A garage to complete living space conversion project became a total nightmare thanks to HR Builder's failures, flaws, delays, arguments, inattentiveness, bait and switch, up-charges, change order to correct their mistakes, to name a few. GC uses bullying tactics, interrupts versus listening, regularly asked me for solutions to resolve construction problems he created, most often due to his lack of attention and poor planning.
Significant additional cost to me for re-work, work not completed prior to or after final inspection, code non-compliance, lack of functionality (inability to occupy), HOA non-compliance and lack of warranty follow-up, on and on. Flaws, re-work, or failure were encountered with every system during or since completion of the construction process by HR Builders.
Progress payments were made in advance or, at the latest, within a few days of any agreed upon project milestone. Full and final payment for the project upon final inspection was demanded even though the project was not complete and even though I did not receive the final approved inspection report. In fact, I still have not received a final report.
Various factors likely contribute to HR Builders' unsatisfactory fulfillment that include project management delegated to an individual with no prior construction or project management experience. Despite earlier assurances that the GC would be on site daily, he showed up mostly when extreme issues were encountered or to request immediate payment upon completion of a milestone. In fact, the GC could ONLY be counted on to show up when demanding progress payments. Many weeks, neither the GC or his project manager showed up, and further, there were many weeks when less than four (4) total weekly man-hours for any oversight or workers were on site to move ahead with the project. Certain weeks when the GC was abroad (multiple vacations), no work was performed at all. Accordingly, the few month project drug on for approximately seven (7) months and would still not be completed except for the labor I've put in myself or hired out to others. Resolving warranty issues now remains a fantasy only.

A not-too-careful read of Mr. Rosen's reply reminds us of yet another significant shortcoming, his complete and total lack of accountability for his construction failures, e.g., it's the architect's fault, the subcontractors messed up, and best of all, it's the customer's (my) fault. Rather than replying and working to address the unresolved issues in a professional manner, Mr. Rosen's bullying tactics and blame continue.
