So finally on May 16th I bring the dress down there a third time, on a Saturday this time, and they're open. They explained that they don't usually do returns, but that they'd allow me to make a return this time, in exchange for a gift certificate, but it would take a few days to process. They wrote down my email, phone number, physical address, and said they would get back to me by the following Tuesday at the latest. I also left the dress with them, which now I see was a stupid move. It's June 2nd! I've called them! I've emailed them! I've physically gone down there, and they were, surprise, closed when they said they would be open! They have obviously not responded to anything. So: I don't have a dress. They have my $200.
