The online…read morepictures are very deceiving, so I strongly recommend going in person and walking around the community before applying. My apartment was not move-in ready. The blinds were broken, a window was broken, there were no screens even though I requested them, and the unit was very dirty. The walls had stains, and I had to spend about one to two weeks cleaning, steaming the cabinets, wiping down the fridge and cabinetry, sweeping, and mopping before I even felt comfortable moving in my furniture. Roaches are a problem! The community also did not feel safe. There are a lot of homeless individuals around the trash cans day and night. The police were constantly showing up because of fights/ gun shots/ Domestic Violence, Cars being broken into, and I even saw SWAT there while I lived there. I often felt unsafe just going to get my mail or taking out the trash. Parking is also very limited. You only get one parking space; additional parking costs extra, and there is no visitor parking. People are always parking in your stall management doesn't help. They also do not clearly explain all the extra charges up front. You will be billed separately, expect it. The amenities are not as advertised either. Not all units have a washer and dryer, even though listings online can make it seem that way. The community laundry was also unreliable, with dryers and washers not working, so I still had to go to the laundromat. The only person I can say truly tried her best was the previous maintenance worker, Kenia. Overall, unless you are in a very desperate situation, I would not recommend this place. There are better places to rent in Tulare. Make sure you inspect the exact unit and confirm it is move-in ready before signing anything. Believe the comments: they do not return your security deposit easily, and they take forever to process anything. Take pictures and video before moving into your unit. You will thank me later. Any time we have had a maintenance request, although rare since everything is so nice and new, the staff (Jose) is very prompt in coming and fixes things on the spot. The apartment is very spacious, plenty of closet space, and front door/lights/air conditioning are all smart and can be controlled with your phone. The on-site gym, dog play area, swimming pool, and "clubhouse" (multipurpose community room with pool table and ping-pong, full kitchen, and living room with TV) are nice and well-kept. It's very quiet and comfortable throughout.

During that time they were very aggressive with our long term tenants. After they evicted them they brought in new tenants, who we think were someone they knew. They do not look out for the owner's interest. They protected these new tenants and had us constantly fix things although we had remodeled the house after they evicted the long term tenants. During the year of their tenancy we did not receive any rental payments because something always needed to be fixed or something had suddenly broke and was deducted from our rent. The companies they hired to do the "work" did not perform professional work. They installed mismatched fixtures, the tenants ruined the carpet and did not take it out of their security payment. I could go on and on, but wanted to make sure others know to stay away.
