You can agree in advance to the price you're willing to pay, but what you're really hiring is Mike's ability to hold to that price when contracting with a driver/shipper. Sometimes they'll accept the rate and other times they'll try to charge more; get it in writing up front and then stick to it. You are entitled to confirm their bond in advance and look it up online--it's publicly available.
