Based on firsthand experiences, this property should be placed on Fort Hood's restricted (blacklist) housing list. I will personally be filing a formal complaint with the Fort Hood Housing Services Office (HSO) due to the ongoing mismanagement and disregard for tenants--especially those serving in the military. If you want to verify whether a property is blacklisted by Fort Hood, contact the Fort Hood HSO at: * (254) 287-4212 * (254) 287-3704 * DSN: 312-737-4899 Issues Reported Over the Past 3.5 Years: * Neglected Maintenance: From April to August 2024, one military resident's apartment had no air conditioning. Despite multiple maintenance requests, the leasing office offered only excuses and no resolution. When the resident requested early lease termination, they were denied and received no rent reduction, even during the extreme Texas summer heat. * Lack of Accountability: After contacting a Texas State Representative, the tenant was told that renters have very limited protections against apartment complexes like this. This is unacceptable--especially for service members. * Unhygienic Conditions: Dog waste is prevalent throughout the complex. Many residents do not clean up after their pets, and the management does little to maintain the property grounds. * Safety Concerns: There was a recent drive-by shooting at the complex. Additionally, there's a persistent smell of marijuana throughout the property, even around mailboxes, creating an unwelcoming and unprofessional environment. * Unstable Utilities: During a recent visit to help my son--a soldier--move out, the apartment lost electricity and air conditioning for three days due to a circuit breaker issue. This occurred in the middle of summer and remains unresolved as of our departure. * Disrespectful and Retaliatory Staff Behavior: After I reported the power outage to the front office and inquired whether the complex was on Fort Hood's blacklist, I was hit with a $100 fine for being "rude." My comments were direct but respectful, and I made it clear that I intended to report their practices. * Misleading Online Presence: The apartment's official website only displays 4- and 5-star reviews. However, Google reviews tell the real story, with mostly 1- and 2-star ratings. It appears the management selectively removes negative feedback from their own platforms, which is deceptive. As a 23-year Army veteran, I've seen my share of substandard housing--but this complex ranks among the worst. I will be submitting a formal complaint to the Fort Hood HSO. To all service members and their families: do your research and protect yourselves. You deserve safe, respectful, and functional housing. Hilltop Apartment Homes is not it.

There is trash everywhere, wild animals in the walls, peoples dogs poop everywhere and dont clean it up, the pool is closed half the time and the residents seem to be the only ones who clean it, the facilities such as the pool and its restroom are absolutely disgustingly filthy, they never repair anything even after reported multiple times and waiting a year, the apartments air conditioning stops working if you try to keep the temp below 75, depending on the time of day you may or may not have access to hot water long enough to shower, bathroom fixtures in the apartments are covered in rust and calcium to the point of breaking from corrosion....the list goes on and on. You'd have to be pretty desperate to live here and had I known all this before moving in I wouldn't have. There are places that are better for similar or lower rent. This place is about as bad as an apartment complex can get without being shutdown by city officials.

The security gate is broken most nights. Sidewalks are broken, and up lifted. Balconies are falling, wood rot on patios, with extensive termite damage. Basketball court is damaged , with one hoop missing and the other leaning at a 35 degree angle. The volleyball court is a weed filled wasteland without a net. Security lights out on at least one whole building. The children's play area is useless with exposed metal on the seats of the swings, the teeter totter seats are dry wood with potential sliver hazard. Hot water is off about 30 percent of the time, with some instances of no water at all without warning. Their list of rules are long, however they fail to hold up their end of the lease contract time and time again. Calls go unanswered, and when you leave a message, they never call to offer an apology, let alone any type of restitution for mass inconveniences. If code enforcement were called, we'd probably all be homeless because this place is not up to code in so many areas they'd make a bunch of us vacate our apartments. A tree had broken and has been laying on the ground for a couple weeks. I could keep going but honestly this should serve as a warning to prospective renters. Many of us are stuck in our leases, you can save yourself a lot of headache by not getting in one here yourself. Notice the 5 star reviews don't have pics of them enjoying the amenities? I will give them this, the pool is kept up. Maybe I should just move into a tent out by the pool lol. If you read the entire post I give you credit, it's a lot to take in, and even more to have to endure. It took over a month for repairs to begin, and even after the roof was fixed, my ceiling remained damaged growing mold. Communication was inconsistent, and I had to repeatedly follow up. When I asked about transferring to another unit because of the ongoing issue, I was told there would be a $1,000 transfer fee. I'm simply sharing my experience so others can make an informed decision. Before anyone from management responds asking me to call the office, I've already done that multiple times. Each time I was told someone would call me back or that management was in a meeting, but I never received the promised follow-up. I also reached out before posting this review because I wanted to resolve the issue directly. Unfortunately, that didn't happen, which is why I'm sharing my experience publicly

If I could rate this apartment complex a zero I would! This review is based off of current…read moremanagement, because the previous management (when I originally move in) was amazing!! I have never seen an apartment complex take such a quick dive! These apartments were good when I first moved in but after about a year of living here they changed management multiple times. The fiat change was 3CM, and then Obsodian (Who I believe is the current management at this time). Once management changed the entire complex was proof that was a poor decision.. The pools were filthy, if even running, they had no maintenance techs, I found bags of drugs in the parking lot, and they allowed multiple units to have 5-6 men living in each unit, drinking all day and night, leaving beer bottles all over and playing ridiculously loud music. It got so bad that I no longer felt safe living there. luckily I found a house to move into. But it doesn't stop there! Be prepared to pay between $600-$850 in cleaning fees when you move out. They won't notify you, however they WILL send you directly to collection. I even requested a walk thru prior to move out because I was already told by multiple residents that this would happen. They never did a walk thru with me. Instead they sent $700+ of bogus charges to collection and I was notified about a year later with a collection letter. Honestly, I wouldn't even bother cleaning when you leave, because regardless they are going to send you to collection so that they can use that money to remove the carpet and replace it with new flooring and renovating their extremely outdated apartments. Also, if you like having A/C don't expect to have a functioning unit while living here, because you will not. The A/C units are extremely out dated and will not function most of the time. You can drive around the complex and see many of the units have window units for that reason. My water bill also miraculously doubled and tripled in cost once management changed. They also decided to take over the lines for internet and include that in your rent payment, which then doubled my cost for internet compared to what I was paying the same company directly each month. If you are looking for an apartment complex to live at, this is not the one!! Just keep looking...you will be glad that you did!

These are great apartments to live in, very quiet and clean, extremely nice and cozy on the inside. Although the management team is excellent, Michelle was the very first person I've talked to here and she is wonderful at her job and she goes BEYOND her duties to make sure that she can help you out and take care of any concerns or issues. I would recommend this property to anyone looking to move to this area.
