When I questioned it, they were incredibly argumentative and told me to read my lease. There is absolutely nothing in the lease forbidding water use. As a retired, disabled veteran, losing this access makes basic upkeep incredibly difficult, and they flatly refuse to turn it back on.Massive rent increases with zero upgrades: They are hitting tenants with sharp rent increases (nearly $200 extra on a $2,200 unit) while refusing to update ancient, 20-year-old appliances, outdated countertops, or even provide touch-up paint. They dismiss old, deteriorating items as "normal wear and tear."Difficult communication: Unless it is a catastrophic emergency, getting standard repairs or reasonable accommodations approved by the front office is incredibly difficult. They turn down almost every request.Because they refuse to negotiate a month-to-month transition or restore my water access, I am forced to move out. Renters beware: they do not care about long-term, reliable tenants. They will raise your rent significantly while cutting back on basic property support.

It takes a lot of work to keep up a house and we had a consistently good experience with Carrick and English. They had a home warranty provider in place, and we were able to deal directly with the warranty company and file claims directly any time of day. The yard work was always kept up, and the lawn maintenance people were very friendly and accommodating. Carrick and English answered emails and texts promptly, sent lease renewal details well in advance, and were transparent about any fee or policy changes. Move-in and move-out inspections felt fair, and I got my full deposit back without any drama. The folks at Carrick and English (Ed and Jenny) were always friendly, responsible and professional. We would highly recommend Carrick and English for your property management needs.

However, there was an occasion when my upstairs neighbor flooded my next door neighbor's apartment when she went to bed and had her hearing aids out. Accidents happen and that's the point of my review. The manager who runs the apartments was straight on the case. She and her husband did a great job taking care of the situation, informing the tenants and the work that needed to be done. In my time at the apartments, there were several times when the manager went above and beyond. I imagine it's a pretty tough job running a community but she takes the tenant's needs seriously and achieves a great balance in my opinion. She was also very polite in general, which is not easily found these days. Anytime we ran into each other she would at the very least greet me with a smile and " hello". Some may not think that is a big deal but for me, something that small went a long way. Making my time there very pleasant and comfortable being able to talk to her about anything I ever needed or just to have small talk. My experience at Hutton Terrace was positive from start to finish - they helped me just as much upon moving out as moving in. Also, I got my full security deposit back! Definitely worth a mention in my book as this is a problem with other buildings not providing tenants their security deposits when moving out. In my opinion, Hutton Terrace is one of the nicer buildings on the Peninsula. I miss my apartment and highly recommend for those looking for an apartment that offers more than any other in the area.

I lived in Hutton Terrace in apartment 31 for about 4 years. For the most part this was an…read moreapartment complex like any other in the Belmont hills -- bland, fairly quiet, etc. Generally it wasn't a bad place to be, but there were several ups and downs... On the plus side, the whole properly (outside) was renovated in 2005. A new coat of paint, a new roof, new landscaping, and freshly sealed driveway really dressed the place up. It was started to look a little rundown from the street before these improvements. My rent at the time for a large 2 bedroom, 2 bath was about $1550, which I think was reasonable. #31 has lots of windows and a great view of the hills and bay, so all of that was nice. On the down side, the carpet in our unit was worn out when we moved in. Lots of stains and all matted. It was real bummer to live with that for 4 years, because of course they're not going to pay to upgrade anything while you're there. I know that they didn't replace it when we moved out, either. It was steam cleaned and looked better, but it'll still be sub-par. The fixtures in the bathrooms and in the kitchen were also nearing their last years, though at least the stove and 'fridge were in good shape. The real issue we had was a string of irritating property managers. The current person (a guy) when we moved out actually seemed to be OK, but the two before him were a mess. We had to start calling the property management company to force them to repair stuff that was broken. The property manager lives in #21, right under the unit that I lived in, and they were prone to complain about noise from normal activity like walking. Kind of a pain in the ass. Overall an OK place to live. Hard to be choosy with the market these days, but as long as you make sure everything is in good shape in the unit you should be OK.

I was also told that if my FICO score was not run, my application fee would be refunded. During the tour and application process, I made it clear that I was looking to move as soon as possible and that finding housing was time-sensitive for me. After submitting my application, I waited for an update but never received one. Over the next seven days, I called the leasing agent every day and was sent to voicemail each time. I left messages but never received a return call. I also sent an email and did not receive a response. I then called the main office and spoke with two different staff members. Both were polite and understanding, but the only assistance offered was transferring me back to the same voicemail box that had already gone unanswered. Today I found out that the property is no longer available. What is most frustrating is that I received no communication at all. That is crazy! A simple update, to let me know the unit had been rented or that my application was no longer being considered, would have been appreciated, and would have fixed this problem. I do not believe this level of communication is acceptable, especially when applicants are paying fees and making important housing decisions based on the information provided. I would give it zero stars if I could.

1960s-era, 3-story, 50-unit apartment building with parking garage underneath. Many E, S, and…read moreW-facing units have balconies. South-facing units have a nice view up into the hills, and major afternoon sunshine. Pool and courtyard, two small elevators, two laundry rooms. Nice live-in managers. Gas heat, gas or electric stoves. Gas and water paid by owner, electric paid by tenants. Parking (1 space per unit) is included in rent. Rents here are average, neither very cheap nor very expensive. Units tend to be quite large by modern standards. On the flipside, some of the units haven't been renovated in many years, and some still have refrigerators, stoves, etc. from the 1960s! However, they are steadily replacing all the old stuff with nice new stuff, and tend to renovate units as people move out, so you have a pretty good chance of getting a nicer, spruced-up one. Bonus: Redwood City replaced ALL the toilets in the building last year with brand new, spiffy, low-flush, environmentally friendly toilets. (As part of their water-saving project the city did this free of charge to the owners--major props to RWC!) Extremely convenient location 1 block from El Camino bus lines, 1/2 mile from Caltrain, Safeway, Whole Foods, Sequoia Hospital, and 101. Flipside: some degree of street and train noise--not a super-quiet place to live, though not by any means unbearably noisy. Tree-lined, average kind of suburban street on the edge of the better part of town. The major negative at 75 Arch is security. A few years back, this was a safe and crime-free place to live. But recently there has been a series of car breakins, theft and vandalism in the parking garage, and the owner hasn't done much about it despite multiple tenant complaints. There's no gate on the garage, lighting could be better in back, and the corridors on residential floors are unsecured. Bottom line: a convenient, economical, relatively decent place to live with a certain amount of shabbiness and some security issues (which we hope will be improving over time).
