The Solar Project Agreement required exterior conduit routing for both the home and garage. Arch Solar instead penetrated the garage roof and installed interior Romex wiring, which differed from the Statement of Work. A City of Milwaukee inspection for Permit ESPV‑25‑00111 failed on January 30, 2026. Arch Solar did not inform me of the failed inspection, the defects identified, or the need for corrective work, and no corrective work occurred for more than 38 days. I learned of the failed inspection after contacting City inspectors, the Commissioner's Office, and the District 10 Alderwoman's Office. During the project, a neighbor reported that her parked vehicle was struck. The MPD CAD report for Event P2604011236 lists the striking vehicle as an Arch Solar company vehicle. The vehicle was not present when the damage was discovered. Arch Solar's General Manager later acknowledged the incident in email correspondence and stated that a police squad had been dispatched. I issued a Notice of Breach on March 9, 2026, and a Notice of Failure to Cure on March 26, 2026, after the cure period expired without resolution. A June 5, 2026 engineering report documented that the prior roof penetration left after conduit rerouting lacked required flashing and presented a durability concern. This review reflects the documented sequence of events during the project.
