Clearly its not, and when I questioned his tactics he yelled at me and said "I'm getting my Boss if you will not pay!" Next a bald man tried to intimate me into giving him money, I asked is that your property and he said no. But is against the law to park next to PA highway even if well off the road and I maybe towed. I asked about the other 4 cars parked there?
