Me and my…read moreparents got here to move in and absolutely nothing was cleaned by the owners in advance, we had to clean every room despite no one having lived there besides one roommate who got there before me. In no way had we indicated before we arrived that we were moving in early to move in our possessions or anything. I signed up for a normal move in date like everyone else. Also, not only did my bedroom and the kitchen have ants that were somehow not previously taken care of, but the thermostat actually had no effect on my bedroom at all, and I had to buy a fan for it in the early fall like I was still living in an unrenovated campus dorm with no AC. My roommates and my neighbors in identical units complained to me about this. Also the ants were written off by management as just being a State College thing, even though I've lived in State College for two years previous and never seen that, and despite the fact that there were no traps previously laid and the one treatment they gave my bedroom for ants completely solved the problem. Seemed like something that could've been done before move in, especially since they then had pest control do a property wide inspection in December. And one final thing about my bedroom, the wall between me and the adjacent bedroom was definitely super thin. I could literally hear every sound my roommate made, no exaggeration, which prevented me from sleeping many times. I went so far as to purchase ear plugs for this issue. There was a sizable space under the door that I thought was causing the issue, which would also be just as annoying, but I tried multiple times to put clothing and towels under it to muffle the sound and there was no difference in volume. With all the problems I had in my bedroom and the poor state of my unit when I arrived, I was already disappointed, but there was still more. Drawers in the kitchen scraped against the walls whenever I opened them, and the stove smoked every time I used it. I got maintenance to come by and replace every stove coil and they still emitted smoke. As for the problems with maintenance, the guy who came by was always nice, but I was rarely given any notice regarding when he'd be coming. I once came downstairs from my bedroom and he was literally just inside my home, working on something I'd asked about days before but received no communications about. In a survey following a maintenance request, I even asked to be given more notice on when someone would come by, but that never happened. Another thing, and perhaps the most annoying, is that they advertise themselves as a property that does Roommate Matching via a survey everyone takes to decide which tenants would be compatible with each other. Now I understand that in their lease they say that they aren't responsible for who you end up with, but why would you advertise something about yourself if you aren't able to follow through with it consistently? This is one of the things I chose this apartment for, and they couldn't come through for me. Another reason I bring this up is because my roommates were wildly incompatible to me. Of course my roommates could've exaggerated or lied on their surveys, but in that case I would just avoid Blue Course if roommate matching is what you're looking for, since their process for it certainly is not at all foolproof. To sum everything up, the apartment itself is just okay, but the experience was just awful. Management was nice enough most times, but the problems lie mostly in what you have to deal with in your own home, and that's the worst part and not something one should have to deal with while being stressed out enough about school. There are other options for off campus housing, and with the way this property keeps increasing their rent price while still having their utilities not included, I know for a fact (because I've seen it) that there are plenty of options downtown or closer to campus where you'll get more bang for your buck, or even for less.

When I first moved in, I documented several existing defects in my room, including a chipped wall, a dirty carpet, and paint on a chair,likely left by maintenance workers. Management never even removed or replaced the damaged chair(which I have concrete evidence of). After I moved out, they charged me for damages that I did not cause, despite the fact that I had documented that these issues existed before I moved in. They also charged me for a broken blind, which I paid for, and then charged me a second time for the exact same blind. I contacted management and provided documentation supporting my dispute, but they still denied it. Therefore, when you see their responses to other negative reviews telling residents to reach out so they can "help resolve the issue," do not assume they will actually help. The staff members were also consistently rude. Nearly every time I picked up a package or called the office, I was met with an attitude,and that is not an exaggeration. The gym was disgusting and had poor ventilation. They regularly failed to provide enough disinfectant wipes, so people would leave sweat on the equipment. Residents had no choice but to use the dirty equipment or bring their own wipes. During my final month there, management became somewhat better about replacing the wipes, but cleanliness and sanitation should have been a top priority from the beginning. Based on my experience, I would not recommend living here. If you do, thoroughly photograph and document every defect before moving in, keep every receipt, and save all communication with management.

The location and actual apartment are fine. Expensive, but fine…read more The management is the issue. While there were several problems, the main thing was fraudulent charges for damage fees. The apartment was in the same condition move in vs move out - actually, better condition on move out because it was clean. On move in, the apartment did NOT have new paint or any touch ups since two of the tenants had lived in the same unit the year prior, so they had left all their stuff hanging on the walls in the common areas. On move out, all 5 roommates received bills of nearly $1,000 each for damages that simply did not exist, and I very much doubt that the Legacy "fixed" anything. Charges claiming the floor was scratched when it was not (rug was on the floor in question all year) and claims of issues with the walls that would have simply been addressed by painting before the next group moved in. My advice - take videos of everything when you move in and have a move out inspection with the management.

When I moved in, it was obvious that the place had not been freshly painted as there was scuffs, marks, and paint peeling in spots along the walls and ceiling. It was not a huge deal to me but I made sure to report them on the inspection form they gave for me to fill out. That form did not matter as they charged me hundreds of dollars worth of damages to repaint. Wi-fi regularly had issues during my 3 years with just being too slow to stream TV or going out entirely. Other student apartments on Toftrees did not have this issue. If you need reliable internet for school work, do not live here. Wi-fi was not the only issue at the station though. One winter hot water went out for a couple days and I know other residents who lost hot water for longer periods of time. The advertised amenities would regularly have issues and be shut down. They would take weeks to get them working. Our front door handle broke multiple times so we would have to walk around to the back door just to get into our apartment. The rooms were not sealed at all as there were visible openings around doorways so bugs will get in during the summer. Every time I came back at the start of the school year, there would be piles of dead rolly pollies and millipedes in the corners of rooms. There was no food left in the apartment, they just wander in through unsealed openings and die on the floor. The key fab readers at the clubhouse would regularly break and would not get fixed. If you wanted to go to the clubhouse after the front desk closes, you have to circle around the building to find a key reader that actually works so you can get in. Management does a poor job of communicating. After 2 years of being there, when my 3rd year of the lease started, it had an extra $300 charge. I eventually found out that it was for a bus pass that had been free the previous two years. When I complained that it had been free and they gave no notice that it would no longer be free, they claimed that it was never complimentary and I should have been paying for it previous years. So, either they don't pay attention to what they charge residents, or they lied to me so I stopped complaining about the extra charges. I feel its the later as I can't imagine this company would have been fine forgetting to send out $300 charges to all their tenants. When I had issues processing payments on their payment portal and had to call their corporate help line, no one answered after days of trying. Instead they had a 3rd party call center call me back to say that Landmark properties (the parent corporation) are unable to answer the phone and he had no information to give me regarding any of my issues and did not know when I would be able to get help from someone at the company. Maintenance guys and front desk staff were friendly with me but it's clear that management cheap out every way possible and then charges tenants for anything they possibly can. Their whole business is built on students not having many options for cheap housing. If you do choose to live here, take a picture of every square inch of the room otherwise they will charge you hundreds of dollars no matter what state the room was in when you moved in.

They told me they needed to do cleaning and refurbishing so I "cannot move in early". When I moved in, the bedroom carpet had significant, unignorable stains and damages, not to mention the ceiling lights in my bedroom did not even work. I documented the carpet condition in writing shortly after move-in, with photos and emails, as well as submitted it throguh their move-in condition form. Additionally, the location of my room made the living experience difficult. There was a basketball court directly outside my window that was available around the clock. The court lights stayed on at night, and the basketball dribbling, human shouting, yelling, and even music playing late at night regularly disturbed nearby residents. Regarding the serious noise problems at nights, when I complained, management confirmed to me in writing that the basketball courts are available for resident use 24/7 and that regular nighttime use does not fall under their quiet hours. They also told me that they had "not received any other complains regarding noise from the basketball courts." I also experienced multiple billing problems. In July, my account was charged an additional month of rent even though that the rent had already been pre-paid. After I contacted the management, the charge was removed without explanation. Our sink in the kitchen only works on one side since the pipe is not connected, the ceiling in our bathroom is falling in, our mirror is cracked in the bathroom, our front door didn't lock when we first moved in, our blinds were broken and couch was scratched, and there are bubbles of water under the paint in our walls. We reported these issues to maintenance but they only fixed the blinds. We like it here but we have some issues maintenance wise. Really hoping we won't be charged for damage since they are not our fault.

But what's truly unacceptable is how we were fined $250 each (a total of $500) because a friend visiting for just a few hours brought their dog. This dog didn't belong to either roommate, wasn't staying in the unit, and left the same day. The lease clearly states that for an unauthorized animal, the first step is a written warning, and only if the pet is not removed would a fine apply. We never received any warning--they went straight to charging both roommates, even though only one had the guest. No transparency, no fairness, and absolutely no accountability. If you're considering living here, be prepared to be charged for things that go against their own written policies.

I have had a lease here since Fall 2023 when it first opened. Not only was the move in a mess (dirt in the air, dust all over apartment, no keys, broken elevator) it has continued to be a struggle to work with this place despite new management. I've had constant maintenance issues caused by what could only be the foundation and engineering of the building (Mold from a busted hot water tank, people in and out of my apartment for weeks fixing a leak and giant hole in my ceiling as a result of the leak, broken AC multiple times) I was assured by the maintenance team that none of the issues with my apartment unit were due to me or my roommate, it was solely on the defective building. Despite being EXTREMELY understanding the last year and a half (and not being offered any compensation such as reduction of rent for the month I had construction) I now will be going abroad Spring 2025 and they will not allow me to return my parking pass. Even as a previous resident who renewed, the parking was raised (was $125 a month now $175) and despite me asking if there was any way they could accommodate me for all the mess and issues I have dealt with they denied me and are forcing me to pay the parking for the months I will be out of the country. I have not chosen to renew due to finding a far better option for location, renter satisfaction rates, and price because for where this apartment is, the complete disregard they have for resident, and the cost I would never recommend someone to live here. I have waited this long to write a review hoping they would try to correct their actions or allow me to return my parking for the winter semester, but they have not. If anything they also informed me I can not sublease so not only are they getting my rent for 4 months or vacancy, they're also squeezing out $175 more dollars a month for an empty parking spot. Taking to online reviews is the only chance I have of them addressing the issue, as they have made it clear they will continue to put resident complaints on the back burner.
