The tax began on January 1, 2026 and applies to plastic bags provided by (1) a grocery store, (2) a convenience store, or (3) a drugstore. Virginia Department of Taxation specifically defines the three categories and Sephora is not in any of those categories, it is a specialty retail store. The plastic bag tax does not apply to retail stores such as Sephora or Dillards. At checkout, Anne told me I would be charged for the bag. I asked if this was a Sephora policy (corporate) and she replied that it was because the store was in Richmond city. So Sephora has been wrongly collecting this money from customers for about two months? I realize Anne is just a cashier, but she wouldn't even refer me to a manager to discuss my concerns. Poor customer service.

I chose an Ion curling iron. Yep, curly or straight, this place has the tools you need to look fabulous! To be a member, it's $2.50 a year which usually pays for itself upon your first visit! Members get discounted prices. I've also been in for clips, barrettes and makeup, the prices are reasonable and often lower than cosmetics and hair supplies at pharmacies. This is not a particularly unexpected level of service for any Walgreens or any CVS. These people are expected to perform at a level that is dangerous because impossible. He took the time to figure it out with me & gave me multiple copies of my photo some zoomed in & some zoomed out so I could crop it to the correct size for submission. Brooke did my waxing and she is a very friendly and sweet person. The main complaint that I have is that I had a lot of wax reside left. Usually when I have this procedure something is used to remove left over wax. It was very sticky. That is why this is a 3 star review.
