To Whom It May Concern, I enrolled my son at this learning center when he was 2 years old (he is now 3). At the time of enrollment, there was a transition in leadership, as the original director was in the process of leaving. During my initial tour, everything appeared fine; however, once my son began attending, I noticed several concerning issues. The first incident occurred when I picked my son up and observed a staff member using my child's personal wipes on another child. Additionally, I found my son standing on top of the changing station instead of being seated on the potty as I had been told he would. When I addressed this with the staff, I was told that "this is their policy," which concerned me greatly. My second concern happened during the summer program. Parents were instructed to provide extra clothes for their children. When I arrived to pick up my son, he was dressed in girl's shorts and clothing that did not belong to him. I was told his clothes would be located, but they never were. As a paying parent (approximately \$197 per week, along with child care scholarship support), this left me extremely disappointed. Another concern arose when I visited to observe my child in class. I noticed there was little to no structure, and during my visit, my son had a bowel movement that went unnoticed by staff. I ended up changing him myself and reminded staff to document it as required by policy, but I received pushback instead. The director, Briana Williams, entered the classroom and stated I was a "disturbance." This was especially disheartening, as Maryland Child Care Scholarship policy allows parents to observe their child's care. This interaction raised serious red flags, and I chose to remove my son from the classroom immediately. The final incident occurred on July 25, 2025, during a meeting I requested with staff members Briana Williams (director), Jen (assistant director), and Mariah (who was present via voice call). My son was also present. During this meeting, Jen made a defamatory statement that my 3-year-old child had struck her ankle. She then began yelling, became hysterical, and even fell to the floor. Despite my son being present, the director, Briana Williams, escalated the situation further by calling the police and labeling me as "trespassing." , it has been over five weeks, and I still have not received any documentation regarding my son's last-minute disenrollment. Per the scholarship program, I was advised that notice is required in these cases. The lack of documentation has not only created difficulties with completing the scholarship process, but has also directly impacted my employment, as I ultimately lost my job due to this situation. All I am requesting is proper documentation of my son's disenrollment so that I can move forward and resolve this matter appropriately. Best Regards read more

Recent Changes in Management & COVID Guidelines I'm completely disappointed in the way this day care is now being managed. Before when Ms. Bruce & Ms. Alexis was in charged the atmosphere was positive, welcoming, I felt comfortable with dropping my child off everyday. Ms. Bruce & Ms. Alexis was apart of our family. Now, there is a new lady, Ms. Angie and she is not friendly. The atmosphere feels off. The center has started allowing families to come into the building, but with no real guidance on policy and procedures. Families are walking without masks through the building, and so is the new director. This really concerns me. read more

This may be a decent learning center overall but the love and dedication to young children is lacking. Teachers may go hands on and yank young children out of their chairs and even pin them to the ground. This is not only a safety concern but an overall educational concern. If this behavior is completely unacceptable and disheartening. To take the best care of children that may not be our own is a true gift. I truly hope this facility vets experienced and dedicated childcare professionals rather than individuals who simply need employment. read more

THE BEST DECISION I HAVE MADE WAS REMOVING MY CHILD FROM THIS CENTER. LOOK ELSEWHERE. After 6 months of my child attending this place I've decided to remove my child. In the beginning everything was great, my son was thriving and we had no complains. The past 2-3 months have been horrible. My child had RSV and hand, foot and mouth within a two week span. Children are not properly supervised I received calls almost every week of him seriously hurting himself and they down played the extent of his injuries every time they called to notify me. Constant trips to the ER due to illness. He usually hurt himself on the playground, in which I have witnessed staff sitting on benches on their cellphones and not properly supervising the children as they played. His clothes and belongings were regularly misplaced, lost and wrongly labeled with another Childs name. They sent him home with other children's dirty cups in his lunch bag on a regular basis. I was in constant contact with center staff asking if my child needed anything such as supplies, clothing etc. they would say "no" obviously not checking his bin. One day when he had an accident in his clothes they dressed him (12m old) in 6-9 month clothing that should've been returned to me months prior but was not. I would send him with replacement clothing, sheets and blankets but it would get sent back home to me instead of replacing the old items in his bin. When I inquired about this I was told that he has everything that he needs. Which was clearly a lie and nobody checked. I hated that I had to leave him at this center everyday while I worked. However, the center looks amazing, appears clean but safety protocols are clearly not properly followed. My son has learned a lot during his time at this center but he would cry and scream everyday that I dropped him off here which made me extremely uncomfortable. They will beg you to enroll your child here and make all kinds of promises for safety and a great time for the kids and it is all a lie. During pickup time babies cried and screamed while staff sat around ignoring them. It was a sad sight to see. Everyday when i picked my son up from here his nose was crusty and face dry as if he was crying all day. They send nice pictures on the app all day as if your child is having a great time but when the cameras aren't out what is really going on. Also, they have cameras in all classrooms but they aren't recording only monitoring but nobody is watching the cameras its all for show! Update:!!! I completely Forgot to mention how my son would come home and not urinate for hours until the next morning after giving him lots of Fluids AT HOME. I would pack 2-3 sippy cups filled with milk, juice and water and he wasn't given any of his cups to drink. Not sure if he even had anything to drink the entire day while in their care It was very very concerning. He was clearly dehydrated and no one there seemed concerned. When I addressed this issue with his teacher she stated that he drunk water from a regular cup. Why? When he had several cups of his own packed in his bag that they clearly never even checked! And how when he didn't urinate for hours. His dad would pick him up and all 3 cups would be full and they would tell him that I never packed him any cups for the day but they never bothered to even check his bag! Not to mention the misuse of his supplies id drop off 2 packs of wipes and a sleeve of pampers and they would request the same supplies the very next day. Nobody checked his bag again obviously! Several times another kids belongings came home with us. I would bring it back and it would end up back in his bag that evening when we bring him home. NOBODY BOTHERED TO CHECK HIS BAG OR READ THE NOTE THAT WAS IN IT. read more

My daughter has been going to TLE since the end of last yr and I love it. She has learned so much since she has started. I love that they teach them at such an early age. I also love the fact that they teach them sign language. The staff has been awesome and very easy to talk to. Any concerns we had they were addressed. The fact that my daughter is happy when we drop her off and pick her up is amazing. The center is always clean and bright. read more

My children have been at TLE since shortly after opening in 2019. My daughters have experienced just about every classroom in the center, from infants to school age, and are thriving! The teachers truly care about each child and are very attentive. Management communicate very well and the owners always make themselves available. The center is clean, updated, and secure! TLE offers many events and activities for the children and families throughout each year which is always a plus! My daughters receive the best care and a safe learning environment while at TLE. The director is kind. The daycare is new as of May 2019 it has not been opened for a year yet. It's located in Owings Mills and is close to some very nice areas. I can't give it 5 stars as I can't say my experience with my son being there was long enough to fairly give more than 2 stars. read more

The Learning Experience is an exceptional center. The director is professional, caring, experienced, and diligent. The staff are professionals or women who have certification and experience in childcare or degrees in the field of ECE. Some are still working on their college degrees and are student teachers. Since covid-19 the center is revamping things are rebuilding their program in a more flexible way to serve families with diverse schedules, various types of children, and various backgrounds. The staff are kind and caring and go to great lengths to accommodate parents and children needs and desires; and will constantly communicate to create happy customers and happy children. The turn around rate since covid-19 is constant in the most centers and staff and parents are concerned about things centers once had little concern about. I have questioned the director and with straight forward answers she talk about the turn around rates in all the centers and how high it's been since covid-19. Despite all the issues since covid-19 I believe this staff works diligently to provide the best childcare. I would recommend talking to your teachers daily, making sure that you express your needs and desires. And understand the amount of stress teachers and directors face during this pandemic as well and in childcare as a professional. The intensity is the same as at hospital or nursing care it's an intense job. Children can be demanding and their needs are always first at home and at the center parents and staff place them first. Together parents and staff can make a difference in the education and social emotional development of the children. I have seen the children growing and playing well at this center and learning exponentially. But every center can improve on something. And there at TLC they have and are daily bettering their program to insure the success of all children and the safety of children and staff! The owners, director, and staff work diligently to educate and care for the children at this center. If you have recommendations or donations or can volunteer please do! TLC welcome's your help in making this center even better. With any center you have to see if the staff is a perfect fit and if not they would have to find optional places to work. But while staff is there they are constantly being training and challenged to be the best they can be! TLE has so much to offer the Owings Mills area and Baltimore County. But definitely could use the help of philanthropist in the area for more books and STEM items for the children.
