To whom it made concern, my name isCewanda k Sconiers i moved to helotas. Two weeks ago I was pulled over in a u haul that was registered to my name and license. The officer came to the vehicle. I asked him, what was the reason for the stop? He stated that the u all truck have been reported stolen. I immediately got the U-Haul dealer on the phone where he stated. The truck is not registered as stole it. Because this was a felony stop. The officer asked me to step out the vehicle. Because I knew this stop was unlawful, I begin recording Once he realized I was already wearing a gopro, he then asked for my license, went back to the vehicle check on me that is when he came back to the car and stated now that the vehicle had a broken taillight, me, being a truck driver before I removed the vehicle from the dealership, the parking lot, I did a full free trip on the vehicle that I recorded proving that the vehicle did not have any scars. Dings and everything was working in proper order. This officer that pulled me over was never behind me. The reason being my vehicle was tailing the U-Haul, buy another licensed driver to the point. They had to box in my personal vehicle, to force it to move from behind me. Then he attempted to justify his stop with various felonious excuses. I asked for a white shirt. They did not present a white shirt to me. He then began to tell me they're lieutenants, captains and sergeants, proper names, at this point in the stop, he is now attempting to give me a warning in writing. Regarding a fake taillight, that was supposed to be broken. I don't kn went to check immediately upon my relief. As I already knew, there was not a broken taillight, this was solidify by the return of the vehicle, the next day to the u haul dealership in bendera, that also verified. All taillights were in working order. Because I have been targeted by hilotus, police before to the point I have had to get texas rangers involve, because I believe this is a systemic racist tactic designed to put unwarranted infractions on my class, a CD l for the sole purpose of rendering me. Unemployable, these stops usually do not follow the usual script with comments and questioning that is not protocol. I'm asking for hello tus, chief or captain to either explain to me why Their officers feel extremely comfortable, pulling a single woman over on these extremely dark, narrow streets for the sole purpose of harassment when I am a law-abiding citizen that should be allowed legal passage on state and federal highways without interruption, from clearly bias min. In uniform, that lacked the integrity to be behind the badge. I would like each officer that had anything to do with my stops. To be reprimanded in their personal files, because they cannot justify the reason for my stop. So I am putting it in writing that i do not feel safe when these officers are pulling me over this is not a valid stop. And I will be notifying texas rangers again, regarding this blatant racial profiling against me if you look in your database my card license has been run through your system repetitively. Unwarranted. I have been followed unwarrantedly to the point. Then I am now having to put this in writing because I do not feel safe on these roads. So I am asking for some intervention. Regarding help. To see, to bring these officers into accountability and the harassment to stop. I have already called in the dispatch. I did not receive any call back. So now I am making a conscious choice to bring media attention to what is taking place and being ignored when I ask for it, too. Come to a stop. If this was any other individual telling you that they are being pulled over within less than ten days of moving into an area unwarrantedly, these individuals would have been brought to they're superior , but nothing of the sort has happened. Because at this point, this is my only defense to stay alive. if I could give 0 stars, I would. I was made to fear for my safety by an officer named Ethan Dorand #389. I was a minute from my house, pulled to the side of the road by entrance San Antonio ranch. put my emergency lights on. There were 2 dogs that had obviously JUST been abandoned. they were running around and crying at the entrance of San Antonio ranch. I had the intention of adopting them right then and there. officer Ethan dorand #389 instead of helping round up the scared animals, decided to accuse me of being intoxicated, I said no. I'm trying to round up these poor pups. they're scared and obviously just got abandoned there. he stated something about endangering families, i stated I was pulled sufficiently to the side of the road and had my emergency lights on. he did not like that reply one bit. Ethan Dorand #389 VERY ROUGHLY put me in handcuffs, put me in the back of the cop car, treated me like a drunk criminal, FULLY IGNORED the homeless dogs, and fabricated some bullshit excuse as to why they had to tow my car because of expired sticker. tow truck was there within a MINUTE. seemed staged. after that, he was gonna DROP me off at my house on flying circle, but then he kept saying how I was a danger to the families in the neighborhood. I told him that was false as I took the necessary precautions to be safe, but whatever helps him sleep at night, you and I both know you're just trying to hit your quota. you saw an easy target and instead of protecting and serving the public, you put helpless animals in danger. that PISSED HIM OFF BAD. THEN, to add insult to injury, instead of dropping me off at my house on flying circle, he changed his story and lied about how he "had to drop me off at the shell gas station because that's where he told "them" he would be dropping me off and that he "couldn't change it". even after me telling him my phone wasnt working so I couldn't call anyone. this was after he already asked where I lived and confirmed he was gonna drop me off there at my house but after I corrected his false assessment and pissed him off, he decided to act like the most immature little bee and show how undeserving of that badge he truly is. he made me walk from the shell gas station to flying circle, on a busy weekend night, with me almost getting hit multiple times by cars since there was a big show at Floores that night. I have never feared for my life more than in the presence of "officer" Ethan Doran's #389. he and all his citations/tickets he issued need to be throughly investigated. Officers are rude. Had a bad run in. Everyone I know only knows of one specific officer because they have ALL been stopped by him or know someone who has. He isn't even known by name. Just how he looks and how he stops EVERYONE he can for any reason he can find and by how rude he is. He's known for harassing who he stops. I love our local police department and in the past 18 years that I've lived in Helotes I have NEVER had a bad run-in with any officer. Why? Quite simply because I know how to drive and abide by the speed limit. (If you notice the other bad reviews, it's mostly from people who are upset about tickets. In my opinion, this Police Department and city Mayor are very un-professional and like other's have stated are only out for $$$. The Mayor has been trying to decrease city expenses and increase revenues. So they issue a lot of tickets. In 2015 the city annexed parts of Braun Road, Sheinfield Road and Hwy 16 for the purpose of writing tickets. They did not annex the neighbor hoods along the roads just the roads. The police will not patrol or respond to any calls within the neighbor hoods, they will just set outside of them and write as many tickets as they can. Legal annexation requires a minimum of 1000 feet (333.33yards, 3.33 football fields) in width. So just the road in illegal. They are required by Texas law to provide services to the surrounding neighbor hoods, but will not. So there for, there annexation in 2015 of these roads is illegal and these officers are working outside of their legal jurisdiction. The Alamo Area Council of Governments should intervene of behalf of the residents of these neighbor hoods. read more
