Once I reached my breaking point as the property had become a health & safety hazard due to rat infestation & no plowing/salting being done resulting in several tenants injuring themselves, I escalated my concerns to the CFO Rob Cavallari ... whom also rated this property 5 stars ... and he was no better. Completely arrogant, condescending and legit laughed at the issues i brought up. There are several MAJOR issues with Waterford including tenants that chain smoke & litter everywhere - management refuses to do anything about this, the smell of rotting garbage (there's only one dumpster!), rodents & insect infestation- they are destructive & will chew anything you leave outside including your vehicle, appliances that will break every few months, loud & disruptive neighbors and being pestered by the leasing office when you're about to move if multiple prospective tenants can tour during the peak of covid. Because tenants are never held to the terms of the lease it sets a precedent that "anything goes" which has made living here extremely unbearable. Also, the units are poorly constructed (drafts near doors, water back ups frequently, plumbing issues & heating / cooling issues etc.) and the complex offers no amenities aside from a poorly maintained pool. Very high turnover rate, no long term tenants. Bliss feels that they can ignore how their tenants feel and keep releasing unit after unit, how's this review? Maybe it's time to make some changes. Fire Rachel and stop turning a blind eye to tenants concerns especially when there are reported injuries due to your negligence.

Instead of promptly returning it, they first tried to sell me another property and said the deposit "wasn't ready." Communication was evasive and inconsistent from that point on. A full week later, they finally issued a refund on November 6th, but only after deducting $1,750 in "fees." According to their letter, this included charges like $95 for a meeting, $95 for correspondence (Texts), and hundreds more for "estimating" and "drafting," even though I was only ever provided one of their standard layouts with small changes. There was no true itemized evidence of custom drafting or real estimating work to justify those costs. What was presented as a refundable deposit turned into a slow, frustrating process with arbitrary deductions and poor communication. It took over a week after my refund request just to get a partial check back. If transparency, professionalism, and trust matter to you, I strongly recommend avoiding this builder.
