Comparable lot prices just listed at neighboring lake are listed for $100,000. Manufactured home costs $200,000 plus concrete slab foundation, plumbing, electrical another $100,000 and appraised the property at only $323,000. This is not simply a difference of opinion on value--it is a question of whether the appraisal meets credible, supportable, and compliant standards. The subject is a lakefront property, and the comparable selection and analysis do not appear to adequately reflect similar waterfront properties or current market conditions. Additionally, under U.S. Department of Veterans Affairs appraisal expectations, the Tidewater process is intended to be initiated when a value is anticipated to fall below the contract price so that relevant market data can be considered prior to finalization. Given the magnitude of the variance, that process was not utilized. The appraisal assignment was accepted for a fee with the expectation that all applicable standards, guidelines, and required procedures would be followed. Where those processes are not observed, it raises legitimate concerns regarding the reliability of the resulting opinion of value.
