Cortland bought the property several months ago, First it was replacing roofs, then painting buildings, replacing gutters, now they are "upgrading" units. They are not renewing leases so they can upgrade and charge more rent. The noise and inconvenience since they bought the property has been nothing short of rude and awful. They have no concern for the tenants whatsoever, it is all about the might dollar. The smiles and faked concern at the leasing office is just that..fake. The front gates haven't been in operation since the bought the property. They ride in their little upgraded carts like royalty. They are upgrading the leasing office, which was just upgraded by the previous owners, nothing wrong with it.. But why not spend more money to pass on to the renters. I lived in Cortland for 11years it was like living on a Plantation the owner has no respect for the tenants and only concern is his money. He has hired the worst office managers to my know history of living there they refuse to follow Maryland guidelines and the abuse the fact of financial security in where one lives. The if you complain about repairs the want to cancel your lease. I was a victim of this matter after filing escrow then the harassment had no end even with me paying on-time every month. I am still being harassed even after being put out I WARN YOU DO NOT WASTE YOUR TIME AND MONEY. read more

Cortland Apartments - The failed response to cleaning. - Apartments Near Me - Hagerstown, Maryland

The previous review is spot on. My review is on 12916 Little Elliott Drive. My first month in the apartment was pleasant. Then the weather got nice and the loitering began. It's like a block party on a nightly basis in front of this building. From when they roll out of bed at 11 AM until the beer and narcotics are depleted at 2 AM. I have witnessed drug and alcohol use OUTSIDE THE BUILDING. Do what you need to do, but do it inside your apartment. Crowds ranging from 2 people up to 15 people, ages toddler to mid 40's, stand in front of the entrance of 12916 all day/all night. They play rap music on their car stereos so loud it vibrates the building. They make it difficult and uncomfortable to enter and exit the building. When you excuse yourself to get past they give dirty looks as if you're trespassing on their private property. Getting a good night sleep is a joke. The building itself has litter outside ALL THE TIME. Including empty packs of cigarettes, blunt cigars, beer cans, various food bags, and last night a dumped container of feces filled kitty litter. Children are permitted to run wild throughout the building, the parking lots, basically everywhere but the provided playgrounds. My fiancee has witnessed a teenaged girl get pulled to the ground by her hair and hit by an adult man. The police were called, nothing happened. There has been vandalism done to the building. Including having screens torn out of the window and bent. Two days ago a big hole was smashed into the drywall. And last night, animal feces spread on the walls. I have pictures and video to prove all of this. The police get called by myself and other residents to complain weekly if not daily, yet nothing is done. The management has done nothing but hand out and put up flyers reminding tenants that loitering is a lease violation. The flyers were of course added to the trash pile and ripped down from the walls. Security cameras are sincerely needed to thwart this activity occurring outside of the building. For your own safety and sanity, DO NOT MOVE INTO CORTLAND!!! Can't wait to move out. The only plus is the space of the apartment. The walls are thin. You can hear your neighbor snoring, arguing, talking, having sex, smell them smoking cigarettes and marijuana in the hallways and from the apartment and playing loud music. There is no security. Hallways are kept dirty. The only time they clean up is during the summer months when there is heavy move in season. If Cortland Apartments fits in your budget don't stay longer than 1 to 2 years and get plenty of candles and wall fresheners. If you are accustomed to inner-city housing projects this would be the equivalent or slight upgrade in Hagerstown. read more

This place is the dumps. They raise rent and even took water out. The dumpsters are constantly overflowing which they tried to reconcile by leaving notes on doors saying they will fine you $150 if you leave trash around the dumpster and not in. Unfortunately 6 apartment buildings have one dumpster so that went nowhere. Constant drug deals. Blood splatter and feces was on the sidewalk last week. One building had burned down in 2017 and another had a car run right into it in 2019. Almost killed a child. The park is covered with stab wounds on the slide and completely abused. Walls are paper thin. Emergency services are here all the time. In early 2020 a 16 year old was shot here due to a drug deal gone wrong. Leasing staff doesn't care, they raise rent constantly. They're more concerned about fixing your blinds than the entire apartment complex. (Which they charge $30 a PIECE FOR) the place has smelled of urine , feces and manure the past week. The back door is literally falling apart from rotting wood . I regret living here more than anything. I wish I could go back in time and never even submit an application. read more

They are quick to fine you for broken mini blinds and violating the pet policy but will not fix your ceiling that's caved in for over a month!! Don't let them put you in a building by the dumpster either because the waste management company only comes once a week so trash just lays and blows everywhere. They are constantly evicting people so all their furniture ends up by the dumpster as well. The apartments are spacious but you can literally hear your neighbors underneath of you take a poop. Finally, If you don't like finding people passed out in their vehicle in the morning while your on your way to work then this is not the place for you!!!! read more

Lived here for not even a month and cannot get anyone to come to our apartment to fix our leaks and other issues. Management is full of excuses to cover up the blatant ignorance of all the lazy employees that work on the property! I have witnessed many employees standing around the property smoking cigarettes and talking yet it appears they still don't have time in the day to fix what is needed to prevent future flooding etc... maintenance is very understaffed! Good luck if you choose to move here, it is clearly run by inadequate staff who can't prioritize in a timely manner. Again many many excuses! read more

I lived in that apartment for 8 years for lack of better options. Shoddy Shaool had these crap apartments built with the cheapest materials and construction available. The management is the worst. Melissa, the property manager, is devious, rude and a horrid excuse of a human being. She extorted us and constantly threatened to cancel our lease. Charged us for the bedbugs that the neighbors brought. In 8 years, I was late on rent 3 times due to my wife being put on bed rest. We were as quiet as a family of 5 could be in the 3 bedroom apartment. We didn't bother anyone yet Melissa continued to badger us until we finally moved. The complex is a dump. Trash and dog poo everywhere. The maintenance crew responded quickly and repaired all we asked though that declined as the years went by. Sprinkler pipe burst soaking 3 rooms and they refused to put us in another apartment. Took them 3 weeks to make repairs while we slept in the dining room. 50/50 chance of getting neighbors that weren't terrible but they almost never stayed passed their first year. Keep looking. This place isn't worth your time or money. read more

Absolutely the worst place I have ever rented from! At first we loved the large layout and convenient area, all at an unheard of price. But as they say, "If it sounds too good to be true, it probably is". Within the first week of moving in, we were robbed. Even the cops that came told us the apartments are filled with crime. It took the property management a month and a half to replace the window that was broken during the robbery with no rebate on our electric bill (it was January). Then there is the issue of the construction paper they call walls. We have spent and entire year listening to our upstairs neighbor wake up to his alarm, walk to the bathroom, urinate, flush, and begin his day. Not to mention the nights he gets lucky (good for him though). Our carpets had seems in them, that eventually came up more with being vacuumed. The traffic between buildings is that of a small city street; it's very loud and unpleasant. If you have the "luxury" of living on the bottom floor, the lawn maintenance men will make a MESS of your patio and surrounding area. The parking lot is a zoo. It's on a first come, first serve basis and people generally don't care about their vehicles leaving those with nicer vehicles in harms way; dings on doors/ car body, junk to be ran over, worry of theft. If for whatever reason you do move here, you can count on the fact that Schaool Management will be completely unwilling to work with you and will look for any chance to screw you out of a penny. read more

This place is horrible. Here is a nice list of why not move here. Kids under 13 run the streets unsupervised, mail will be stolen if delivered to your front door, drug trafficking, robberies happen all the time, they use cheap equipment so things tend ot break often, fights break out all the time, i called management numerous times to get these things settled and it never gets resolved. I lived on the first floor and i can hear kids running around on the 3rd floor like they were in my apartment. This place is not safe if you have kids like i do. I'm afraid to go on vacation and not knowing what could happen when i am gone. I have seen numerous people moved out of the area because of how bad the place is. I had them sprayed my apartment to get rid of milipedes, ants, spiders, earwigs, ect... but they keep coming back and my 3 year old son has bug bites. Kids run around pulling fire alarms. Watch your vehicle otherwise people will key your car of flick cigarette buds and leave burn marks. This place is not well managed and they say they are trying to improve security but nothing tends to happen. So I do not recommend this place at all. It is cheap and it is a nice size apartment but its not worth moving here. read more
