I was apart of an HOA and he made sure I stayed in compliance by cutting my yard on a biweekly basic. He maintained the shrubs and applied pine straw when it was needed. He met in person and gave a quote quickly, with no hesitation to begin the work. He was eager to collect a deposit on the work being done. His workers did a fair job. But when there was a miscommunication with us, and an error as a result, he was slow to respond to fix the problem. He even charged more than seemed fair and more than he verbally quoted. Once final payment was made, a storm hit the next day. His work was less than adequate and there were serious problems. We reached out to him via phone messages and text messages. He has yet to respond and of course, he did not come back to fix his work. I would encourage you to withhold final payment until you are completely satisfied with the work because if you have any issues, and you don't owe him any money, he will not respond---like a ghost! His first impression is one that seems to know what to do and how to do it, but his workers, though hard working, are not skilled.
