I'm not sure how many people get in their crawl space to look for leaks, but I do not get in there every 14 days. I've paid home insurance for approximately 25 years and have never filed a claim. Progressive needs to re-evaluate where they provide value because they appear to just take in the premiums and do not provide any customer support. I have switched my insurance company and will never go back to Progressive.
