The homeowner, who lived in West Hartford, told police that they hired 37-year-old Rick Labelle, owner of Abel Construction and Remodeling LLC, to complete a home improvement project that was never completed. The homeowner claimed that they sustained a $100,000 financial loss. During an investigation, West Hartford police and the Department of Consumer Protection (DCP) discovered that Labelle's business had their contractor license revoked by DCP. They also found that Labelle allegedly altered several documents and provided the homeowner with fictitious receipts in effort to deceive them. Labelle was arrested and charged with larceny in the first degree and four counts of forgery in the first degree.
