Please do not move into the Windigrove apartments! The Windigrove apartments provide the perfect blend of overpriced rent, absurd extra charges, constant inspections, terrible parking, noise from neighbors, and unhelpful responses to concerns and frustrations. My main grievance with Windigrove has to do with the outrageous security deposit deductions. If you read through the reviews this is a frequent issue, as they do in fact nickel and dime you for ridiculous reasons. They charged us over $550 for unit cleaning and carpet cleaning, which we were told were standard procedure, and something you would not expect to be charged for. Even if you clean the apartment exceptionally thoroughly they will charge an outrageous amount. We spent days cleaning our apartment, and I even spackled and sanded all the nail holes, even though they said we wouldn't be charged for the holes, just to make the cleaning and change of tenant process easier for them. They also price gauge for little things such as the drip pans for the stove top. If you do foolishly decide to move to Windigrove prepare to get very little of your security deposit back. Another issue with the apartments are the ridiculously thin ceilings and walls. You can hear everything from your above and side neighbors which can be very frustrating at times. If you do have a noise complaint to file, prepare yourself for nothing to happen. I feel horrible for the people that have to live in the phase 3 as the parking situation there is absolutely horrible, but to be fair, the parking situation for the entire complex is bad. Overall, Windigrove apartments provide poor management and customer service, ridiculous extra charges when you move out, and mediocre facilities. If you are searching for an expensive and poor living experience, Windigrove is the place for you. I would not recommend Windigrove apartments to anyone under any circumstance. I was apprehensive about returning to an apartment complex after renting single family homes and owning townhomes; however, the housing market was limited when I relocated to Waynesboro. Windigrove has been amazing! My 2-bedroom apartment is spacious and was the very clean upon move in. Not a spec of dirt anywhere, new blinds, new paint. Full size washer and dryer, and pet friendly. The office staff is very friendly. I have a first floor unit and so far it's quiet, except for when people might run up and down the stairs there is a little rumble but not a big deal. The grounds are kept clean. Th clubhouse is beautiful, with a nice, clean gym with excellent equipment and the pool is nice, too. (No hot tub). So far, so good. I like it here! There is a good amount of storage as well. The downside is the parking... after 6pm visitors must park on the curb of the street by the entrance, but this allows for plenty of parking for tenants. I have not had the problems that others have experienced based on reviews here and on other sites. read more

These apartments are absolutely the worst. I agree with all the other reviews that the walls are paper thin and you can hear EVERYTHING. The worst part of all is the office staff. I lived there a few years ago, they charged me for not repainting a wall (which is understandable), for dumping when I moved out (the trash was completely full and there was NO where else to put it) and for all the other misc. charges our move out total was 1062. Didn't receive a statement of these charges until the collection agency got involved and then paid the collection agency in full as soon as they contacted us. It's funny how it's 4 years later and it comes on my rental report that this balance was unpaid. Had to call the office and after them not answering the phone 3 times on the 4th time calling in a row, the landlord Stephanie had an attitude and refused to give my husband the name of the collection agency until he got stern with her back so that they could fax our new apartment that this balance was paid in full. The countertops are nice but that's really about the only nice thing I can say about this place. Staff is awful, the infrastructure is awful, and the parking is terrible. Also before I left they were DNA testing the animals so that they can test the dog poop if left unpicked up so that they can charge you for another thing on top of the 800 things they initially charge you. There's better places in the area. Don't let the pics fool you. read more

DO NOT MOVE HERE! Its 4:20pm and the closest visitor spot is completely across the ENTIRE apartment complex. We have a 3 bedroom therefore 3 cars, and 1 spot.... good plan.... its working out great. I'd give this place a 0/5 if I honestly could. I should have listened to the rest of the reviews (especially on Yelp) and chose a different place to live. 1. The walls are paper thin. We constantly can hear our downstairs neighbor COUGHING. Yes, coughing. Every. Single. Time. Someone beside us or beneath us shuts the front door, our walls shake. They literally shake. 2. There are some residents that do not follow the. Virginia leash law and leash their pets. I've been essentially attacked twice by a dog in the past 6 months that was not leashed/ owners not holding the dogs leashes. I complained to windigrove and they just said they "addressed it with the residents." That was the first time in March, the loose dog jumped on me and scratched my inner thighs. I complained, windigrove didn't seem to really care. Said they "address it." Happened again recently, same dog, same residents, 2 dogs ran towards me LOOSE at night with the owner strolling behind another building. The same one that scratched me earlier this year, growled and barred his teeth this time. when I told the residents they need to hold on to their dogs, the resident started hurling, screaming profanities at me at 10:45 in the middle of the night. I called twice and complained to windigrove the very next morning and they told me they would "pass along the message to the property manager who would call me back but I caught them at the wrong time." I got an email (no call back) later that day saying they would reach out to that resident and "investigate" and that they need to "hear the other side of the story in order to make an educated decision." Well Ofcourse that other resident is going to deny it. She was nasty and rude as can be. It's been over almost three weeks and I haven't heard anything so I guess we're still "investigating". I emailed back saying I was on the phone with my dad the whole time that incident happened and he heard the whole thing and kept yelling at me to call 911 (which I should have listened to him). I also bumped into a friend IMMEDIATELY AFTER that happened and told her what happened and she walked me back home because I was shaking and so distraught. I also ran across the street towards the leasing office WHILE the owner was screaming F bombs at me from behind, so I'm sure THATS caught on the camera hanging outside of the leasing office entrance. I actually had to call animal control the next day and report the dog running at large. Now, I avoid walking past that building in the day and night and I carry an air horn with me. why? Because windigrove would rather you RISK YOUR SAFETY than them risk losing rent money from one more resident. ** update: I tried to let the rest of the neighbors know of this on our rental portal where we can message other residents and my post was "denied by the moderator". Um OK windigrove... 3. The amount of things they want you to do to "professionally clean" the apartment before you leave is ridiculous. Yes I've lived in many other apartments before and I was never responsible for professionally cleaning everything. They literally don't want to take responsibility for anything. 4. My husband and I work late sometimes but we have found on NUMEROUS occasions that when we get home at a decent time- by 6pm (reasonable time if you work 9-5 like most folks do) , there are NO parking spots in front of our building available. I have to drive around and park in front of another building and walk 50+ feet back to my apartment (don't mind the walk but I do when I'm carrying groceries up or it's dark early). Well If I had not already signed a lease I would move on! I was told by a girl name Courtney that my lease would start on May 1st so I drove 5 hours to the apartment just to pickup the key and the office manager would not give it to me. Even though I've already paid 1140 I deposits. They close early on Saturday which is my move-in day and will be closed when I get there. The office manager was not nice at all to say the least. I wish I had rented at Goose Creek.... here is hoping things get better. So far not a good experience! read more

What I wouldn't give to have a time machine and avoid signing the lease on this place. I tried to get out before I moved in and they told me that I would have to pay a $500 re-posting fee so that they could re-advertise for the room and that I would still be responsible for the rent until they filled the room (which would likely not get done). I moved in since i didn't want to pay the large fee and my upstairs neighbor sounds like they are leading a Zumba course in their apartment. The walls may as well be tissue paper. I complain about the noise to the leasing office and they say they will send out a letter- nothing happens. I send an email and ask for a response- nothing happens. The noise starts at 5pm and continues past midnight. Do-Not-Rent-Here. Find another place and save yourself the headache. read more

The monthly rent payment is the only luxury provided by Windigrove. The community manager, Stephanie Boehm, is unprofessional, disengaged, lazy, and acts in her own interest versus the residents. She prefers to allow her assistant manager handle most, if not all, issues/complaints, requests, and resident communication. She has an unbelievably self-righteous attitude. I had more than 7 major issues all at the error of Windigrove staff, and the only communication I received were a few emails here and there. The only time I actually saw her was during the walk through after a year of residency. The apartment had a direct view of the staff offices, and I never once saw her visit residents, make rounds of any kind. The maintenance staff is ridiculous. Two of the maintenance staff, Justin Bowers and Shane Fitzgerald, are happy to just ride around in golf carts all day, make routine 'maintenance' visits which provide nothing more than the occasional filter change. They also spend an excessive amount of time in the admin staff offices. In fact, one of them spent a lot of time at the windows overlooking the community pool one Saturday, which is particularly creepy. Residents are NOT priority here. They will, and have done so to multiple residents, threaten to tow vehicles without proper cause. One resident's vehicle was towed for not having a valid parking sticker, which was very clearly visible on her windshield and not expired. They did so on a weekend. Even more concerning, the maintenance supervisor Justin Bowers, is also the community tow truck enforcer so if you piss him off... I could go on for hours about the horrendous experience of living at Windigrove. Think long and hard before putting your money into this place. read more

I'll start with the most glaring problem at Windigrove Apartments...the parking. The management refuses to actually doing anything about the lack of parking spaces other than try to cover up the issue. They have issued parking permits on multiple occasions, but this has yet to fix coming home at 6 pm and finding no parking spaces. This requires residents to park along Windigrove Drive in an unlit area that is two traffic circles away from the closest apartment building. Many of the 1st floor apartments have had mildew problems and management is slow to resolve problems. Almost as slow as the Property Manager is to get out of her office to help residents, but she refuses to do that. They think that they can charge Cville prices 30 minutes outside of the city, try not not to be surprised when they raise your rent by $100. read more

My daughter rented here for one year in an apartment that had cat urine in the carpeting and supposedly cleaned twice. The carpet needed replaced but Park Properties is too cheap to upkeep their apartments properly. People don't smoke in designated area. She actually had someone camp out in the breezeway in a chair outside her door to smoke. My daughter paid her rent on time every month and paid the utilities that were charged by the management company (ridiculous method) Give everyone a meter or include water in the rent. It will be a violation of the VA Tenant Landlord Act come Oct 1, 2019 when the law changes. Clearly Park Properties likes to take to their advantage the VA tenant-landlord act and find every loophole possible. She adhered to all the requirements regarding early termination - 60 days notice and paid a month of rent to do so. Because the office staff is so difficult to deal with and knew they would find anything wrong with the apartment decided to let them clean the carpeting (has to be a professional truck - you cannot do yourself) and let them clean the apartment. Both items were $150/ea. taken out of the deposit. Before moving out was asked if she would like to move out early because they had someone that wanted to move in to her apartment. We had asked the same thing a year earlier and were declined - now I know why. They charge the existing tenant rent until the next person moves in!!! They don't want people moving in early or people accommodating others because they can charge more money to the existing tenant. My daughter did vacate FIVE days early and the management company had access to the property but still charged her for two extra days into the next month because the new tenant didn't move in until the third day of the following month. I am sure they didn't want anyone moving in early. You can move out early as they have someone to rent the unit but beware they make you sign a re-rental agreement that includes you will be responsible for all rent payments, utility payments and other fees as specified in the lease until a new resident is approved (qualified applicant) and takes possession of the leased premises or the lease agreement expires, whichever is first. YOU WOULD THINK since you paid a month of rent to get out of your lease that would be "first"...NOPE. it goes on to say: This agreement does not guarantee and time limit for the re-renting nor does it release you from your obligation. Only when the qualified residents takes possession. NOPE...not making this up. Park Properties received an entire week of rent along with a month that was paid to get out of the lease. There are a host of other things like parking etc.. as outline in other reviews. This review isn't about the $60 of two days of rent charged as it is about ethics and basic morals and business practices. Look elsewhere they are so difficult to deal with. Bait & switch...very nice when you are looking but once you are a tenant things change. read more

WARNING: TERRIBLE PARKING POLICY!! DO NOT MOVE HERE if you have more than one vehicle. You will get ONE parking spot, regardless of the number of other vehicles you own. The other vehicle(s) will have to park in a close neighborhood or out on a nearby street with 30-40 other Windigrove residents. Unless you enjoy 10-15 minute walks to your apartment in the dark, cold, rain, and/or snow this is not the place for you. A three bedroom apartment that can take up to 3 residents with only one allocated parking spot is NOT sufficient. I am paying way too much to not be able to park anywhere near my apartment. read more

This is by far the worst apartment I have ever lived in! The walls are paper thin so you can hear everything. If you want to have a guaranteed parking space you have to pay close to a hundred extra a month for a garage, otherwise you may be on the road. If you decide to pay for a garage you have an additional $75 fee for a parking tag so you can use the reserved space in front of the garage. If you have a guest they have to park on the road. Our upstairs neighbor is crazy loud between the hours of about 10pm to whenever, and we have complained several times. Nothing is ever done! There are no overhead lights in the bedrooms or living room so you have to purchase lamps in addition to the outrageous rent for this place (for what you get!). Not to mention the spare bedrooms have no ceiling fans. We had a problem with one of the closest lights going out so we asked them to fix it. They came and said you just have to wiggle the light to get it to come on!! Well that kept happening until it just would not come on at all, turns out it was a problem with the light fixture and they had to change out the whole thing. Can you say fire hazard that went unaddressed!!!! In my kids room non the less!! Forget about getting your deposit back because the paint used on these walls is so cheap you can't touch it without leaving a mark of some kind. If you have your heat on, it is still freezing because no insulation was put in I guess. The latest issue: one of our smoke detectors needs a new battery(it is beeping like crazy!). The ceilings are high in the apartments so you need a pretty tall ladder to reach the smoke detector, and anyway isn't that part of the building so building maintenance should change it, and really who living in an apartment has a ladder that tall. Well, they say it's our responsibility, and they will let us barrow a ladder for the day. We don't have the battery and won't be able to change it until the weekend! How much good does a ladder do when you will not be home to use it in the time frame they have allowed you!!!!! By the way, this was explained to the office, but they simply did not care!!! If I could give a zero I would! Never live here! read more
