I told him not to sign anything, but his " new " monthly rent due October 1st is almost $6000. I asked for the name of their legal department, and was given a facetious name. The beginning of the experience was a little irritating. Our tour was confirmed for 10:00 AM, but when we arrived, we were left standing outside waiting to enter. Once inside, I provided my driver's license, and we began the tour. We viewed the available two-bedroom and asked several questions. We noticed the vinyl flooring and were informed that many units have carpet. We were also told that if we wanted vinyl flooring installed, it would be an additional $95 per month--not a one-time fee. This was important to us because our father is currently wheelchair-bound, so vinyl flooring would be necessary. We pretty much liked what we saw in the apartment, besides the Juliet balcony setup, where you can barely step outside. Vivian asked me not to open the balcony doors because they are very hard to close. I was taken aback by that because, as a potential resident, I need to know how the doors open and close and whether the apartment would be feasible for my family. My biggest disappointment was feeling rushed throughout the tour. We noticed the business center and outdoor deck area ourselves and had to stop and ask to see them. We also had to ask if we could see the fitness center, even though it was directly across from the leasing office. At the end, Vivian returned my ID and explained that she had another tour. I understand having another appointment, but tours should be spaced appropriately so potential residents have enough time to see the property, ask questions, and determine whether they want to make it their home. The contrast became even more noticeable when my brother and I visited The Commonwealth at York without even having a scheduled tour. Their staff were extremely kind and welcoming, showed us the property and amenities, and even asked whether we were comfortable riding on the buggy so they could take us to tour an available three-bedroom unit. We never felt rushed. That experience made the difference for us, and The Commonwealth at York is where we have decided we would like to move. The Chapman may be a good fit for someone else, but the experience with the leasing agent, Vivian, was not pleasant for us. When you are considering spending your money and making somewhere your home, customer service and how you are treated as a potential resident matter. Unfortunately, we did not feel welcomed or valued as potential residents, and because of that, we will not be spending our money there.

This apartment seemed to be mostly Hampton University students and military. Here are some of the problems I had with this apartment: 1. Parking is a pain. You get one spot and if you want another one, I think it's about $40/mo. So you have to park in the parking garage because there is a 2 hour limit on street parking from 8:00-6:00. Yes, they give tickets. 2. I think there were three managers in the one year that I lived here. I think the turnover is a bad sign. 3. I went on vacation for a week and they said that I could have a free parking spot while I was gone. They ended up towing my car because a new person moved in and the property person didn't check the parking list, where there was a note about my car. 4. The amenities are bare. No pool, tennis courts, etc. They have a little rinky dink gym and "business room" where there's a computer and printer. But the property is "green" so you have to provide your own paper. The property staff doesn't plan any fun events for the residents. 5. I don't know what was up with the washer, but we were constantly having problems with it. I guess it was problems with balancing the laundry and we had to make a maintenance request several times about this. 6. Residents weren't respectful of the facilities. I would see trash all the time in the elevator, on the stairs, etc. On the bright side, the maintenance guy is really nice :)

Being new to the military and this being me and my husband's first apartment outside of our home state, we were looking for something in our price range and up to our expectations regarding safety and comfort. Unfortunately, this complex failed on every level. The most disturbing experience was when my husband was robbed inside the gates of the property, right where residents are supposed to feel safe. We reported the incident immediately, and the response from management was shockingly dismissive. They claimed the security cameras weren't good enough to identify the person who robbed him, and that there was nothing they could do. Not only was this response unacceptable, it made it clear that resident safety is not a priority here. The gates might as well be for show, and any sense of security is purely an illusion. Beyond that, the complex is poorly maintained. The common areas like the elevators and halls are filthy , trash piles up regularly at the dumpsters, and there's a general lack of upkeep. I personally don't know the difference between water bugs and roaches because I've never had either but this apartment is infested with them. To make matters worse, management seems more focused on squeezing every penny out of residents than actually providing a livable or secure environment. Hidden fees, poor service, and zero accountability are the norm here. If you're looking for a safe, clean, and professionally run apartment -- this is not the place. I was told, essentially, that I don't understand how to work a thermostat and that was my problem. I spent the rest of my time their having to keep all my doors open at most times as it was heating up everyday, and I had a useless A/C. Upon moving out, the management in the office did not communicate with each other to simplify my moving, one individual utterly lied saying I had an extra pair of keys to turn in(i only had one pair the entirety of my time there), and I was charged an extra $200 for carpet "replacement" for a carpet that had nothing wrong with it that a vacuum couldn't fix.

Other apartments I looked at were charging 300-400 PER DOG...WITH PET RENT. Like wth, seriously. This place charged me 400 for BOTH my pups. Yeah, I had to pay pet rent too, but that doesn't bother me. The apartments itself are clean and I like the way they look honestly. I live in a one bedroom on the first floor and it's super spacious, almost too big for just one person. The walk-in closet is one of my favorite aspects of this apartment, as well as the kitchen. There's more counter space than what I'm used to and it's nice and open. Natural light is pretty good in the bedroom and in the living room coming in from the windows on the entry doors. Outside the apartments is well-kept and is always nice and clean. I don't run into any issues with trash being left everywhere. Speaking of trash, they use a service called Trash Faeries that pick up your trash right from outside your doorstep every night from Sunday to Thursday and it's AWESOME. The ladies that help me out at the front desk are always on top of communication via phone or email. I have never had an issue with them not returning my calls or emails and they are always very professional. Sometimes, maybe only one of them is working and the office is empty while they're showing an apartment to a prospective resident, so I'd say call first if you're going to make a stop in to pick up a package or something.

Twice a year, for more than five years, roofers came to "repair" my daughter's ceiling. The last repair lasted for two weeks - it was soaked through again by the next heavy rain- before they could even paint over the repaired area. I learned that the entire roof on my building (285) needs to be replaced. I refused further repairs and the disruptions that accompanied repairs each time, as it was merely a bandaid on a gunshot wound. I, again, requested placement in a renovated comparable unit. An offer to move (without a new application and credit check) only came after I contacted 10 On Your Side and the City of Hampton Codes and Compliance. I was advised the new unit would be ready to move into a few days prior (told on Wed. and moved Friday. I was told the unit was exterminated, cleaned and renovated. I had to submit six work orders yesterday evening. I don't even have one working bathroom sink (one had piping that isn't connected and the other leaks). I am a social worker and earn very little income. I have a phobia of bugs, and my daughter and I have spotted no less than six roaches in two days. I'm depressed, exhausted and so tired of fighting this battle. To make matters worse, I was told my rent would increase over $200 when I renew my lease in April 2026. I went from a two-bedroom, two-bathroom garden apartment to a two-bedroom, 1 1/2 bathroom townhome with a significantly smaller main bedroom. The bathroom I must now share with my teenager is smaller than an average closet. I'm sad, depressed and stuck. Don't move here.

There has been atleast 5 different shootings in the parking lot since 2020. A lot of elderly nosy people here as well so if you're young they will try to get to you with letters of "throwing parties and guests not on the lease". I never paid for that in my life living in an apartment. It's $85 for two bedrooms and 105 for the townhouse. They gave us notice of security would patrol. There has been none. They also charged a maintenance fee when the toilet acted up. Which is new. How do you charge your residents a maintenance fee ???!? Money hungry property for sure. Lease will not be renewed. They want way to much money to live in the hood.
