From day one, Halsten Apartments repeatedly tried to slip in bogus charges during my tenancy. Every single time, I challenged them, proved they were wrong, and they quietly backed down without apology. It was a pattern of behavior, not an accident. The manager, Matt Vasquez, is unprofessional and dishonest. He routinely made claims about "lease provisions" that simply did not exist. When I asked him to show me the exact section, he couldn't. He would just insist it was "in there," which it wasn't. His conduct was not only misleading but often outright illegal. He acts like someone who peaked in high school and now abuses a small amount of authority. Health and safety are an absolute nightmare. The ventilation system in my unit was contaminated with mold, and it made me seriously ill. I repeatedly notified management and asked them to address it properly, but they ignored or dismissed my concerns. Breathing in that environment left me extremely sick. Instead of taking accountability or sending qualified remediation, they downplayed it and deflected responsibility. Living here literally made me physically ill. Security is just as bad. I had a dangerous stalker trespassing on the property, and management did absolutely nothing. Instead of helping, they confiscated my Ring camera without permission, a blatant violation of the lease and my privacy rights. When I told them about the trespasser, their response (attached) was basically: "Call the police, we're not putting ourselves in danger." There was zero concern for tenant safety or well-being. To make matters worse, the hot tub has been broken for over a year. Despite countless follow-ups from residents, management never fixed it. Their excuse was that it was "too complicated" to repair, a laughable response given the rent prices here. It's a perfect example of their laziness and total disregard for the amenities they advertise. The only positive thing about this complex was the maintenance team, who were professional and responsive. Everything else was an absolute disaster. I have never had a more horrific rental experience. Between the mold, the dishonesty, the illegal conduct, and the utter disregard for safety, this was by far the worst property I've ever lived in. Do yourself a favor and never live here. Most of their positive Google reviews are fake and/or paid for. They don't reflect the reality of what residents actually experience. Most importantly, don't believe any fabricated response to my review.

They said too many people were getting the codes.... Well it sucks whenever my boyfriend would come over on his own while I was at work, would have to call my phone for me to buzz him in. If I wasn't near my phone he would be outside the gate stuck for a countless amount of time. He lived there too! Because he didn't have a gate clicker half the time he couldn't enter. This seemed ridiculous to me. Have a gate code for residents only. I've never heard of another complex not doing this. Don't get me started on the nightmare that is having food delivered to your house because of it.... Overall the grounds are nice and for the most part well kept. It's in a great area off Tatum & Cactus with tons of restaurants and bars near by. I moved to Nebraska, but if I ever moved back I would probably stick with the same area, but don't know if I would be back to this complex.

This complex is located in a fantastic location, right near the 101 and Raintree Drive. It's walking distance from grocery stores, pharmacies, restaurants, and anything else you might need. My workplace at Kierland Commons was a ten-minute drive or less. Very little crime or disturbance in the area, so I felt safe walking around after dark. The units are rather small, but the layout makes it easy to make the most of your space. The interiors are very nice, with renovated granite countertops and good carpet and linoleum flooring. I do hope that they refresh the appliances next, as the dishwasher and oven/range in my unit seemed to be a bit retro. My only complaint is that the insulation in these apartments seem to be lacking, probably due to the age of the structure itself. A/C bills during the summer were higher than I expected for a home that size, and noise travels through the walls and floors easily. The common areas of the complex are nice, though I was unable to use most of the amenities due to the pandemic restrictions. The indoor parcel lockers are a fantastic benefit, a convenient way to have high-value items delivered without fear of theft. I was quite impressed with the management here as well. Felicia, Rachelle, and Olivia handled my move-in and move-out extremely smoothly, and they were all so easy to work with whenever an issue came up. At one point when I was stuck at home due to illness, Felicia retrieved a perishable package from the lockers for me and arranged for a contact-free delivery; they really go the extra mile here! Maintenance was prompt and helpful, and they provided me with a fresh A/C filter each month when I requested it. I expected to pay far more for such a nice place in such a nice area, but I was able to sign a 13-month lease at only $1200 a month. Overall, Scottsdale Horizon is a great option for that price range.

The biggest issue throughout my time here was the management and overall lack of care for the property and residents. Communication with management was often frustrating. I found the management team to be dismissive, rude at times, and generally not very helpful when issues were brought to their attention. It often felt like resident concerns were more of an inconvenience than something they actually wanted to resolve. There were also an excessive number of maintenance and utility issues during my time here. The water was shut off more than 20 times while I lived here, and I constantly had to reset the water heater. My sink broke and was eventually replaced, but the replacement was installed crooked. The dishwasher also broke. At one point, my AC was set to 66 degrees while the apartment was reading around 94 degrees. In Arizona, that's not a minor inconvenience--it is a serious quality-of-life issue. Individually, you could probably explain away one or two maintenance problems. But when you repeatedly deal with water shutoffs, a malfunctioning water heater, broken appliances, plumbing issues, and an AC that can't keep the apartment at a reasonable temperature, it becomes a pattern. The apartment simply did not feel well maintained. The condition of the property itself was another major disappointment. There was frequently trash and litter around the complex, along with an honestly disgusting amount of dog poop throughout the property. It was not uncommon to have to watch where you stepped just walking around. The grounds often gave the impression that basic upkeep and cleanliness were not a priority. Parking was another constant frustration. Finding a spot could be extremely difficult, and the parking situation became a regular headache. Noise was also a significant issue. There are a number of younger tenants, including groups of baseball players who appear to rent here year after year. Unfortunately, there seemed to be very little consideration for other residents when it came to noise, particularly at night. There were times when it was difficult to enjoy having a home here because of the lack of regard for quiet hours. If you value peace and quiet, I would seriously consider that before signing a lease. What was most frustrating was the overall feeling that management was more interested in collecting money and finding additional ways to charge residents than actually improving the resident experience. Between the condition of the property, maintenance issues, parking, noise, and the way concerns were handled, the value simply wasn't there for me. I don't expect an apartment complex to be perfect. Things break, neighbors make noise, and maintenance issues happen. What matters is how management responds and whether problems are actually resolved. Unfortunately, that was where this property fell particularly short. I am ultimately very relieved to have moved out. My advice to anyone considering living here is to talk to current residents, visit the property at night, ask specifically about water shutoffs, maintenance, parking, noise, pest control, and fees, and read the lease carefully before signing. Don't just judge the property by a daytime tour or the amenities advertised. For me, the experience was not worth the price, the hassle, or the constant frustration. I would not choose to live here again.

When we first moved in, we loved the 1bdrm layout. We also had a good experience the person that we worked with, Nathaniel. We were given 1 parking spot and my husband was left to finding a guest spot. We quickly noticed how guest parking filled very quickly. After a couple months, we were able to get another parking spot. After about a year or two, they changed almost HALF of the guest spots to electric charging stations which really made guest spots EVEN MORE challenging to find. After about 3 years in the 1bdrm, we moved to a 2 bdrm...BIG MISTAKE. About 1 month in to this 2bedroom apartment, we started to have issues. Since this was a top floor unit, something started leaking causing mold to grow. We had to completely move out of the primary room. It was fixed, but absolutely no compensation from the leasing office whatsoever (meanwhile they were using the electricity that we pay for to "dry" out the affected area). About 4 months later, the same exact thing happened. And once again, had to move completely out of the primary bedroom and no compensation from the management. (DO not rent a top floor unit!) Also, we had a garage included with this apartment and that included a tandem parking spot which was a huge pain. Another thing to note, this place isn't secure. They have gates all around but they don't work. They haven't worked for at least 2 years. All of the pedestrian gates are also all broken. I have physically seen a car with broken windows and a resident filing a police report. Also have heard of residents getting things stolen out of their garage. The apartments are in need of a refresh. The floors are uneven and the windows aren't sealed letting in air from outside, racking up the AC bill. The amenities LACK completely. They have a "movie theater" with uncomfortable furniture. And there isn't much green space to walk your dog (other apartments in the area have fenced in dog spaces). The pool is nice but there isn't enough furniture since it fills up fast. As we moved out, we were hit with lot of extra fees essentially to try to get as much money from us as possible. Although this place is affordable for the area, I wouldn't recommend it.
