Jack has been my landlord since 2021, when I downsized from a large house on the Foster City lagoon to my cozy hillside apartment here in Belmont. It was quite an adjustment moving from a wide-water view on the lagoon to a Peninsula view from the Belmont hills, and after living in Foster City for 15 years I wasn't sure if my new location would work for me long-term or if I'd get restless. Now that I've been here for 5 years, I guess I know. Before moving here I'd always lived in single-family dwellings (houses), and have been pleasantly surprised that my concerns about "apartment living" were overblown or unfounded. Yeah, I was a house snob. I give Jack high marks as a landlord, and the property high marks with respect to maintenance & upkeep, landscaping around the property, etc. I've been surprisingly happy and satisfied here. Jack has consistently demonstrated he genuinely cares about the well-being of his tenants. I try to be a "low maintenance" tenant, but I appreciate knowing Jack is there when I need him. read more

Jack by far his the nicest and most thorough apt complex manager on the planet. My little sister was a tenant in one of his buildings but her job transferre her to New York so she had to leave. Jack always fixed everything, being gracious and not forgetting to give back well deserved security deposits. He is amazing at his age. My wife and others think it is his new scooter - which allows him to get outside in the fresh air. My family and I loved living in one of Jack's beautiful hillside units in San Carlos. My wife and I moved into one of the units when our first son was only 3 months old, and Jack took it upon himself to put up extra protection so our boy wouldn't hurt himself on the beautiful wrap around deck and open staircase. Jack charged well under the market rate and never increased the rent in the 3 years we were there. This is unheard of in the Bay Area. I've seen a lot of negative reviews of Hildex/Jack, but we can't relate at all. Jack is a sincerely caring person. Each and every time we interacted, which usually was when there was a problem that needed Jack's help, Jack always came through. If we were still living in CA, I know we would still be happy tenants in Jack's amazing property! Never rent from Jack Safra. I rented an apartment in Burlingame Terrace. He tried to keep a significant portion of my deposit for "non-refundable fees" such as "carpet cleaning", a "cleaning fee", and would have charged me over $200 for a "painting fee"....all of these fees have nothing to do with the condition of the apartment. He just plans to take it from you regardless of the condition of the apartment. In the state of California, this is illegal...the entire deposit must be refundable unless there is good reason....do the research! Luckily I took video of the apartment when I moved out, and after filing in small claims court, received the remainder of the deposit from Jack. Still, what a headache. read more

This place is a blessing for us. My husband and I struggled so much trying to find a place where both of us like. We went thruought the whole peninsula and we were not lucky. Finally this apartment in Belmont, where Jack is the owner, was posted on Craigslist and on that same day we talked and gave a deposit. One month later we moved in. Couldn't have asked for a better place. It is still very nice. Hardwood floors all over except the bedrooms which is great. Spacious, living room and dining room totally separated. Two whole bathrooms and lots of closets. Not forgetting the view we have, which is amazing. I sit on my balcony almost everyday drinking coffee and looking at the view. Just amazing. Now we have granite in the bathrooms too. Another thing is that Jack is a good landlord. If there is a problem he will fix it. We had problems with our former neighbors making too much noise all the time and he warned the tenants until he asked them to move out, which was a relief for everyone. I have nothing to complain about where we live. Very quiet place, cozy and safe. read more

I fell in love with my apartment here immediately because of the quiet, peaceful location. The trees were gorgeous, the neighbors were the best I'd ever known (for the most part), and my cats enjoyed hanging out on the balcony watching deer, racoons, birds, and little bugs all day long. Then I had to move, and it was awful. It wasn't just awful because I had to give up my little place and my awesome neighbors, but more so because all the little things that Jack the landlord took out of my deposit meant I only got half back. I spent two full days scrubbing my apaartment from floor to ceiling. I was not able to get an exit inspection with Jack because he was out the day I had to leave for good, but then, he had never complied with the law that said he had to give me written notice that I was entitled to such an inspection, so I had tried to get one at the last minute. If I had known I would have scheduled it in advance with him. I took pictures of the inside of my sparkly oven, fridge, walls, etc and hoped for the best. I was told by my neighbors that I must have done a fantastic job cleaning because the crew that came in after I had moved out was only there a little while. No carpets were replaced. No paint on the walls. Nothing. I called Jack to see what he thought I would get back for my deposit (I have ALWAYS been able to get my full deposit back after moving out because of how clean I leave my place) and he quite harshly told me "not to kid myself" and that I "shouldn't expect much." That was a frightening surprise. I began to research my rights. Then the new tenant moved in, and Jack started calling me, sometimes at 9PM. Apparently he thought that the apartment was filthy, and was going to charge me for two carpet cleanings, and eventually the replacement of my carpets as well. Mind you, he did not inspect my apartment until this new tenant moved in. Well, those carpets were at least 5 years old when I moved in. I should have known Jack would pull something like this, because he never gave tenant rights any considertion when we were living there. I heard a girl screaming at him one night that he'd had no right to come into her apartment without his permission. When I requested repairs be scheduled with me so I could be present, he literally laughed in my face and told me it would happen sometime in the next three days, and he wouldn't know when. When neighbors filled up the recyclables bins with styrofoam (which the garbage collection agency can't recycle) I asked him to put up a sign telling people that those packing peanuts belong in the trash, he laughed at me. When the guy living under me complained about our noise, jack admitted to me that the complaints were completely unwarranted, but told me to try to be more quiet anyway just to get the guy off his back rather than asking this person to quit harassing me at 4PM on a Sunday for playing music. He would promise to repair things, like my broken microwave door, but then jerry-rig a quick fix when he found out it would cost $200. When I told him my garbage disposal was cracked and leaking, he asked me if I'd seen it leak. I pointed to the puddle underneath and he told me the puddle could have come from anywhere. Later a repair man simply shined a flashlight onto the disposal and saw a giant crack with rotten food coming out, and replced it without bothering to get permission first. I had a good mind to take him to court over all of this, but unfortunately I had done a poor job of documenting the condition of the apartment when I moved in and could not really prove that the damage was from previous tenants. It was a great place to live if you didn't have to deal with Jack. But you have to deal with Jack, so my rating stands. Maybe someday he'll sell it and it will have some good management. If that ever happens (fat chance, he LIVES IN THE COMPLEX and would never give that up) I would consider rethinking my score. read more

I wish I could subtract stars. Jack Saffra who owns this and other Hildex properties also charged me for the crappy carpet that was falling apart when I moved in and claimed my cats peed on them. Funny how nobody could smell cat pee, and if it was truly there you would smell it! Funny how my cats always use their box, and I had throw rugs in the living room and bedroom that were nearly the size of the rooms! According to the old manager, Jack said he wanted to try a new type of carpet so he had it installed in my old unit and then tried to say my cats ruined the old one. Funny how I have been out of that place for 8 months and not once have my cats peed on anything other than in their box. I have a feeling Jack peed on the carpet and blamed my cats. He is an ass and Karma will catch up to him. DO NOT RENT FROM THIS DISGUSTING MONEY HUNGRY SLUM LORD! read more

not someone you want to rent from. I did for 3 years and maintenance was slow and at the lowest common standard. I paid my rent on time, was quiet and considerate, and they still tried to keep my deposit. I only got it back after advising them that I would be "pursuing further action." You can do better, and for less money. read more

I read the reviews thinking it can't be that bad. I went to view the unit for the second time today. First he didn't remember who I was. After seeing him the day before and speaking with him on the phone. (ok not that big a deal) When it came time to talk about the possibilities of renting the unit he asked how much I made then with NO hesitation say's "my name you can't afford this" without knowing all the other details on top of that i had just been approved for a different complex that was more expensive down the street. He was rude and I can see why he was called a SLUM LORD! God HELP the next people that rent anything from him. read more

OK, so my experience is a bit different from the others. I found Jack to be easy to work with and accommodating. The place was nearly new and in nice condition. I actually terminated my lease early so I could move my family into a house. Unlike other places that can charge 3 months rent for early termination, Jack had no such penalty and no charge for re-advertizing. He only asked that I pay the rent until it got re-rented. That was more than fair. I did have to pay a cleaning fee on termination, but that did not come as a surprise. He informed me of that policy when I signed the lease. read more

I agree with all the reviews...this person is a complete fraud, i have lived at his other property which is in Burlingame...the manager of that building and the owner they never return your deposit, we lived there for 2.9 years and out of $950 he gave us back $200...our apartment was extremely clean that's what the manager said when we were handing over our keys...he never professionally cleaned the apartment when we first moved in and when asked he was EXTREMELY RUDE with us...people keep on leaving this apartment because of his unprofessional attitude and when we asked abt the deposit the manager BRYANT said that the owner JACK is like that, and we should talk to him because he convinced him to give us $200 back otherwise he never wanted to return us a single dollar....these two should be thrown out of the property business because they are FRAUDS! read more
