Poor Living Conditions with A worse Landlord Frank
Frank Ramogida is the slumlord that own the costa brava apts. They are a series of buildings between Hastings and Berger off of Manchester Ave across the street from Westchester High School (90045). We lived in the building on the corner of Hastings for 25+ years. Frank was never complicit in doing his due diligence as a landlord. All Frank cared about was collecting his money. His neglect to maintain a proper dwelling for his tenants proved to be too much. We often resorted to informing him of the bug issues (termite, silverfish, bed bug...) to which he would shame and blame us. Regardless of how they got there... its his responsibility to get rid of it. Plumbing was also a consistent issue with Frank. The upstairs would back up and our sink and tub will get full of dirty water with food and hair particles in it. Every time we needed Frank to fix something he reminded us how our rent rate was less than others in similar units. We were tenants since the 90s, comparisons were made to tenants of a few months. Hardly a fair comparison. Take this as a basic warning, you do not get what you pay for at Costa Brava. You will lose furniture and endure complete resistance when repairs/fixs are needed. Frank has no clue what a landlord needs to do to ensure he is renting habitable apartments. This is all first hand experience. His live in property manager is a pure joy. However he is one man spread too thin to fix everything for every building on the block. Frank refuses to hire more property managers. I know finding a great apt in LA is not easy but stay away from these apartments. The Landlord is too unprofessional. read more
