Do not hire Mark Fulmer! He passed a mold inspection before the work was done, so the contractor…read moredid not encapsulate the mold area. Also, when the contractor blew insulation into the attic, he covered the soffit ventilation vents. Also, the contractor was not certified to do mold remediation. But Mark Fulmer certified that the mold had been remediated and sent his report to the owner. I read the report when I was considering buying the house, and trusted the report. A few months later the original mold problem (which was not encapsulated) surfaced, because the attic soffit vents could not breath. I hired a certified mold expert to come and write a scope of work, and by chance it was Mark Fulmer. When I confronted him, he never returned my calls. The realtor put me in touch with the contractor (mentioned above), who told me the information above. I eventually got the mold problem resolved and was advised to tell the authorities at NYS. They took my documentation and got Fulmer's documentation. They called me and read Fulmer's documentation. I said his documentation was his report to the previous home owner, which he inserted into his report to me. I sent proof of that. The NYS authorities agreed with me the Fulmer falsified the documents, but they could not do anything about it because the NYS laws protect the contractor and not he homeowner.

I…read morehave had engineers, contractors, builders, etc,. in the house since to evaluate our situation and they were all shocked that he was not at all alarmed by the foundation. He took a picture of one crack and wrote "appears stable, monitor for movement." That's it. One guy said if he were to bring a dozen engineers in the house they would all have noticed evidence of the foundation problem in every room. He missed a LOT.
