I have Rx to refill and the previous doctor ordered lab tests for me, I need a new primary to follow up, so I made an appointment with Dr. Kaine and visited his facility in Daly City on 1/8/2025. Dr. Kaine looked through my lab results and let me get some vaccinations that day. To summarize what I want to share here: Dr. Kaine and his office billed me with a wrong code -- 99203: for "a new patient visit when a patient has not been seen within a department in the past three years within the Sutter network" (see Sutter Health billing letter attached). I have been seeing doctors within the Sutter Health network since October 2022 -- my previous family doctor. In the past three years, I had 3 office visits with doctors within Sutter Health (see attached My Health Online record and my Sutter Page). Besides the records showing I am definitely not new to Sutter Health, the visit with Dr. Kaine was a "follow-up", he was reading the lab result other doctors had ordered for me, he should have known those results were within the network and not more than 3 years old. I called Sutter Health's billing office regarding this issue, and I received the attached billing letter, and refused to correct the mistake. I called the billing office, the representative suggested I talk with the doctor's office because the doctor's office submitted the code. I printed out my visit records and billing letter and took them to the doctor's office, the office staff said they had nothing to do with billing, and gave me a small yellow slip with the billing office's phone number on it. I do not know how billing codes get determined and submitted, but based on what I experienced, either: 1) Dr. Kaine's staff did not know the codes well enough / ignored my records/ chose to treat me as a brand-new patient, or 2) Dr. Kaine himself, after reading through lab results NOT ORDERED BY HIM, decided to use a code for patients who haven't seen a doctor for more than 3 years. Either way is not professional, I do not recommend Dr. Kaine and his office at all. Just a FYI Dr. Kaine tags as "family medicine" but he told me he no longer seeing kids. Either way it feels like pulling teeth to get in contact with Dr. Lai and I can't stand it. Lewis Leng's scheduling practices are a joke. I mean how do you end up canceling an appointment…read morethree times in a row last minute?? Do you know how frustrating that is to re-arrange your schedule three times to try to make one appointment? He was supposed to see my mom for a tumor. (Thankfully, it was benign, which we already knew, but protocol is to have the diagnosis confirmed by a neurosurgeon.) But our appointments were triply postponed because of so-called emergency surgeries. When we finally were able to see him, I questioned him about his scheduling, and he simply stated that it was the nature of neurosurgery. If he doesn't operate on a patient right away, "that patient will die." (His very words.) He never followed that assertion with the only statement which could possibly justify this urgency: There is a shortage of neurosurgeons (either in the Bay Area or his medical group). I pressed him again, and he never said it. So I suspected it wasn't the case. One of my best friends is also a surgeon in the Bay Area, so I'm pretty familiar with the demands on a surgeon's schedule. True he isn't a neurosurgeon, but he obviously knows those who are and the field as a whole. When I told my friend what my mom had to endure and asked him if this were typical of neurosurgery, my friend immediately answered, "He shouldn't be scheduling patients to be seen in clinic by him and being on-call in the hospital at the same time." Exactly! Just have one of your fellow neurosurgeons cover the ER, while you take care of your appointments, like other surgeons do! My friend also brought up another valid possibility. He said that since my mom wouldn't require surgery and Leng's insurance reimbursement would be minimal compared to a surgery, it's not unreasonable to believe that he was uninterested in seeing her...and that Leng "probably has his practice workflow designed to max income" to quote my friend. I was appalled by this possibility. But it makes tragic sense that this is how some doctors operate (pun unintended). And it makes total sense to me that that's likely how Lewis Leng operates. Maybe if you are "fortunate" enough to require neurosurgery, Leng will see you at your appointed time. Otherwise you are probably "out of luck." I asked to meet the manager of the department to make a complaint. To my surprise, she not only listened to my complaint, but asked if I could put it in writing because she was tired of having to deal with all the patients who had the same complaint! (And I did exactly as she suggested.) So if you have a choice, I highly recommend you seek another neurosurgeon. Even if you do need surgery, you have to wonder whose best interest would Leng have in mind. Yours...or his?

When I first met Dr. Leng, I was overwhelmed and anxious after discovering a brain tumor in an incredibly delicate area. right beside the nerves for hearing, balance, and facial movement. From the beginning, he explained everything clearly, answered every question, and guided me through the options with patience and respect. When the tumor grew and surgery became necessary, I felt confident I was in the best hands. During the operation, Dr. Leng worked millimeter by millimeter near critical nerves, preserving my hearing, facial function, and long-term quality of life. His skill, judgment, and care made all the difference. Today I am healing, hearing more clearly, regaining sensation, and living fully, a result I credit to his expertise and thoughtful decision-making. He seems unaware of sub factors like stress at work, ability to pay bills or actual housing situation. All other factors seem to be disregarded all together. Furthermore; having to write an evaluation or doctors note seems to be an inconvenience to him, also including irrelevant opinions based on how he feels unrelated to medical evaluation. He may be a good doctor for some but i encourage anyone to look elsewhere if they don't feel Dr. Hwang has their best medical interests in mind. I did not feel like I was treated with kindness, empathy or compassion from Susanna, and it made every administrative task to get an appointment stressful. Example: I called in to cancel an appointment three business days in advance due to being potentially scheduled for jury duty that week. I was asked to hold the phone call, then hung up on. Then when I dialed back, I was berated, and accused of doing this consistently. Three business days is very reasonable given my civil duty, which I may be criminally liable for if I do not show up for jury duty. I asked Susanna if there was a written policy that forbids clients from canceling three business days in advance. She said no. (Lots of question marks on why I was treated that way. Oh well, moving on.) I hope this feedback serves as a wake-up call for the doctor's office to address the shortcomings in their administrative staff and improve the overall patient experience. I doubt there will be positive changes within the customer care, given comments say Susanna is his wife. Until then, I'll be seeking medical care elsewhere.

In the 60's we had a saying "you're on the bus or you're off the bus!" With Moskowitz you're on his plan or you're out the door! Plain and simple "peeps!" Back in 2007 the guy fixed my high blood pressure and lined up a great specialist to do a much needed hip replacement. Over the years after moving out of the area I have often compared other doctors to Dr. Moskowitz. Suffering from a recent back injury and not finding an adequate MD I drove up to see him yesterday. Right away he has referred me to a specialist in back pain....beware...Dr. Moskowitz is not for the faint of heart! Get on board he is the real deal!! The big plus in this is that his office staff is on the ball Yeah!
