I had my order in at 11 AM. I was going for a pick up, picking up my co workers lunch,I got there at 11:45 I went up to the counter and they asked for my order then moved me to the side and took 3 orders ahead of me I had to wait 15 minutes which is OK it's a restaurant I understand once I paid for my order I still waited another 10 minutes for them to tell me that they don't have pineapple for a pineapple water that I ordered, but I was already charged. Yes, I did get a refund but had me waiting for nothing basically as I was talking to somebody's else in line ahead of me they were shaking their heads asWell in agreement to my treatment.I asked to talk to a manager or someone in charge all I got was a tall waiter, that's all he was, just a waiter,the gentleman at the register didn't speak English and was getting mad at me because I wanted my money back for a drink I got charged for which I waited for not to get. My coworkers introduced me to this place and I love it. Parking is a bit difficult, but don't let that discourage you. You get served some chips and salsa when you sit down (I can eat 3 baskets) did I say these were fresh made chips and salsa.. yum! This place caters to the seafood eaters, I always order the shrimp quesadilla, two people can eat from it with such large portions. Another recommendation, must try the ceviche tostadas and tortas. This place is hidden on the Eastside of Santa Barbara, it's one of the best Mexican style seafood places in town. Their cóctel de camarón is tasty and full of shrimp, definitely recommend, also they a great satisfying packed in ceviche tostada. Visited this restaurant on a busy Saturday night. There was a large party and most tables busy, so we had to sit near the register which wasn't the best seat, but we were too hungry to wait for another to open. We were seated and given chips and average tasting salsa verde and roja. The girlfriend is a fan of the michelada and says it's the best in town. The food arrived about 40 minutes after ordering, definitely too much of a wait for two plates. The food itself deserves 5 stars. I had the fish special and I was very happy with my choice. I ordered their shrimp burrito to go and it came with chips on the side. The burrito was huge, but I give it only four stars because by the time I got home the tortilla was soggy and fell apart. Jfc horrible. Wait 20 minutes for food after waiting 10 minutes for the server to take the order. Free chips and salsa but then they bring the tacos and burritos out with no salsa. There wasn't even any salsa in the burrito or tacos so it's the driest burrito ever. I love this place. having said that, i just left it super disappointed by the staff and the service. it's a bummer because whenever someone new comes to town i always recommend this restaurant and let them know this is where to go for mariscos. we sat ourselves as they were busy (no problem) our server acknowledges us and we're ok with it. 15 minutes go by and she finally addresses us, i jokingly said "i thought you forgot about us" she replied "i did" hmmm. we ordered drinks and food all at once not wanting to have to spend the night there. and we waited. and we waited, and we waited. another party sat next to us around a half hour after we had ordered one of them had ordered the same dish as me, i was to find out. our server comes and drops my GF's tacos, and walks away. our neighbors table gets served his meal. and me nothing still. i walk up to the register and ask for a box and to pay so we can leave. box up my meal and dont even get a sorry. i addressed it to the "manager" who responds with an "ok" cool, actually not cool and this is how you get bad reviews. read more

I came with a co-worker who grew up in Mexico and she raves about the shrimp cocktail so I had to try it and now you should go try it. It's not the kind of shrimp cocktail that I'm used to with shrimp coming out of a martini glass over ice and cocktail dipping sauce. No no, this looked like ceviche and was a goblet full of a gazpacho-esque tomato based sauce and maybe 10 shrimps. I really enjoyed it and thought it was worth the price. More like 3.5, if I could give halves. Cesar's got diversity going for them. Breakfast, lunch and dinner menus, specializing in Mexican seafood, plus fish and chips. Also, a spacious dining room and sturdy tables. It does not quite feel like a hole-in-the-wall. A flat screen tv on either side of the room means you can watch Mexican wrestling and/or soap operas in any direction. Or, you have to watch Mexican wrestling and/or soap operas no matter where you look. This all depends on how much you like Mexican wrestling and/or soap operas. On this day, the guys in the masks were getting a pounding, and then the midget manager would get the last punch in from the third rung. Ouch! Most of the clientele on a hot Saturday afternoon were a mixture of latino plus a few hipsters and everyone was ordering the seafood cocktail. I can take a hint. Shrimp cocktail $10 Octopus cocktail $11 Shrimp, octopus and baby clam cocktail $11.50, that's what we got. It comes with lime wedges, some packets of saltine crackers and is topped with about half an avocado, cut into chunks. Yeah, it was yummy! Next time, though, I'll be perfectly content with the shrimp. But it was all good. Also ordered was an adobada soft taco, about $2.50, and chilequiles with green sauce. The taco was fine, with 2 factory-made tortillas, a pile of meat that was good to dish out between the two tortillas. They'll add onions and cilantro to order. I really enjoyed the chilequiles. There was a choice of red or green sauce, the red being hotter. And for the first time in my chilequile enlightenment, there was an option on how the two eggs should be done. Over-easy, please! Chips with two salsas were complimentary, coming straight to the table with some glasses of water. The prices were a smidgey higher than some of the cheap eats elsewhere on Milpas, but for this you get a less divey atmosphere and waitresses who won't struggle with English as much as you're struggling with Spanish. read more

It's not that great and my Santa Barbara friend told me you won't find a lot of good food on Milpas. he told us this after the fact. I LOVE CESARS!!! :) I was first introduced to Cesars place by a coworker and being that im pescatarian it was love at first bite. I can honestly say, Best Seafood in Santa Barbara. Its just a hole in the wall type of place but as authentic as Mexican food can get. Camarones aguachile are my favorite with a big agua de sandia(watermelon juice). The other reason I fell in love with this place is there great selection of Aguas Frescas (Fresh waters). Most places rely on powders now days and Cesars is a diamond in the rough since they havent taken that route and keep making their flavored waters from fresh fruit. Cesar's is definitely not the place to go if you are looking for a pretty bowl of seafood soup with fish chopped up and shrimp peeled. Sure, you can go to one of the upscale seafood restaurants and get a $26 plate of seafood with expensive sauces/pretty presentation and have your tastebuds happy for mere minutes and leave somewhat full. Or you could even go to of the tourist spots on the wharf/harbor and spend major bucks there too. OOOR you could go to Cesar's and get the real deal for under $10-$15 for their huge portions of seafood..burritos, soups, ceviches, cocktails..you name it they have it. The catfish soup at Cesar's is 100% authentic and there is no other served like it in SB. The soup comes in huge portion with huge chunks of catfish and yes, sometimes a tail. Cooking the fish whole ehances the flavor and makes the broth delicious. It also comes with big chunks of carrots, and cabbage. Hot, fresh tortillas on the side is the way to go. Don't forget the lime! They also do albondigas on Fridays. I've never had a problem with service, and love the crowd of families. Gives the place a familiar, comfortable vibe. Everyone there works hard and the dishes are a great deal for what you get. Big portions, lots of options for the fish dishes in regards to preperation. They have goblets of seafood cocktails served with different combinations of seafood. One of the best Mexican/Seafood restaurants on Milpas..in Santa Barbara in general. That and Lily's Taqueria...mmmmmmm! This spot is way undiscovered so go try it out! read more
