A few days ago, my cousin and I decided that we wanted to learn how to drive. (Yes, my first student permit expired in 2014 and I forgot all about it.) But first, we'd need to get a student permit. First of all, it's a bit of a hassle to go to LTO Makati if you don't have a car or if no one can bring you. The easiest way to commute to this place is to take a jeep from Landmark and get off at Makati City Hall. From there, you take a tricycle to LTO Makati. If you're going there by car, just get a map and you'll be fine. As soon as you get to LTO Makati, there are huge signs that tell you to say no to fixers. Aww. Shucks. But really, this is good to ensure that only those who know how to drive are given a drivers license. When you step inside, there are two information desks and the people manning them will ask you why you're there and then will tell you where to go next. My cousin and I started filling out forms at 2PM and we done by 2:45PM. That was fast! That just goes to show that whatever system LTO Makati is implementing, it works. The people in all the windows you visit to submit forms, sign documents are courteous and friendly. If you've got some free time, get your student permit already and if you have a license, don't forget to renew it.

Also, more often than not, government offices are run-down, with important and not to mention basic conveniences (like A/C, automatic queuing systems) usually out of order or malfunctioning, thus complicating things for the people. There are a few exceptions, though. Commission on Filipinos Overseas may be a little out of the way and a bit challenging to go to if you don't drive your own car, but the processes here are streamlined and are detailed in the citizen's charter, which displays the steps that people have to follow to secure their different trainings and registrations before they are given permits. I think in terms of governance, CFO is doing a great job in preventing human trafficking by providing orientations and seminars on what to expect when working abroad. They also have different programs that provide informative courses and lessons on a broad array of topics, such as financial literacy for Filipino beneficiaries of remittances, wise investing, and the like. The lines are always organized, and the staff are always helpful in answering your questions. There are proper waiting areas and the processes just seem very organized and well-planned. Also, the website for this particular agency has a lot of information and is up to date, something that other agencies must also strive for.

But, even with the throngs of people who get their passports processed or renewed, they managed to keep the chaos in control and get things done efficiently! I was extremely relieved and pleased with the quick turn around in renewing my passport. My concern was simple in that there was no name changes but my marital status had to be changed. So, I made sure everything I needed was with me which included a letter from my husband stating that he is aware that I will be keeping my last name. It came in handy because they did ask me that! (Note: it is still NOT the norm for a married woman in the Philippines to keep her last name after getting married. I kept mine. So, there are still many government representatives who find that "weird.") It is helpful for you to read the instructions on their website thoroughly to save yourself some time and effort. Also, you MUST schedule via online. They will not accept walk-ins unless you are a Senior Citizen. Actually, that is my next tip, if you are renewing with a Senior Citizen, let the staff know and they will help make the process go faster in terms of waiting in line and document filing. In the end, the whole process took about 45 minutes that includes the papers processing and ID photo taking. After my photo was taken, I was given the option of getting my passport in 7 days instead of 14 days. I gladly paid a fee for that service because I was going on my honeymoon and I did not want to risk delays. Lo and behold, I picked up my renewed 7 days later! Quick and easy! :)

Lines are expected to be long, and in multiple lines, and you'd need to determine which line to be in, especially if your appointment with DFA is at 10AM. And the system is highly inefficient and also exhausting, lining up outside in the heat, and once appointment has been confirmed by the guard, another queueing inside, before being led to the third floor for another queue. We got called in at roughly 10:40 instead of 10:00, but once inside, the process is speedy and staff were friendly, from document checking (step 1) to paying for passport delivery (final step of renewal), it took me about half an hour.

I've been hearing nothing but good things about their satellite office in Ali Mall so I decided to have it renewed there. To my surprise, there was NO MORE LTO OFFICE there! While I was disappointed, I was also impressed to find that there was an (almost) complete government service center there, every office you'll need! They had a satellite for almost all departments with everyday concerns like DTI, SSS, NBI, DFA for passport renewal, even our local baranggay office! I loved how it was so accessible to the people without it having to be a headache (although you still had to wait for your turn). It's great to see private-public partnerships like these. They don't have to be huge collaborations, simple projects like these really help the people and the country progress!

I was preparing to join a new company then and I had a seriously crazy list of requirements I had to turn over before officially joining. I must say I truly appreciated this government branch mainly because of how convenient it was. There were no lines and if there were, chairs were available for people to use while waiting. It was well-ventilated, so completely far from what I initially dreaded it would be. Plus, the staff of Philhealth were all very nice and accommodating. They answered all my queries regarding all my concerns and even extended help when I needed to get a certain certificate from them. Faith officially restored in Philhealth!

The only thing I was a bit bummed about was that I brought too many requirements, when all they checked/asked for were copies of my valid IDs (I had 4, only 2-3 are needed), second & last pages of my expired passport, and the actual passport! Eh I also had my police & barangay clearances, as well as my NSO-certified birth certificate! Better safe than sorry, I guess. I opted to pick up the new passport instead of having it shipped; I have an excuse to go out! Hehe!

Please go outside and make a photocopy of your passport. 10 min - 2. Photocopying outside is 5 php. 15 min - 3. Your documents are checked and you can proceed to payment counter 15 min - 4. Wait in line till you can make payment 45 min - 5. After payment is being made (around 3000 php per month for visa extension) wait 45 minutes till you can pick up your visa. During this time I usually visit Starbucks across the street and wait it out there. 5 min - 6. Ask the USA Boys (United Squatter Area) to flag down a cab for you. Don't need to give them that much, they make 500 php per day. So make sure you have at least 1,5 hours available. Never come on Mondays or Fridays, either go really early, like 10 min before opening or after lunch.

For some younger generations, it may seem like the type of obsolete system that should have died out long ago. For older generations or those far apart, it is a way by which one can send sweet, heartfelt, and handwritten messages to their loved ones. While the Marikina Post Office is a small place with a few stations, it is efficiently run by the few people there, cleanly able to efficiently help one out when sending a domestic or international message, postcard, or letter. Call me old-fashioned, but I am a "suki" of the Marikina Post Office. Thus, I can attest that this post office is reliable. Not once did any of my letters or postcards get lost in transit. Never did any of the letters of my friends or relatives from oversees fail to reach me. While most people are cautious about trusting their local post office, I never had a reason to worry. Sending my mails via the Marikina Post Office, I can relax knowing that my letters and postcards will reach my faraway relatives and friends on time. Truly, it is a wonder that so small a place can be a gateway to so many a distant land, and that I know that somewhere, somehow, my sweet, thoughtful messages written on paper is making a relative or a friend smile on the other side of the planet.
