Located on the northern part of Zona Hotelera and a part of the greater Marina Vallarta is this mini cluster of shops and merchants (#1) which is exclusively designed for tourists. This is one of the first things folks will see coming off of any of the major cruise lines.
The scene is no different than any touristy zone but there are a good amount of souvenir shops, jewelry huts, and places that sell everything from PV t-shirts to Mexican candies. There is tequila tastings and restaurants, as well as WiFi, photo-ops, and bathrooms (#2).
When it comes to vendors, many of them speak English, accept USD (#3), and even credit cards. Beware of the aggressive ones and remember to haggle to the lowest possible price. Don't feel bad walking away, because remember the prices dramatically drop as soon as one leaves the area. There is also a Sam's Club and Walmart just around the block. (#3)
Admittedly, this is not my scene. There is a cringe factor watching tourists fall for the traps and I'm not about it.
