It is refreshing to write a review about a positive experience with Riverside Public Utilities, especially when most of the few other Yelp reviews are quite negative. While it is normal to perceive any business as disorganized when we expect the best service, the difference is made by willing and capable, hard-working people like Penny. When I called today--almost at closing time--she still took the time to go through my bill detail by detail. That was refreshing, especially after such a long, weather-challenging day. It would be wonderful if every service representative were like Penny. She should be promoted and given the opportunity to train the team.

There were issues with a piece of equipment he rented-not his fault, that prolonged the project by many weeks. At the end, he gave us a new quote of 30,000. He stated this was for hours worked and many more days than originally needed. Unfortunately we didn't pay attention to days he was there, hours nor crew. There were days he didn't come, his crew would be there for an hour or so and we didn't keep track. Not once did he mention how much more it would be. He made a statement that he'd have to rent the equipment longer and that would increase the price, but that was all. We used our entire savings, and had to pull out 10,000 from our 401K to pay him. We now have a dirt lot we can't do anything with due to no funds. The work itself isn't bad. The job was well done. But I'd keep track of exact hours, crews and make everything written down in the contract. This destroyed us financially.

He discovered a slab leak and listed several options. He is probably one of the most "real one's" there are out there. He does not just come to do a job, but genuinely cares about each of his customers. He tries to establish a relationship with his customers by making it feel like he is taking care of a family member. He tries to get to know you and is willing to hold a conversation with you and hear you out. Plumbing issues can be very expensive and Stephen is sensitive to that. It is never a great time to get plumbing work done, but Stephen is there to talk with you, hear you out, and just be someone who genuinely cares about the customer. I will be using Jim and Son's for any plumbing needs in the future and I highly recommend them to anyone. I wish I remembered the name of the other plumber that helped him out during the job, but he was awesome as well. Again, he understood the importance of customer service and making sure that customers are left with a great experience in addition to getting the work done. 6/5 stars if I could.

He showed me proof and explained it to me. It was under the cement slab in our garage. I was not happy about the possibility of tearing out concrete. He suggested running the pipe above ground where it would be accessible. He rerouted the line and used materials that saved me money. Instead of taking several days, it was done by lunch. The girl couldn't stand my frustration and she hung up on me. The RUDEST one I've encountered. Lesson learned to never check e-statement. You would want to have paper statement. 2. I called another time to see if they could check/fix my water pressure being too high. They say they can check but they can't fix the water pressure valve. And today I saw on their website that they have this no-cost program for residences with above 80psi. I am not happy at all. I already paid $800+ for a new PRV. Customer service for CVWD need to learn what programs our district CVWD is offering. I normally check their websites. The following has happened since 2024-Colton utilities charged $12,000 deposit. You read that right. To turn electric and water on. Previous building owner used a lot of power. Our bill since has averaged $250. Still have our money 2024-2025 Applied repeatedly for permits to work on building, improve building. Can't even get permits to temporarily work on it. From planning to engineering to fire, they keep bouncing the apps between them. Everyone is terrified of signing off. What do we do you may ask? Strip club? Battery Acid? Nuclear Energy? Nope, we bottle water. That's it. Colton contracts out review work because they are either scared of being sued, unqualified, or lazy. The people contracted care as little as the Colton utilities people do. Every conversation they bring up all possibilities to delay or reject the building app. Bunch of sissies scared of their own shadows. Spring 2025-building graffiti shows up. I write to the mayor and Tom Welch, Mr "Colton Means Business" who is a happy talker and can't get anything done for the City. I hope for help. Colton police DID call me Gaffiti abatement program maybe? NO! Told me unless I cleaned up the graffiti in 72 hours I would be cited. Obviously I, the victim, was the problem. I asked how, since I was not allowed to work on the building, I could clean this up. Was I supposed to violate the Code department or the police? I also asked if stabbing victims in Colton were cited for loitering as they lay on the sidewalk bleeding out or littering with their blood. No answer. Summer 2025-Building still unoccupied and not permitted. Now broken into. Iron bars on gates pried apart. Lovely local citizens smash door handles off and break into building. More graffiti.
