It's funny seeing reviews on these million dollar companies, and the employees literally getting paid crumbs with NO commission! This was a last minute booking, due to Budget not accepting my credit card last minute. I've put two and two together both agencies are scamming. Anyway, I return my rental after having to extend an additional day due to their car malfunction! Once returned I always get my receipts printed because, again, they're scammers. Boom, I leave not even a hour later my card is trying to be charged $400 on top of my $370 deposit being held. Basically they double charged me and intercepted my deposit. Scammers right? Lol now the fun part with the refund, and disputing through my bank. Jealousy really is an ugly trait! You people hate seeing beautiful black woman taking up space, living luxury, and not sitting behind a dead end ass job. I'm assuming they saw my birthday was two days away and knew about another rental reservation with budget for this upcoming Friday. I need to do both ends of the Dollar review. This was my drop off in Norfolk. Pick up was Tampa. The car itself was a premium upgrade 2018 Toyota Avalon XLE with less than 10k. Basically this is a Lexus LS and it was a dream to drive and no issues mechanically whatsoever. Due to the fact it was new XM radio was still on it which was great for a long drive. It did not have navigation surprisingly, but I downloaded the Toyota Scout GPS onto the in-dash computer. Scout GPS sucks, but better than nothing. The car alone garners a full 1 star. Drop off of the car in the off site location at the airport was easy. Staff was professional. I did have a problem in Tampa and needed to speak with a manager. I was directed to a Dollar/Thrifty shuttle that picked me up in approximately 10 minutes with another passenger. I was dropped off at the Dollar desk in the airport. There was no line and I spoke with staff regarding my contract and issue. Apparently they just came on shift and was not told I was coming over and had no information. Around 15 minutes later they located my contract and read the notes. A $95 credit was applied which was satisfactory. I will have a $15 charge mailed to me for a toll that was unmanned. They rent out the sun passes for a daily rate, but it's expensive. I'm still better off not renting it. However, one more violation and it would have been better to rent for 7 days. Best advise is bring your own if you have one. I would rent from them again. They were on the lower end of cost, but not cheapest. The unlimited mileage that was no additional fee was golden for a big trip over 800 miles. read more

Absolutely the worst rental car company on the planet out the 49 states and 60 countries I have traveled to. Besides my previous poor experience with them at Regan Intl' airport in DC now my Norfolk, VA experience isn't any better. Long story short they purposely do not tell you about or offer you a package for tolls despite so many in the area that don't take cash. Then after you go through them they charge an admin fee of $15 USD for each toll. I read up online that this is a prof scheme they created. Even if you do ask for the "toll package". It is $15 per day even if you only use 1 toll your whole trip! I don't have time to tell how bad my experience was with them in DC, shame on me for not remembering and using them again!!! Short review - bait and switch. I reserved a car which would be a "Ford Focus or similar." When I got there they tried to pawn off a Toyota Yaris as similar - anyone with any car knowledge would know they're totally different. They offered me a $9/day upgrade to a Dodge Avenger which is far closer to a Focus and also far more expensive than I should have paid. The clerk wasn't terribly helpful and was trying to process my rental without addressing my concerns. I didn't appreciate their tricks and walked out, got a rental elsewhere. Negative 5 stars. We made reservations on the 27th of July for a full size car my husband went to pick up on the 28th of July at the Norfolk international airport. Pissed to the max. What they said they have "Ford Fusion" they didn't have. Gave us a Buick Encore damn ridiculous looking small car. My husband has has been on the phone for 3 hours trying to get it resolved. All they keep doing it transferring him back and forth and noone answers the phone at the airport location. Ummmm been there, not busy at all to not answer the phone. Ridiculous! Every negative review on here is completely warranted. I have had the same experience as almost every person on here that left a negative review. What you save in the rental cost because they are the cheapest in Norfork you will pay later when the bill comes in your mail for the tolls and administration fees. Every toll even if it's only a dollar gets a $15 administration fee. Anybody that's traveled in the East Coast knows that there are tollroads everywhere and they can't be avoided. I've been with dollar for over 20 years and this is the experience that ruined it all for me. As for the people at the counter, stop flirting with the girls and show me the respect I deserve when I'm your customer. Zero stars YELP, make that a selection. read more

I made my reservations online and paid two hundred and eighty dollars to rent a vehicle for a few days once I get here they tell me that I have to let them run my credit in order to use the debit card that I had already paid to for the rental with or I needed to use a credit card. They are horrible. The salesman told me I would be getting a car for $600 for a month. When I asked him why it says $961 he said the rest will be returned when I return the car. I went to turn in my car and the charge was in fact $961. I talked to the manager( short hair, short Caucasian woman) and she said there was nothing she could do and laughed. I told them I will be here for a couple of months and was there anyway to work with me she said no. Very poor customer service and the staff is not able to do anything properly. read more

I was skeptical about what I had gotten myself into when I read the reviews while I was waiting at Dollar rental at the airport to pick up my rental. I was pleasantly surprised at how nice the gentleman who took care of my reservation. I got there about 15 min early and he advised me to wait for my pickup time as that might affect my rental rate if I made any changes to my reservation. I was grateful for that bit of advice. While I was told a Toyota Corolla or similar, we received a Kia Soul. It has plenty of room. I was disappointed that the trunk space was small. I've since rented again with Dollar and will do so again. I had nothing but good customer service and good value. read more

I will have to say that Dollar Rental Cars will be the last option for me in the future when it comes to renting a car. I work for the airlines and have had opportunities to experience a wide range of activities around the country. I often rent vehicles for less than 24 hours and most often make reservations in advance. Because my schedule can be dependent on flight availabilities, I often reserve a car before my arrival so that the car will be available to me whenever I can make my destination. I reserved a car for Norfolk, VA at noon and arrived at 2:30pm and was told my car was no longer available to me because I was beyond my reservation time. WHAT?! NEVER HAS THIS HAPPENED TO ME! I did my part and arrived on the day I had scheduled, within the timeframe I planned to use the car so they should have honored the contract I made with them online when I made reservation days before. Instead I was being charged to upgraded to a car "they did have." I have never in 5 years at this job been charged to be upgraded due to a company not having my car choice. Now that it was last minute any other rental agency options would have been more premium (and I checked because I have a smart phone.) Talk about putting me in a corner! To add insult to injury, quickly reviewing my contract I noticed that if I brought the car back earlier than scheduled I would also be charged extra. So even though I was not planning to keep the car beyond 24 hours I was being punished. I will say that Kenya was very nice in changing that time for me, but this was already beginning to cost beyond my original budget. I would have been far more livid if I was "sucker punched" for more money when I returned the at and had to run get get to work. So if you are planning on using Dollar Car Rental in the future make sure your time is correct and also if you have flight delays make sure to call so they wont screw you too. You might just show up with places to be and no way to get there. I hope this discourages anyone from using this shady company in the future. I will definitely be sharing this experience with not only fellow crew workers but all passengers and anyone asking me about a future car rental. Sometimes you pay for what you get. I should have paid the extra $2 difference and went with Avis, Alamo or Enterprise (companies I have been happy with in the past) because it would have been less in the long run. read more

After my experience here I have realized Dollar sucks!!! Terrible customer service. I reserved a car 2 weeks in advance along with an infant car seat. After signing things at the counter I went to get my car and that took me about 2 hours. They didn't have a car seat so I waited as they kept trying to give me a toddler seat for my 4 month old. Then the car had dings and scratches all over it, stained seats, old milkshake splattered on the dash and vents, A/C was broken, the car seat that came was extremely unsafe and I know wouldn't pass a safety check! Another gentleman came in after us to rent a van, and left with his van that he reserved this morning with no issues. The clerk apologized for the mix up. This is the WORST car rental company I have ever encountered. I waited for an hour just to get to the help desk, which meant I lost 30 minutes on my original rental time. When I asked of they could prorate and give me the time back for the next day for which they had charged for the 3 hours I would have the car, the answer was no, I can't discount it. Then, in order to use your debit card they run a credit report through Equifax. Really? I ding on my credit for a one day car rental? No thanks. Went to Enterprise who I usually use and was taken care of, nice and simple. NEVER AGAIN will I even consider this second rate, bass ackwards company. worst car company ive ever rented from. we ordered a car seat for my 4 month old 3 months in advance. they did not have one on arrival. it took 3 hours to get one. once i received the car they had milkshake dumped in the vents or something, it was disgusting. the car had no working heat or air conditioning. when we brought these problems to the manager and asked for a discount he said, "I really just want you to be safe that's all that matters to me." are you serious? upon final checkout they charged mean extra 500 dollars for being under 25. they never stated that. granted i should have read the fine print but i will never use another dollar ever again. read more

We've literally been in the car for about 30 mins and I've found two large pieces of other people's food. There is also a mystery smudge on one of the seats. Basically, the whole car looks like it wasn't cleaned. Absolutely disgusting. Also smells like cigarettes even though I requested a non smoking car because of our baby. Speaking of the baby, I asked for a compact car then when we showed up they said the car seat wouldn't fit because they were all hatchbacks and that we need to get a mid size. Like other writers, this Norfolk rental was not good. The rate was a huge bargain and at least $200 less than any other company for a week. But I was not expecting a Toyota Camry and it is not a decent vehicle. Rough ride (and tire pressures were set from 33 psi to 55 psi). The controls were in strange places with too many on the right side of the steering column. The cruise control and wipers were not easy to use. The car had numerous dents and scratches with no one available outside for me to record them with. I was expecting a Chev Malibu or something like it. A Camry is not like it. Then I must admit that my own car is a Mercedes E-350. But this rental was bad! read more

When dropping off my rental keys in the drop box, I immediately noticed I left sunglasses on the dashboard. I went into the terminal to the counter and the counter was closed (even though it was before midnight). I went back out to the car area and the guys cleaning cars said no one was there from Dollar and they had no access to the car or key drop box. I filled out a report on line, called every number possible, and promised call-backs which were never received. Surprisingly, my 200.00 Costa sunglasses went missing. When I asked about security cameras in the rental car parking lot, I was told they do not have any, possibly the airport does but NOT the car rental companies. Arrived at the Thrifty counter to then be redirected to "Dollar" rental car. Dollar then gave me a major sales pitch about insurance, and had actually applied it to the total even as I declined it. I had to tell them again to remove it and I refuse their insurance. I got a compact car because it is just me needing a ride around town for the next few weeks. I received a Ford Focus. The car was ok, for a few days. The transmission then started to slip. I called Thrifty Roadside to tell them I was bringing back the car and that they called the airport location and there would be someone waiting for me. I arrived and AGAIN was deferred to the Dollar counter to which of course, nobody knew I was coming and was given hassle about me returning the car. I was given a replacement car, another Ford Focus. No more transmission slip, but go figure...the car has a set of tires on it that has not been balanced. I refuse to again go back to the counter to deal with rude and hostile agents...so for 2.5 weeks, I have been dealing with the roar of unbalanced tires. Never again to Thrifty or Dollar. HORRIBLE HORRIBLE HORRIBLE COMPANY! I booked my reservation ahead of time and when I arrived at the counter I was told I needed to provide TWO forms of an i.d. in order to rent the car. Didn't matter that I already had my reservation booked ahead of time and was NEVER told by anyone that I would have to provide TWO forms of I.d. I was told my card and license was all that's needed when I booked the rental. The woman I spoke to at the counter said she was a supervisor so I asked her to contact her boss. As she whispered to "her boss" on the phone she then told me her boss couldn't help me because she was picking up a car. What??? She stated I need to show a UTILITY BILL!!!!! Seriously????? So as I struggled for ten mins to remember my log in to my utility bill accounts on my phone I decided to pull out my laptop to sign in that way so I could see a full screen. When I asked her if there was a wifi password she stated there is wifi, but I'll have to buy it. Wow! I had a gym card and a health card from the state of Nevada with my name and picture on it, but those weren't good enough she said. She then began to tell me they've been asking for two forms of id's for years. IF NO ONE TELLS ME ILL NEED TO PROVIDE TWO FORMS OF ID's THEN IT SHOULD BE THE FAULT OF DOLLAR! I SHOULDN'T BE THE ONE INCONVENIENCED. I WOULD HAVE EASILY TRAVELED WITH TWO IDS IF THAT WERE THE CASE! All for what to lose a good paying customer who rents cars out of Norfolk monthly. Absolutely the worst experience I've ever had renting a vehicle from delays in checking in the vehicle they rented to us to trying to deal with their customer service rep to attempt to get a refund. I paid for a Compact rental vehicle (Ford Focus or similar). They provided a Chevy Spark. This is an economy vehicle at best. It has no room for luggage but more importantly is is extremely noisy and has not acceleration so not safe on highway. The customer service person I spoke with basically told me too bad. While renting the car, after going through Dollar's exhaustive and intentionally confusing insurance language and refusing the toll plate (since the only toll in the Tidewater area was in Chesapeake, not even close to where we would be going), was relatively easy, getting a bill for $80 after being home for two weeks was a bit hard to take. I was unaware that Dollar has an almost continuous litany of complaints ongoing regarding charging customers for bogus tolls. While we spent the entire time at a reunion going between Norfolk and Virginia Beach, Dollar and their partners Dollar Rental Fine decided that we need to pay $80 in tolls from ME, NH and MA and that if we did nothing, since they had our credit card on file, it would be charged within a week. I'm glad I was home when the mail came (business travelers beware). When we called Dollar Rental Fine to complain, I told her that while they had the correct rental agreement number and license plate and that we did pick up the car at Norfolk airport, that we never left Tidewater and could not have acquired any tolls in New England. When I said that their notice did include the correct time for us dropping the car off, given the toll details on the back of their notice, it would have required us to drive from Boston to Norfolk in just under 4 hours. She said she was unfamiliar with that part of the country and would have to refer our case to "research" and that they should get back to us in 2 business days. So while they have no problem dropping the hammer on us for a fraudulent charge in a week, they want us to be understanding of their 2 business day "research" period? Here's a clue: compare miles "out" with miles "in" and they'll find all together we wouldn't have gotten past the Eastern Shore. read more

I was charged $30 for two .75 toll roads. I knew I had to pay the toll charge of a total of $1.50. Why would I need to be charged an additional $15 per toll road?? Deceptive practices at best for tolls. If you go through an ez pass toll you will be charged $15 "administrative fee" for EACH toll. I never got an itemized bill. My credit card was charged at least a month after I turned the car in. Turning the car in at 6:00 a.m. - the web site said that the location was open. Arrived to find mass confusion at an unmonitored drop off lot. There were no spaces to park the car, then you had to just put your keys in a slot with no record that you actually returned the car and no receipt. I even had the paperwork with me and then when I returned the car they charged me more and when I said I was quotes a lot less and had my paperwork with me they said " sorry you already used the car". The Dollar rental is a FRAUD gig that Must be Avoided like the plague. I rented from them online for a deal that was supposed to cost $88 for four days, (4th of July weekend 2016). I called them two days prior to return that due to 4th of July, vehicle will be returned the next day 5th of July 2016. It's only when my receipts and bank statement came that I realized, I have been charged nonsensically for fees and costs, I hitherto knew nothing off. First I realized that for picking up the car at 11: 50 instead 12pm - I had been charged $7:29. That aside, when I returned the vehicle it was around 5:45pm on the 5th of July. Now I see an additional $131.04 charged and taken from my acct. When I called the customer service, a rude person with a strange assent hanged up the call twice, that since I returned the vehicle, some 2 hrs late, I have been billed an additional two days charge. Please BEWARE of these leeches taking advantage of you. Deal with companies that are upfront with their fees and charges. My Rental Record was: # 121196880 and renter initials NC. I wish I could give zero stars. I have received an unexpected $33.30 bill for tolls during my recent trip to Norfolk, VA. Problem is, only $3.30 was for tolls and $30 FOR ADMINISTRATION FEES. Does this sound reasonable to anyone? Apparently it was in the terms and conditions, but it was buried, and I was not offered a more reasonable solution at the time of my rental (like paying up front with a more reasonable "administration fee"). The biggest problem is that there are tolls in the Hampton Roads area where there is no option to stop at a toll booth and pay cash...they just photograph your license plate and send you a bill. Dollar seems to be capitalizing on this in an extremely customer unfriendly way. I contacted Dollar on Facebook and just got this response with no offer to fix this issue: "We apologize for this experience. We understand your frustration and are sorry for the misunderstanding regarding Platepasses terms." I wish I could give this 0 stars. I reserved a compact car for about 3 days with Dollar through Expedia. I was permanently changing duty stations and this was my very first time in Norfolk. After a 12 1/2 hour flight from Tokyo to Washington D.C., a 6 1/2 hour layover in D.C. to Norfolk, I arrived at about 11:30PM on a Sunday. I was extremely exhausted and just wanted to get to my destination and sleep. There was 1 couple in front of me in line and their transaction seemed to take at least 25 minutes. When it was finally my turn, I gave the representative my name, my temporary driver license(yes, they do accept those with additional forms of identification), and ID's. I had already paid collision insurance through Expedia. It was required to make my reservation. When it came to pay, I provided my Navy Federal VISA Debit Card. He stated that their policy if I plan on using that card is that I needed to provide two forms of identification and proof that I would be flying out the day I would be returning the car. I stated that I was moving permanently to Norfolk, I don't have a returning flight. So the representative called someone else who worked at Dollar and there were no policies for military members who were PCS'ing to Norfolk. When he hung up the phone he stated that they have been having issues with locals returning cars on time. I am not a local...what does that have to do with me? They were not accommodating at all and didn't even seem to care that they were putting me in a rut. I ended up taking a cab to my destination, but because I flew in so late, I wasn't able to obtain a SIM card to have a functioning phone to call a cab the next morning. I had to walk about 1 1/2 miles through an unfamiliar and sketchy neighborhood to a local Food Lion and ask the nice customer service woman to call me a cab so I could report to base on time. Terrible experience. Terrible first day arriving in Norfolk. Terrible customer service from Dollar. Their policies don't make sense. I will never rent from them again. read more

people are really nice, but, recently bought out by hertz so they charge 5.00 a day for additional driver even if a spouse. rates aren't the best. also, the worst part is in this airport they send you by yourself to get car and there is no employees by the cars so if something is wrong with the car you have to drag your luggage back upstairs to ask for another one and then, since there is no employee by car in the basement, if they give you keys to another car , you have to go all the way down to check it out and if that was is bad, you have to go all the way up to get another one etc... point is, it is not worth it, they should have employees there and they should make sure the cars are cleaned properly as the one I had smelled and the seat looked water stained and thus we had to go back up to tell them. its a waste of time and frustrating to the customer. enterprise has employees downstairs, they have comparable rates, don't charge for the spouse to drive and if something is wrong with car they are right there to change it out for you in the basement, better. read more
