The restaurant on the second floor offers a nice view seating on a balcony. Surprisingly, this place offers Italian pasta dishes as well as Puerto Rican fare. I opted for the pasta and wasn't disappointed. The pasta, sauce and meat were all tasty and filling. The drinks were OK too. For the price, hours and view, make this place an option when around. However, nothing was good enough to rate above two stars. First of all parking in this area isn't great or even good. Though there is plenty of places to park - there are very few spaced close by - at least close by to anything we wanted to go to. It was also a rainy day so that didn't help at all. The service didn't compare to any other place in Puerto Rico - this place surely could use some better help or better trained help in that area. It also didn't have a clean feeling - again - this didn't help when the group of young Americanos decided to "light up" and smoke right next to us. Outside or not - it was a bit discussing - even more so when it mixed with the young lady who bathed in her perfume! The business should not allow smoking in their establishment or at least separate the two area. Selection was decent, but the quality of the food lacked that certain Puerto Rican flavor I had become accustomed to. It was more like what you'd expect from a fast food joint. The bathrooms were about 20 degrees hotter inside, which meant the obvious - higher temps means higher smell - just not a good mix at all. Value was decent - of course if you look at the price vs the flavor - the value wasn't there either. I really wasn't impressed with anything about this place and wouldn't go back.

A short walk from downtown Rincon, we arrived and easily got a spot at the bar about 10 min before the start of the game. It took the bar about half way thru Q1 to figure out the sound - but then they were good to go the rest of the game. The bar had several Philadelphia area people watching too - and we quickly made friends w our people lol. There was singing and eagles chants after touchdowns. The bartender was great and he made a kick-a** coco mojito (my fave). We also ordered an app that we enjoyed. After our game ended some people in Ravens and Bills jerseys were showing up to watch their games. Overall, the Dugout was a great sports bar and we would totally go back for a game next time we are in town.

Well, it was the right choice for sure. We wanted to go tapas since by then (day 6), we were acclimated with the heaviness of Puerto Rican meals in general (carbs and fried foods), so we didn't order the mofongos. Jose was our server and he seated us promptly near the corner. ORDER their mojitos! I really enjoyed mine - full of mint leaves and strong rum. My wife also enjoyed her virgin pina colada which was refreshing. Tempura shrimp in sweet chili sauce ($11, App, 4/5) - Generous portion, slightly too sweet for us but had great juicy shrimp w/ shrimp taste. Jalapeno and Cream Cheese Poppers ($8, App, 4/5) - Loaded w/ cream cheese but no actual jalapeno peppers really (slight disappointment), it still was enjoyable to eat due to nice crispy texture, jalapeno taste, and the delectable guava sauce Empanadillas del dia ($3.50, App, 3/5) - It was chicken that day and chicken was not too dry though amount of the filling left a bit to be desired. It's pretty big & filling, so watch out. Fish Tacos ($10, Entree, 5/5) - One of the best fish tacos I've ever had. Fish bites were fresh, crispy and light, paired against good amount of sour relishes and green leaf on a warm tortilla. Also there were THREE of them! (I think the first fish tacos I've ever ordered that came as 3, not 2!) We ordered this after finishing our 3 tapas because we were still slightly "not full", but man these packed quite the punch and we were STUFFED SILLY after these for sure. Wow, some delicious business here. Btw, Jose's service was really excellent. He was super attentive, checking up on us just the right amount of times, and even went outside to take picture for us with the signs after our meal. He made our dinner experience that much more pleasant. Moons Bar & Tapas really delivers with overall consistent taste & quality. I won't hesitate to stop by next time for their mofongos!
