The remaining $1.65 was described as a "non-cash adjustment," even though I paid with a debit card. Federal law and card network rules explicitly prohibit adding fees to debit card transactions, even when a debit card is processed without a PIN. I disputed that charge through my bank, and it was removed. The lesson: Always review your receipts and debit card statements for overcharges and added fees. If you believe you've been improperly charged a surcharge on a debit card transaction, you can report it to the card network, the issuing bank, and the Florida Attorney General's Office.
