This morning I had to get a driving history which cost $9 versus a driver abstract at $20. Got there early they open at 8am I was there around 8:20am . My ticket I pulled was #3 they were on #2 I was waiting at least 10mins before they called my number . No other customers waiting as you can see in my video . Service very slow and the old saying goes typical State workers lol. Finally got to a window and the clerk moved also slow by inputting my information then printing it out on the printer . I've always known it as 1111 Alakea St. Honolulu District Court, Kauikeaouli Hale, O'ahu First Circuit are other more formal names where not only court services are done here it's the place to go to documents and for me to pay my parking ticket...yup that I've forgotten. It's literally been decades since it was my old school way to pay the fine was to ride the escalator up to the second floor to the Traffic Violations Bureau which is where you can get your Abstract as well, for many reasons all that has changed decades ago you now go through security check on the ground floor and once you're good you head up on the elevator. Basically nothing else has changed the building looks so dated sadly and with long lines flipping the benches to border the counters to keep that six feet distance, this is where if you forget to take care of your ticket you spend more time paying for it literally. The parking is always an issue many including the state all have suggestions where you're able to park most are not remotely close at all, wasting gas circling around I just chose a nearby garage and took care of it and now I'm free!! I tried to return it to sender several times and 1st time, mailman says cannot; he will take the mail from me and have the post office handle it. Yet, mail still comes to me so I now take it to the Post Office and that person says they will not forward back to sender UNLESS I pay for the current postage rate. (it's a # 10 envelope for goodness sake) So now NOW!! I take it back to the District Court, the office on which is on the envelope and AND AND these are quotes of my conversation between the District Court STATE EMPLOIYEES and ME) 1. District Court Employee: "How come the post office won't forward?" We get this every time" 2. District Court Employee: "I don't understand. How come you brought it to us?" My reply: "I assumed it was important and I didn't want to be responsible for other people's mail" 3. District Court Employee: "Well, there's nothing we can do" My Reply: "well, if that's the case, why did I bring it back to you?" 4. District Court Employee: "Well, we don't know why you did" My reply: "Can't you change it or mark it on your side as undeliverable? So it stops coming to me?" 5. District Court Employee: "No we can't we are not the addressee" My reply: "So what should I do? Just throw it away?" 6. District Court Employee: "Yes, just throw it away" My reply: "Well, what are you going to do with it now that I brought it back?" 7. District Court Employee: "there is a spot for undeliverable mail. Someone else handles that" My reply: "For Pete's sake! What a waste of time and effort! But what a learning experience of the inefficiencies of this Courthouse" I AM SPEECHLESS. I leave. After I post this review, I'm sending a copy of this review along with a cover letter from myself to the Start Advertiser Letter to the Editor department and will copy our commander in chief Governor Green. The last thing you want is to go in and they automatically assume you have your paperwork ready and give you the run around. This is my first time being selected for Jury Duty. Not the most exciting day when you can be doing other things during the weekday. Honolulu District Court or Kauikeaouli Hale is right in the middle of downtown Honolulu. As you walk up, you are surrounded by squatters and pigeons! Not the most beautiful or updated building, basically it's run by the State, quite large, safe with security and sheriff, mind you one of the officers on the 4th floor was busy on his cellphone while "on duty". I like the fact that you're given thorough instructions on where to check-in, options on several parking garages to park which you will be reimbursed for your parking expenses as well as a per diem while in court. Because of covid guidelines, not only everyone was spaced apart, I was so lucky to have a cushioned seat rather than sitting on the hard wooden bench. I wish there were microphones and speakers set up so that both the jurors can hear the stand, and especially for the typists because she had a hard time hearing the benches with a solid plexiglass in front of her. But much props to the bailiff officer for conducting an efficient and speedy system especially during covid. read more

1 star to judge Thomas Haia Had court today for a company that I only do volunteer work for not on payroll the customer had no warranty and an -AS IS- No warranty clause judge ruled in customer favor even after I showed many documents of "no warranty" today was only for status and the judge turned it into a trial. Judge is a judge Judy make up rules as he goes this is why no lawyer will do small claims loose cannon of the law. Not sure if I'll file with the ethics commission. read more

What can be said about a place most people dread? Thank God for our flawed but due process, Legal System. Everyone deserves to be treated justly, before an on their day in court. Blessings to our frontline Law Enforcers that risk their lives in performance of their duties! Also wisdom, compassion and most importantly integrity to those judges and staff workin behind the entrance to this building. The prescreening is an inconvenience but provides some piece of mind for your safety. Plenty of bathrooms on all floors and a bench to sit on outside the courtroom is nice. Don't wanna be here, but it's my fault for not being more aware. It goes without saying, parking is always an added experience and expense. Tip: walk from Chinatown Parking Garage 4-5 blocks away to get the best hourly rate! Good luck and research Yelp for an EXCELLENT Lawyer! The building is falling apart and the procedures got more complicated. The first thing you notice about the courthouse right now is the escalator system which is literally SCREECHING non-stop, you can hear it from anywhere you are in the building. I have never heard an escalator make these sounds before and I would think that they should be shut down, they literally sound like they're going to come apart. The building directory at the front is filthy, broken and not being cared for anymore, several names are upsidedown and missing. It looks like it hasn't been cleaned since COVID started so the glass is all cloudy as well, yet they still have it proudly displayed at the entrance under a directory sign. Whoever replaced the lights in the elevators must have gotten the courthouse mixed up with a strip club because the lights are these weird deep, dark blue that makes it hard to see. Filing a TRO has gotten stupid too, instead of everything being on one floor it's now two so. -You come in on day 1 and file the papers, by the way the only 2 computers are "out of order" so have fun hand writing your entire statement. -wait in line -Leave, you will find out if it is approved tomorrow. -Come back the next day and go to the 3rd floor -wait in line -Get a paper and go to the fourth floor before they will even tell you if it was approved or not. -wait in line -Pay $15 -Get another paper -Go to the 3rd floor -wait in line -Get denied. This is not a process that should take 3 hours to do, it's like they are punishing the people filing for TRO's when they are already the victims of abuse in the first place. I don't know why it is like this either, everything used to be self contained on one floor, fast, efficient and smooth. They've gone backwards and it's irritating to have to deal with them now. I also don't understand how a state building is in such an abhorrent condition. It's filthy, decrepit and facing obvious mechanical failures that could result in an accident or injury at any point. I'm not that expert in here but let me just narrate my experience with my bandit. ~ Bandit purchased a new pre-owned car from a dealership who didn't told us that the previous owner violate traffic law. Probably, you're wondering how'd we know this, all thanks to his secretary who told us later a week after we paid the car in cold cash. This is the reason why people had trust issue in life. FF..... we went here in Honolulu District Court to get things done. First we undergo on a security check before hopping up on their long escalator. Asian old guy is the one who manage the checking which at first a real Shrek and I can tell he's not in a good mood. But later on he was able to laugh coz I crack him a joke and definitely he loves it that even when we leave the place he bid goodbye to us with an Aloha face. Now, that's what you called awesome service! (insert wink face). The moment we arrive upstairs & enter this particular office, the ambiance is so quite and you could feel the Halloween spirit inside. People in here are like robots which are all Asian faces & that uneasiness feeling towards them is just very uncomfortable to deal. They're like; "give me a sec", then type....eyes roll on the screen, type, stamp and hand the paper to us. To my surprise only 3 people are in here doing businesses. Before anything else, you need to get a # and wait for your turn to be called. I don't expect them to laugh but just a simple gesture of smile will brighten each of our day right? So, basically what the woman did is that she made this document stating that we (bandits) the new owner don't have any responsible on the violation/s that the previous owner accumulated on the car that we just bought. That was a smooth easy transaction and to myself; pheeew! Not easy having a car and not more easy to violate rules on the road. No way I wanna learn to drive. Hahahaha. Without a doubt a corrupt system that is designed to fail and controlled by those with money. There's no justice. There's no do process. There's only collect the money and help the state and lawyers get some $$$$. Case in point. A person who admits to an officer that they broke the law (.....TWICE!!) is brought into court and the case is dismiss because why? Flip the coin and the court makes a mistake on paperwork and a person is fined double for the courts' mistake and then has to wait 3 years until it's taken off their record. Why? Because the system, especially here, is corrupt. Even our police officers who make legit arrests daily have their cases thrown out because the accused gets a lawyer and the state has no energy to make an actual case out of it and it will never see a trial. In fact, during a witness briefing the court officers even tell you that they hardly ever go to trial. This courthouse is the perfect example of a "guilty until you prove innocence" system or if you hire a decent lawyer and the state settles. Think I'm lying? read more

The District Court (O'ahu First Circuit) is also known as Kauikeaouli Hale. It is a State Judiciary building that handles civil, criminal and traffic documents and court services. I haven't been into this building since the early 1980's and 1990's since back then I was called to serve on Jury Duty. It was still a relatively new building that was well lighted and well maintained. Even the benches in the public areas were unmarked and polished. However, fast forwarding to today, we found a dingy and sort of dark building. Today, we were here because of my husband needed to pay for a traffic violation (*see below for explanation) ticket that he recently received. We knew that we'd have to go upstairs to the Traffic Violations Bureau (TVB) and approached the long inclined escalators. Ah, but the moving pattern was coming down so we knew that we'd have to go through the security measures just beyond the escalators near the elevators. The security guards were professional yet, still friendly. It was like going through airport TSA except they didn't ask us to remove our shoes. We had arrived at the TVB around noon and I mentioned to my husband that maybe, they were closed for lunch. The cashier counter was unmanned and we were the ONLY ones in this large hallway lobby who were "customers". Fortunately, as we stepped up to pull a number, a woman came out from behind her desk and waited on us IMMEDIATELY! Within a few minutes, we completed our transaction, the cashier was professional and even asked my husband if he wanted to contest the infraction. But, no, as they say... "It is what it is"! So, my husband just paid. Fortunately, we had parked right near the I'olani Palace and only put in some coins for 30 minutes. I was prepared to return to feed the meter if the wait would have been longer. Instead, we were in an out of the TVB within 15 minutes! It was a good experience but it's not one that I'd want to repeat as I've not ever had any traffic violations...geez, I hope that I'm not jinxing myself! Bottom line, LEARN AND OBEY THE LAW, SAVE LIVES AND YOUR MONEY. *Section 291C-33(2) states don't Walk or Upraised Palm. No pedestrian shall start to cross the roadway in the direction of such signal, whether flashing or steady, but any pedestrian who has partially completed the pedestrian's crossing on the Walk or Walking Person signal shall complete the crossing to a sidewalk or safety island while the Don't Walk or upraised palm signal is showing. #523 read more

I've been to Honolulu District Court twice now, both for traffic violations. The first one was several years back where I was cited with an expired insurance card. I had to have my insurance company issue me an affidavit to vouch I had proper insurance coverage as of the date of citation. That morning I was put into a room filled with other violators in a ridiculously ice cold air-conditioned court room waiting to be called. Luckily they go by last name alphabetical order so I didn't have to wait that long. Today I had to appear in court as I was cited for a violation of not yielding to pedestrians last month. As you enter the building from the Hotel Street side you are to have your belongings scanned via x-ray and then proceed to the 4th floor. When you walk to the 2 court rooms on the 4th floor today a bailiff had a clip board asking for your name to inform you which room to enter (either 4A or 4B). He also advised you to make sure you're in the room at 830am when the hearings start. This building is very outdated and has seen better days. Unfortunately maintenance has not been kept up to date so you're pretty much walking into the past. The atmosphere, decor and scent - - goes back to the 70's. Today I was assigned to room 4A and it was ICY cold again. I didn't bring any jacket and wore exercise shorts and t-shirt so I was FREEZING. Because my last name starts with "C" I was the 5th person to be called today. I had to walk up to the front where the microphones are. I had to state my name and speak to the judge. In my case, the police officer failed to indicate which intersection my violation occurred so my case was tossed. No fine. No record. I was dismissed. Let's hope you don't need to come to this building for traffic violations. It's time consuming and pretty sure you don't need added stress involved. NOTES: 1) Parking is on your own. No validation nor private lot. You need to find your own transportation to come here and pay your own. 2) The restrooms are located on the mauka (mountatin) side of the buidling. 3) If you are found guilty and have a monetary fine, the cashier is between rooms 4A and 4B so you can settle the balance. read more

So after being scanned by the wand, and holding up traffic going into the elevators, I was FREE!!! Oh, that just means I could get my things. The Traffic Division is on the 2nd Floor, courts are on the 3rd and above, depending on what courtroom you need to go to. Anyway, I needed to inquire about a violation that I dont think is mine but my sister insisted it is. Guess she doesnt want to pay for the ticket. Got there about 11:30 am and NO ONE in line. I was called right away and the staff that helped me was so friendly and helpful. Guess she wanted me to pay. LOL. Anyway, found out it was on my sisters car and not mine. YEAH! But, as someone from the mainland who has been dealing with a few court cases, I feel like some employees gave me the runaround and one judge treated me and my conditions unfairly in one of the cases. Went with mom & dad to traffic violations court. Went through security so fast. Just put all metal and bags through xray machine and walk through metal detector. Take elevator to 4th floor and check in with court person. 8:30am the court person explains what will happen and calls a group to sit in the right side pews in the judges front section. The judge calls you up and you state your plee or circumstances. After judgement, you walk to left pew and receive a receipt or bill. Out of courthouse by 9am. P.S. dad's judgement was dismissed. I got popped for not stopping for a pedestrian in the crosswalk a few weeks back. Fast forward to today for my court date is why I'm here. Get here early for good seating in courtroom A. I love the wood decor and the high ceilings. The seating itself is like pews in a church. Hard on your butt. Although on a muggy day like today, you appreciate the air conditioning. The explanation for the menu of the day is straight forward. The noise level is quite af. You can hear a pin drop, an ant fart and the lady that didn't follow simple directions to silence all phones. Court clerk customer service is very polite, professional and soft spoken. The judge was in a good mood this morning. I'm just glad nobody pissed the judge off before it was my turn to give her my spill. Long story short, my charge was dismissed with prejudice. It had to be because that person was not in the sidewalk on my side of the road. That was my argument and it worked. The officers drawing did not show clearly where the pedestrian was either. If your driving on King st between Mokauea and Umi st. Beware. There's a Hpd suv hiding somewhere and a undercover cop crossing the street looking for unsuspecting drivers. But regardless stop for pedestrians when they're crossing the streets. Especially in Kalihi where they'll put their life on the line to dash across the street to catch a freaking bus. read more

Out of the blue I receive a notice at work stating that they are garnishing my wages due to a unpaid credit card from 2006. This is news to me Never heard of this before until now. Long story short i searched online for hours,days even weeks on how to fight this on my own. I had no luck.. Miss Sonya at the clerks office was such a blessing and went way over and beyond her duties to help me fill out the proper paper work. You can't really go anywhere else unless it's on another island But I really appreciated the service that they gave me no matter, yes, no matter how many times I walked back to them to ask almost just almost the same question but in a different way then to top it off. Repeated and clarified. They must have children to be so patient and so calm and must have so many of ME doing the same thing to them lol I'm glad that no one got upset, no one was in a hurry, because you can't lol and no one left totally pissed. About 50% of the time I call Legal Documents to ask about a certain court procedure because I was instructed by the attorney I work for, the clerks have been condescending and unhelpful. So many times they have been very curt and unpleasant. Usually the snarky ones are the ladies. I try to avoid calling them at all costs because I guarantee, they will speak to me like I ruined their day. All the male clerks I've spoken to have been super helpfu and understanding. Was involved in a hit and run. Got a subpoena and it said to bring estimates/receipts. When we got to court and provided the estimate from the fender place, (who charged $100 for cases that are going to court) the prosecuter said the subpoena form is outdated and they dont need the estimate. They dont recover restitution. Save your money. DON'T follow the instructions on the court subpoena! To top it off, the guy who hit and ran, got OFF with HITTING AN UNATTENDED VEHICLE! I understand I'm probably here cause I got a ticket and need to just pay for it and be done with it. But the workers on the 2nd floor in TVB all need to go to some sort of customer service class. If they were more calm, patient and more respectable instead treating every single person like a convict then things would run a little more smooth without the mistreatment. I mean... I didn't have a great time here. But does anyone? It's an old, outdated building. The kind where the bathrooms, despite having been just cleaned, have yellow toilet seats. Security at the entrance feels like a bit of a joke but guys must remove belts and all pockets emptied. Cashiers to pay fines were super slow moving. They seriously reminded me of the sloths in the movie Zootopia. And heads up to all others out there like me who think they're (mostly) law-abiding citizens: don't swim kaimanas at night for some ill-mannered fishermen just might call the cops on you landing you a misdemeanor and a $1000 fine. The beauty of living in town with 2 cars and only one parking stall is.....parking tickets. I went down to the Traffic Violations Bureau to pay off the many that were stopping me from beig able to renew registration. First off, th parking is metered street parking on Alakea is $1.50/hr! It access cash/coins/card. Yes card too lol its only available till 3:30pm them it's a tow away zone so mind your time. When I got to the 2nd floor to pay my ticket it was a fast in and out, 10 min to be exact! Even tho I paid for 1 hr in parking I was relieved that the lady who helped me was knowledgeable, polite and friendly. read more

I haven't been here in years! The last couple of times I was here was to evict a tenant, and court for a ridiculous ticket (boom box law). That was my first and only ticket ever, and the cop send me straight to court. Geez! Never learned that law in Driver's Ed, nor was that even in the handbook. The stupid judge didn't believe me when I stated that fact and it was my first ticket, and she believed the guy before me who was lying through his teeth about how H3 is 60mph, so he assumed all the freeways were 60mph. That was why he was going 65mph. She mitigated his fine, and mitigated nothing for me ($100 plus $35 fees)! WHAT!? There's no justice in this world. Anyway...that was 10 years ago lol. Everything is still EXACTLY the same. When you come here, it feels like you've traveled back to the 80s. It even smells like the 80s! Probably even longer than that, but I wasn't born yet. :)All the signs, fixtures, doors, trees, and etc. are still from that era. The security checkpoint is the same process (probably with the same machines). You need to put everything in your pocket in the basket, including your belt. The security guards were friendly and welcoming. It's a quick process when there's absolutely no one. I wonder how it gets when a bunch of people with belts on come in at once. I needed to get a traffic abstract located on the second floor. Yes, everything looks the same! The AC was super cool, which definitely hit the spot after walking in the hot, blazing sun with the crazy humidity. There were quite a few people waiting at the parking violations section, and absolutely nobody in the traffic abstract section, yet I still see several staff members sitting at the window getting paid to just sit and shoot the breeze. Anyway, the lady who helped was very friendly and accommodating. I went to restroom during the short wait (yes, restroom is the same). When I came back, she waved me over to the cashiers and checked each person to see who can help me, which angered some of the people who were waiting. They assumed I jumped in front of them, and overheard a specific comment, "It must be an Asian thing." Wow. Racist, a bit? The cashier was very friendly and nice, and well-spoken. It cost $20 for the abstract! All it had on the piece of paper was my name, license number, signature and seal imprint, and the words "No Moving Violations." I remember this was $10! But that was over 10 years ago haha. Printing paper has doubled I suppose? The whole process only took about 5-6 minutes. There's no parking for the District Court even though it suggest you park at the South Street and Punchbowl lots, which are pretty far away and for the Circuit Court. I came down from King Street, and my original plan was to park on Richards St. coming out of Iolani Palace since it's the shortest distance to there, but I seen the parking space on Merchant St. right at Alakea St. and figured it'll probably cost more on gas than the extra 10-15 cents needed for the time to walk up a couple of blocks to and from. Each person who I interacted with were very friendly and made this simple and plain process into a pleasant experience. I don't hope for anyone to ever come here to court, but if you have to, expect to be warped back into the 80s and back, and friendly service from everyone. The first time I went to pay a ticket the line was short and everyone was kind and helpful, I was in and out within 20 minutes or less! The second time I went to pay a parking ticket and the woman helping me started getting snappy and accusing me of negligence and belittling me. I was offended and did not feel like she had to right to judge and speak to me this way especially because it seemed she felt she was above me over a meager parking ticket. I got a ticket last month and I wanted to make an online payment. For some reason, my citation number wouldn't appear on their website, so I called this place to confirm if they accept American Express online and if they do it over the phone. The lady that I spoke to said they only accept VISA or MC. I don't understand why they aren't familiar with the payment method online. read more

I Went to court early and on time, pleaded guilty To HOV violation, judge gave me a reduced fine Because of my plea. And I was done, it took about 2 hours on a Monday morning. Went to cashier next to courtroom and paid the fine with my credit card and that was it. Only thing I regret is not parking across the court house, at the city and county parking lot which was only 75 cents for 1/2 hour. I ended up paying $28 at the Executive Center On Bishop St. That was for 4 hours because I came too early. read more

My father had a trial in Honolulu District Court. Because a city bus sideswiped his car when he was at a stop. The bus driver failed to render Aid and also share pertinent information regarding his license and registration. He also file the accident report before my father and made it look like he was guilty of Hit and Run. That was false the bus driver was guilty of Hit and Run we.
