Either this company is misleading people into thinking they are a government agency called the "California State Energy Program" or they use a broker company to give them leads. Either way, it is it immoral. I received a cold call from someone who claimed to be from the "California State Energy Program" claiming I may qualify for grants for upgrading my home to be more energy efficient. Already skeptical, I immediately Googled the "California State Energy Program", and no agency exists with that name. What results DID come up was Green Empire Builder! When questioned if they were a government agency or a private company, they deflected *multiple times*. When I got transferred to a manager, he outright lied and said that YES he was a government worker at the California Energy Commission. When I asked why a government agency is soliciting me, he got irate. I immediately told him to remove me from their marketing list. His response: - "No! I will tell everyone at this office to call you!" - "We will *gangbang* you, how's that?" - At this point he hangs up. Renovating your home is a lot of work and Green empire was one of four companies we interviewed for our master bathroom remodel and upgrading the other 2 bathrooms in the house too. We decided it was time to upgrade our 30 year home that we grew up in . We saved some pictures online to share with the team to see if this was something they could do and we were happy with the tiling for the stand up shower . The master bathroom looks amazing with the half tempered glass as well. There is so much more space !!! We decided for the other two bathrooms to keep one with a tub and turn the other one into a standup shower as well. We had water damage done to our home and we're looking for a contractor to fix up the kitchen. Luckily for us Green Empire was working on the block and were able to give us a quote. We spoke to the homeowners on the block and they were happy with their work as well. They installed new counter tops and cabinets for the kitchen. Total scam!! Do not do business with this company! They misrepresented themselves as working with the State of California energy efficiency program-they do not! They arrived in black t-shirts-no logo, no business cards or any identification besides a fake badge. They claimed they could do roofing, landscaping and lots of other improvements with zero cost to the homeowner. When in actuality they pressure you to try to take out a loan and tell you that it's good debt. Total waste of my time and energy! Green Empire Builder Is a Scam -- Especially Targeting Seniors I am over 70 and am sharing my experience so that others, particularly seniors, can proceed carefully. I received a phone call stating that I might qualify for state funded home improvements. Based on that representation, I scheduled an in-home appointment. On March 3, 2026, Green Empire Builder's representative, Mr. Shakar, came to my home. He walked through the house and discussed various improvements he said he could make. He stated that he would try to get me approved for a California program that would pay for the work. After some discussion, he told me I had been accepted and pressured me to sign immediately or risk losing the opportunity. Feeling pressured, I signed documents that same day. After reviewing the documents, I learned that the paperwork was not for a state program, but a private contract with Green Empire Builder and agreement included financing through Service Finance Company in Boca Raton, Florida. Rather than the work being paid for by the state, I was committing to a 15-year loan at 7.99% interest, with monthly payments of $599.50. The total contract amount was $62,770, which was far higher than expected for the scope of work discussed. The contract did not clearly state whether there was a prepayment penalty. The very next morning, March 4, 2026, I decided to cancel the contract per the California 5 day right to cancel non-emergency home repair contracts. I personally provided Mr. Shakar with a written Notice of Cancellation and also emailed a copy to Green Empire Builder's headquarters. Mr. Shakar told me that I could not cancel because I had signed a "waiver of cancellation" and that I remained responsible for the full contract amount. I was then offered a proposed "settlement" requiring an immediate payment of $21,270. Wanting the situation to end, I wire transferred that amount. Later, I discovered that Green Empire Builder continued processing the full financing loan for $62,770, in addition to retaining the $21,270 payment, totaling $84,040, despite no work being performed. As of today, I have not received a refund of any funds paid. I recommend that consumers--especially seniors--carefully review all documents, avoid same day decisions, and seek independent advice before signing home improvement or financing agreements. Green Empire Builder's practices are deceptive, predatory, and financially devastating. read more

Beware! They called me stating they were with the State of California Energy Savings program. Completely misleading, I specifically asked if they were selling home repairs and they said no, that any upgrade was paid for via a grant. Someone with Green Empire Builder showed up to our scheduled appointment and explained that any repair would be reimbursed via a rebate. The list of potential energy saving upgrades was: windows, paint, insulation, roof, hvac and landscaping. After, analyzing my utility bills and areas of potential savings he concluded that a tankless water heater was an area I could benefit from. The quote was $16,000 for a tankless heater. With a potential for $1,000- $4,000 rebate. No guarantees that I would get the rebate. I'm versed in the construction industry and know the true cost of installing a tankless water heater. It would cost me approximately $4,000-5,000 for a decent brand, including labor and parts. Please be careful with this company. They're prices are ridiculously high and they get in your door through deceit and lies. I expressed my concern about their prices and the entire process and the sales man left my home immediately. read more

Let me first start off by saying this is not about the quality of their work. They approached my elderly mother under the guise of a low to no cost home improvement company. They told her that the government would soon be ending this "program" implying that there was urgency for her to make a decision. They came out, surveyed her place, and then gave a nearly $40,000 proposal. They signed her up for a 15 year payment plan and planned on starting a few days later. After speaking to my mother, I urged her to get other estimates as I felt this seemed rather high for a discount program. I also told her that she had a few days to cancel the contract and she should never make decisions right there on the spot. The sales person contacted me directly, and I expressed my concerns to him. She's an elderly person on a fixed income, she signed a contract right on the spot, and I felt their prices were a little out of line for a discount program. She was able to cancel the contract fairly easily. My problem is that they portrayed themselves to be something that they aren't. They put a sense of urgency based on implying that they are a government program of some sort that would soon be ending. Their prices were way more than a discounted program should be , and that they appear to be contacting vulnerable people since this was an unsolicited call. I was able to find a true low income repair resource in her city that requires no repayment until the house is sold. Since she's on a fixed income, this is more in line with what she should be expecting from a discounted, low income program. Beware if you receive an unsolicited sales call from these people. Make sure you get second and third estimate. And if you are truly a low income individual, check your county or city for real low income repair options. read more

Unfortunately, I need to agree with all the other One Star folks. They misrepresented themselves when they cold-called me. They stated they were offering CA State Efficiency Upgrades based on a grant they had that would result in $0 cost or 85% off if I qualified. What they fail to tell you is that a VA status pretty much guarantees qualification. They are just a broker. They are pushy, want you to sign Right Now without 100% of the information. The salesperson was nice (though his accent was a challenge on occasion), but couldn't tell us who would be handling the work, and didn't think it necessary for us to get other comparable quotes. When we told him we'd need to think more about it and pass for now, he got mad and left quickly. And he left his dirty quartz counter sample. I'll stick with local people in my area. read more

I want to write this review just to make people aware of my experience. I received a call from the CA Home Energy Program stating they would be offering some rebates in my area and would I be interested in replacing my heater, water heater, roof etc. I thought maybe with the rebate it would be more affordable. They then had a contractor come out, Green Empire Builder, to survey my house to see what needed to be replaced. They focused on the water heater which is very old. They said that I should qualify for the rebate to have it installed but I had to be positive on me decision to proceed, not going back once I told them I wanted them to do the job. I filled out some paperwork and he called the office to see if I qualified. And YES I was approved on the spot. The cost of the job after the rebate would be $8,862 with a $79.00 a month payment for 15yr. They would do the job the next day. He also did the math on how much I would be saving between my water bill, gas bill and my homeowners insurance. At the moment it sounded all good. And the guys that came to the house were very nice. But they are sales guys that's their job. After they left and I had time to do research on tankless water heaters for my size house and how much they should cost I was very disappointed. I was being way over charged for this project even with the so called Energy Program. At most this job should cost 6k and with a rebate attached to it the job shouldn't be costing me almost 9k. I texted the gentleman that had come to the house and canceled the job. He did come the next morning, with coffee, trying to work out better financing and if I signed over my rebate that I would get from PG&E the next year could we proceed with the job. Again, nice guy but that's his job. I still declined. The point of this review is just to tell you please do your homework and don't be pressured into making a split decision/on the spot especially if you are an elderly person. Please have a family member there with you to go over the cost of what they are proposing.
