to look at any other business. Sam, who is also on the board is the only one that really cares, but the other two override her opinion and outvote her. read more

Where shall I start on the list of undelivered unperformed promises. Of lowballing the bid and then charging extra for every breath of air and service thereafter. For very poor communication with owners until the howling reached a crescendo of pitch. Had favorites and non favorites among owners and acted accordingly. And best of all, when they were summarily put out to bid, and they did not rebid, realizing they would not be selected under any circumstance, being entirely uncooperative with the transition, refusing to provide, at our cost of course, a week of their operations people or any other help to ease the next management's start on behalf of the residents and owners. David is warm, professional and knowledgeable when it comes to HOA law. I would highly recommend this company they are flexible, good communicators and have good insight into any issues or concerns that come up. CAP has managed our association for a little over 4 years now. They rescued us from our previous disastrous property manager and got our reserves back on track. They've also brought us through a stressful renovation process that we could NOT have handled with out them. The president of this company uses violence and intimidation while discussing issues with a broken irrigation pipe. He stated multiple times, it wasn't important. The irrigation issue happened in June and took over two weeks for the company to address with the landscaper. The pipe was gushing out water twice a day for two weeks. On top of that there was a sprinkle that was broken in my yard, that too took two weeks to repair. I was billed for the water leak when looking at my water statement. Hillsboro water **** was so supportive and helpful, they sent someone out to check the leak and provided documentation of this. When I addressed this with CA partners they werent helpful at all. The mentally unstable President forcefully pushed a chair and was clearly unstable emotional during the meeting to address this. I felt bullied by his behavior and shocked of this unprofessionalism. I filed a police report and hope no one else is treated this way.I would not give this company one star, but unfortunately I cannot write a comment without making one.Please dont support this man and his company. It's their way, or no way. I emailed them to see if they were affordable. Ed (the company's owner and, ironically, the company's customer service specialist) wanted to meet with me first, stating that he wanted me to get to know his company's culture. I requested a bid for service before meeting him. Ed said it was against his interest to give out estimates and that it was not a one way relationship; that I would have to do stuff for him. I did not know how it was against his interest to give me an estimate, unless he wanted to trick me into signing a contract upon meeting him, and then charge me exorbitant rates. The whole thing felt like a scam. After telling him I could not meet him right away, he replied, "I think I have enough information to determine there is not a fit between (us)." I guess he wanted to focus on scamming easier prey. read more

Don't ever use this property management company. When they heard we were going to bid out the contract competitively, they abandoned us with 60 days notice. In their latest stupidity, our parking garage was broken into and a key fob was stolen. They did not immediately disable it and the next night the thieves came again and broke into more cars. They are NOT customer friendly. Any request for a change in anything was immediately met with reasons why it could not be done. Emails from them were constantly resent because the first one contained wrong information. Access to mail and packages left in the office was restricted to certain times which had never before happened in the 25 years I have lived here. Simply put, they stink. read more

This company is the property manager for the condo I live in. When I put an offer in on the unit and it was accepted they were supposed to give me all of the background on the building and the unit. I found out several months after I signed the papers and moved in that they didn't given me even half of the information. Had I had all the information I wouldn't have continued with the sale or been able to get financing for it. There was extensive damage to the building during the conversion process, and in particular my unit. They also didn't disclose that the HOA fee was going to go up over $100 3 weeks after I bought my unit. In addition. 5 months later the board and management company raised to HOA another $100+. The property manager is constantly trying to push her job responsibilities off on residents and actually tried to get me to pay to have the roof of the building checked because I discovered that the plaster on my wall was bubbling from water damage (I live on the top floor). Additionally the property manager Julie (property manager) tried sending me to collections for HOA assessments despite my having automatic withdrawal, and notifying their accounting office that it was okay to withdraw the extra fees. Once I complained about noisy neighbors at 2am in the morning, and she actually told me just to install acoustic tile. Despite being clearly written in the building rules that all noise complaints should be sent to her for handling. I later found out that the complaint was never filed on Community Association Partners end. This company has so far committed fraud, withheld vital purchasing information, shucked responsibility, and done everything imaginable to direct any responsibility away from themselves and onto residents and their clients. Now I am left with a deceitful management company, a property manager that avoids any and all real responsibility, and a condo with plaster and mold damage that I can't afford and shouldn't have been purchased or financeable. Community Association Partners or CAP has truly been a good partner during a 4 million dollar rehab of the Oswego Ridge Condominiums. Although the actual construction took only about nine months, the entire process took four years. CAP, and especially our account manager, Wes Finchum, was there through it all. I have owned a condo at RiverPlace since it was built in 1986 and have observed the various property managers over the years. I do not think Colleen was a good match for us. She might do better managing an apartment complex. I would never suggest hiring CAP to anyone who asked me. I was on the search committee that recommended CAP to the BOD and I have lived to regret it. CAP over estimated their capabilities and did nothing to add quality to RiverPlace. I worked very closely with CA Partners for 3 years during my tenure as President of Bauer Highlands HOA. I've been a reference for them for several potential clients which speaks very loudly as to the type of management services they have provided for our 275-homes HOA. We've relied on them for virtually everything involving the management of common grounds and dealing with homeowners.
