2/9/2026 (UPDATED AND REVISED) Owners in this condominium association are now facing a multi‑million‑dollar special assessment adopted through a process marked by missing statutory notices, incomplete disclosures, and major procedural irregularities. NS Management does not set the budget, but as the licensed management company they are legally required to act with ordinary care and comply with the Illinois Condominium Property Act. That did not happen here. Multiple owners, including my 89‑year‑old mother, never received a statutory budget or statutory special‑assessment notice. What we received were narrative letters with none of the required elements: no per‑unit amounts, no adoption date, no 115% rule, no petition rights, no statutory language, and no statutory budget format. My mother's written request to designate me as her authorized agent was also ignored. The consistencies of these omissions makes it difficult to view this as an innocent error. A petition signed by owners was delivered around January 6, 2026. The Board and the Association's attorney acknowledged it and invoked the 30‑day statutory deadline, yet no statutory meeting notice was ever issued. At the same time, the "budget" distributed by NS Management lacked every required statutory element. If no statutory notice was ever issued, it is unclear why the petition was acknowledged or why the statutory clock was invoked at all. The consistency of these omissions makes it difficult to view this as an innocent error. Owners who attended the January 19 meeting reported that the Association's attorney told them owners "could not veto" the assessment and that veto rights apply only to capital improvements. He did not mention the 115% rule, the 20% petition right, or the 51% veto threshold. His January 14 written explanation also omitted these protections. These omissions materially affected owner understanding, and because his explanation failed to include core statutory rights, I reported the matter to the ARDC. The statute is explicit, and the protections it provides are so clear that no attorney could reasonably claim to be unaware of them." Owners deserve a process that follows the law and provides complete, accurate information. The failures here were not minor oversights -- they were fundamental breakdowns in statutory compliance that placed millions of dollars at risk. Owners have already been told their assessments will increase by about $350 per month beginning in July, despite no statutory budget ever being provided and no vote ever occurring. The fact that NS Management and the Board's attorney responded to my complaints yet still intend to collect an assessment adopted through a non‑statutory process is alarming. Because of the seriousness of these violations, I have filed complaints with IDFPR and ARDC and I also plan to contact the Association's and NS Management's insurance carriers to verify that coverage remains valid in the event the IDFPR or ARDC determine owners were misled or statutory violations were committed, ensuring owners can pursue damages if necessary. I will be submitting this matter to the State's Attorney as well. This process has been extremely stressful and exhausting, but once I saw how many owners were confused, discouraged, or misled, ignoring these violations was not an option. I documented every step -- elevator notices, emails, mailed communications, and meeting interactions -- to ensure an accurate record exists, and I will continue collecting additional evidence while the agencies complete their reviews. It is also notable that the owner of NS Management has responded to every Yelp review except mine. Owners deserve an answer, and his silence only reinforces the seriousness of the issues raised. 2/12/2026 Follow‑up to Ken's Reply; Ken's reply misunderstands the issue. No one is claiming NS Management sets budgets or makes Board decisions. The problem is that, as a licensed management company, they had a duty to correct statutory defects before distributing notices -- including the Board's attorney's explanation that omitted the 115% exception. They sent it out anyway, and many owners relied on that misinformation, leading to widespread anger and real financial harm. That level of impact made a complaint to IDFPR(NS) and ARDC(board's attorney) mandatory. He flagged my review despite everything being documented. Prospective clients should also review the owner's curt and dismissive responses on other consumer‑advocacy boards to understand the broader pattern for themselves. I genuinely hope no other community ever has to experience what our owners went through. If anything here seems unclear, read the Illinois Condominium Property Act -- the law speaks for itself. THERE IS NO MISUNDERSTANDING! NONE! NS MGT don't set budgets, but they are responsible for the accuracy of the notices they send! Six owners I spoke with were mad, and after I showed them what was left out, they were even more mad. read more

I'm putting one star because I can't put 0. Useless people. I emailed so many times for a leak in the bathroom and got the unit above us involved. There was a hole in my ceiling for 3 months just for management to say it's a unit to unit issue. Rachel and Heather are useless and didn't respond to my emails for weeks until the unit above us got his lawyer involved. I mentioned multiple times that I'm pregnant and exposed pipes with the possibility of mold due to moisture could be detrimental to my health and baby - crickets. Thank goodness I'm renting and don't have to deal with these incompetent people. Finally, when the unit above asked to speak with Heather, she magically lost her voice just like my dog ate my homework. Great management! read more

They offered no assistance with any work orders in the last 3 months of their contract. Just sat on their butt and did nothing. They didn't answer calls and didn't want to see tenants. They built a window door to not allow anyone in the office. Then refused to see anyone in the office. I knew it was really bad when the manager called the police to say the HOA meeting is over for no reason. No threat. And no eminent danger was present what so ever. They are not managers. They don't really want to manage anything. Stay away from them. Red flags all over. read more

NS management recently took over management of the property I live in and so far I've been far from impressed. The owner came to a board meeting to introduce himself and talked about the importance of good service, calling people back, yada yada. It's unfortunate to learn that was nothing but lip service. I've been calling them for days and every time, I get sent to an operator and then when they say they'll transfer me, the call just drops. Over and over again. And then they eventually take my information and will make sure the correct person will get back to me, which of course doesn't happen. All of this hassle is for me to try and pay my HOA payment. If they're service is this bad when I'm trying to pay a bill, I can only imagine what it's like for maintenance, noise issues, etc. Couldn't be less impressed and will be pushing our board to find a new management company at it's earliest opportunity. EDIT: The owner was very pleasant in helping to resolve the issue, so bumping it up a couple stars. Still believe you shouldn't have to call the owner of a company to get good customer service though. read more

This company bought out our previous firm that did our condo property management. Both firms were bad and it seems that it is hard in Chicago to find a good property management firm that is interested in working with associations who at best are just volunteers that don't know much about business. Very disappointed and glad they are no longer associated with us. I would not recommend this firm for management. read more

Lisa Simone is our condo building manager. She is quick to respond to requests, questions, etc. During Board meetings, she can quickly retrieve data for question that seem to fly off the wall. She is extremely diplomatic in dealing with owners. On top of all of that, her knowledge of IL condo law has been extremely helpful. You are fortunate if NS appoints her as your manager. read more

I hope that I haven't been inaccurate in my review of NS Management. Ken Bertolucci has pointed out that they resigned. In my opinion, this is intentionally misleading to fellow Yelp readers. NS Management did resign -- after -- our board informed them they they wanted to call them to a meeting to discuss the unpaid gas bill and to make sure, going forward, that they were meeting our broader associations expectations. He did not like that. Ken Bertolucci's response was to resign citing a "lack of trust" in them. Then, weeks after having resigned citing that "lack of trust", they let our electrical service be cutoff due to a "lack of payment". I'm not sure why he isn't being more clear about this. It seems to be a subtle attempt to obfuscate cause and effect and the confounding extent and duration of the problem. Ken Bertolucci's own remarks about why bills went unpaid might give others something else to consider. How does a property management company not pay a gas bill but yet fail to notice that none of the association's expenditures are going to gas bills in the dead of winter? If this kind of proactive oversight is high on your priority list, it's something to consider. Another point I'd make is that after missing the series of winter gas bill payments and having been informed of it in February 2017, they had time to review and correct the cause of the nonpayment issue so that it would not be repeated. You would think that a proactive review was in order to get to the bottom of the issue. If they did anything, it wasn't effective because they then subsequently missed paying the electrical bill resulting in our association's electricity being cut off in April 2017 to our commons, boilers,security systems,door entrance, etc. Ken Bertolucci is reluctant to be candid by failing to mention to you in his response that a week after all of it: after having missed not paying winter gas bills, after not correcting the cause of the first nonpayment problem, after also failing to pay our electrical bill resulting in our power being shutoff, it has now recently been discovered that they also failed to pay our association's water bill. That latest unpaid bill was discovered by our current property manager, Rosen Management. Ken might explain why, as of this update and the original review, that NS Management's web site continues to display a property manager who has long ago left their employ. It is true that NS Management paid the late fees and the overtime pay. A few of us worked together in trying to figure what was going on with the power. And, the next day, the light timers were messed up and a couple of us went down and corrected that to wrap-up the last of the electrical service cut. This issue brought people together but brought out the worst in others. Ken might have said in his response: we have clients who have been with us for years. We must candidly tell you that we underserved this association. Things did not go well, we did not reach our own standards and we take full responsibility for it. We paid all of the late fees and overtime and we are putting processes in place to make sure this doesn't happen again. Can you imagine something like that? That would be a blast of candor that would reflect well on NS Management. read more
