Conservice is a vampire company--they exist to draw blood with "services" which are transparently unnecessary. The bills they "bundle" are nonsensical to the extreme, and they will charge you to pay bills they don't even claim they can pay. They overcharge for utilities regularly, even in defiance of bills from the actual utility companies. Thousands of individuals have been robbed by Conservice, and those are only the ones who have spoken up. Conservice does immoral business and makes a killing. They are corporate strongmen hired to pinch the pennies of the poor. Avoid them at all costs. If the business you are interested in also does business with Conservice, strongly consider working with someone else. A contract with Conservice indicates either ineptitude or direct neglect on the part of the contracting company. Living in Kapilina, Con Service Utilities has been one of the most frustrating service experiences I've ever had. The LCD display on my electric meter has clearly failed and cannot be read. You can physically walk up to the meter and see that the display is not working. I have pointed this out repeatedly. Despite that, for the past seven months my bill has barely fluctuated more than $10-$20, even though my household usage has changed significantly. I've had guests staying with me for weeks at a time and then long periods with no guests. We've had seasonal changes and different usage patterns. None of that is reflected in my bill, which alone makes it extremely hard to believe that my usage is being accurately measured. On my most recent call, I was first told that my meter was being read by a third-party service and that my bills were based on actual readings. Later in that same call, after speaking with someone else, I was told the opposite -- that they have actually been estimating my bill at 75% of what they think my average usage should be for the past seven months. So which is it? Actual readings, or estimates? Getting contradictory answers from the same company on the same call does not inspire confidence. When I raised the concern that this could turn into a massive $2,000+ catch-up bill once the meter is finally fixed, I was told I could "talk to another department about payment terms" if that happens. That is not a solution. That is shifting the risk and financial stress onto the customer instead of fixing the problem. The worst part is that I have no choice in this utility provider -- it's bundled into my rent, so I cannot opt out or switch companies. There are current news articles in Aloha Daily about other tenants dealing with the same issue, which makes it clear this is not an isolated incident. This is disorganized, irresponsible, and customer-hostile behavior from a utility provider. I should not have to live with billing uncertainty for months because a company won't fix its own equipment and can't even give consistent answers about how it is billing me. Charged Me for 4 Months AFTER I Moved Out - Terrible Billing Practices I am extremely disappointed with Conservice's billing practices and complete lack of accountability. I moved out of my apartment at Summerwood in Irving, TX on July 28, 2025. Conservice themselves sent me an email on July 28, 2025 at 12:47 PM confirming that "the account will be closed automatically by your lease end date...the lease end date is on 07/28/25, which will be verified with the leasing office at the Summerwood." Despite this written confirmation from Conservice that my account would close on July 28, 2025, they continued to charge me for electricity for FOUR MORE MONTHS: - August 11, 2025: $58.17 - September 11, 2025: $9.46 - October 9, 2025: $17.04 - October 27, 2025: $12.83 Total wrongful charges: $97.50 I did not live at this property after July 28, 2025. I did not use any electricity at this property after July 28, 2025. Yet Conservice charged me anyway for utilities at an apartment I no longer occupied. When I contacted them about these incorrect charges, they were unhelpful and made no effort to correct their billing error. How can a utility billing company send me written confirmation that my account is closing on a specific date, then continue charging me for months afterward? This is either gross incompetence in their billing system or intentional fraudulent charging. Either way, it's completely unacceptable. If you use Conservice for your utilities, be warned: even when they confirm in writing that your account is closed, they may continue charging you anyway. Check your statements carefully every month. I am demanding a full refund of $97.50 for charges I should never have received. This company needs to fix their billing practices immediately. DO NOT RECOMMEND. TERRIBLE SERVICE. I live in an apartment complex in Beaverton, Oregon, and the property uses a third-party utility billing company, Conservice, to bill residents for common utilities, including electricity, gas, water, sewer, trash, and valet trash. Since December 2022, my average monthly water bill has been approximately $54.00. However, for the billing period of July 21, 2025 - August 20, 2025, my water charge abruptly increased to $112.34 -- a 76% increase from the prior month. No explanation or notice was provided for this increase. Attempts to Resolve the Issue: * I called Conservice multiple times, but my calls went unanswered. * I emailed them twice via their website and received no response. * When I asked the apartment management office, they admitted they did not fully understand the billing formula, stating that since the property is not individually metered, charges are divided by occupancy per building. They directed me back to Conservice. * Eventually, I reached a representative named Melissa via Conservice's online chat. She stated that common area utilities are divided equally among units, but she was unable to explain or justify the water bill increase. She promised to follow up by email but never did. Since then, my further attempts to reach Conservice have been unsuccessful. Concerns: 1. My spouse and I have been living in our apartment since September 2024, and everything was normal until around April-May 2025, when our water and sewer charges suddenly became extremely high and completely unreasonable -- over $120 to $150 per month, despite absolutely no change in our lifestyle or usage. Our apartment maintenance team performed a bucket test and confirmed the issue: our water meter is over-registering and counting far more usage than what is physically possible. They told us directly that the meter is inaccurate and needs to be inspected. Despite this, Conservice has still not corrected the problem. We contacted Conservice multiple times, and every time we were told someone "will come as soon as possible," yet months have passed and no technician has ever come. No inspection, no correction to the bills, no communication, no timeline -- nothing. Here are real examples from our billing history: * Sep-Oct 2024: 2,160 gallons * Sep-Oct 2025: 6,970 gallons (more than triple the previous year) * July 29-Aug 11: We were out of town for 2 weeks Yet the billing period shows 4,340 gallons used and we were charged $95. This is impossible. Even after maintenance confirmed the meter is faulty, Conservice continues billing us based on incorrect readings. We feel ignored and dismissed, and this has caused significant stress for us as a household. We simply want accurate billing and a functioning meter, but Conservice has made this process extremely difficult. This is a corporate entity. It is not a utility company. It is a bill paying service for water, sewer and trash. It consolidated these 3 bills into one bill. This service is engaged by the property owner or property management to save them time and expenses related to billing. It is suruptiosly entered into the lease. The tenant does not have any choice in this. The tenant is charged a "convenience fee" for this service. The P.M. contracted for this service not the tenant, so why is the tenant charged for a service fee that does not benefit them, it benefits the P.M. company. That's scam #1. Scam #2, it exploits low income tenants that fall behind on their bill. They charge a $7 late fee. They do not offer a payment plan if you fall behind. They say, just pay what you can. The problem with this is it locks you into paying the $7 late fee every month until you catch back up. Scam #3, They do not offer the CA CARE discount. This discount can cut your water portion of the bill in half. Average savings: $15. The higher your bill is the bigger the percentage of profit for them. Every eligible tenant in CA can get this Discount. Not with Conservice. Every aspect of the structure of this service is preditory and exploitive and designed to maximize profit. Because I am forced to use this service I pay 3 times what I should pay. What's $30 or $40 times 20 or 30 or 50,000. This business does nothing, it produces nothing. That's a lot of profit for doing nothing. That's not all. The way the bills are calculated is totally unfair and arbitrary. It provides many ways to abuse it to inflate bills and maximize profits for them. And they use all of them to the max. There is no way to compare actual use to what you are charged. Shady doesn't begin to describe it. It's no wonder there is a high turnover rate at my apartments. I out of there too as soon as my lease expires. My first bill was over $300.00 and they have so many stupid add on fees. Keep in mind... this is for a ONE BEDROOM with 2 adults living there. Before my apartment switched to this company, we only paid on average $70 a month. HORRIBLE!!! I never thought I could be charged for water in so many ways. So many bills, so many fees, horrible customer service. I have requested to talk to someone many times and they never answer the questions I have. It is horrible. I cannot wait to move and not have to deal with them any more. DO NOT RECCOMEND!! Anyone with a positive review is a LIE!
