My experience with Jennifer Pascal, a property manager with Clagett Enterprises was very negative. I was offered a lease that contained illegal clauses and did not respect Maryland Landlord Tenant Law. The lease contained typos and was never corrected / updated according to the Law. 1 clause stated that I was responsible for rodents and pests that may appear in the townhouse, 48 hours after occupancy. During Showing, Jennifer stated that tenants are not responsible for the care of the small lawn. Yet the lease stated the opposite. Getting Jennifer to correct the lawn care and other lease clauses, was a nightmare. There was a "Possession Clause" which stated that the property may not be available, upon the beginning of the Lease term, even though rent has been paid. The Lease was 1 sided and sketchy. When I asked Jennifer for a law-abiding lease, my request was denied. read more

They should receive a negative star rating. This company manages the homeowners association (HOA) in my community and has raised the HOA fee four times in the past five years. The fee started at $90 and is now $354 for snow and grass removal. The grass is contaminated and full of weeds because it hasn't been maintained properly, yet they do nothing to fix it. There are also issues with parking and traffic, but they continue to ignore them. Make sure you understand the role of the HOA in your community. They are supposed to solve problems, but they don't. In my opinion this is a terrible management company. I've lived in a neighborhood managed by Clagett for 7 years and it has gone completely downhill. It used to be a nice neighborhood, but, is now it is not. The contractors they hire for grass and snow maintenance are terrible. I never see maintenance being done on the neighborhood. Playgrounds are hazardous because no mulch is ever replenished on the play area leaving hard ground for the kids to fall on and the trash cans by the play areas are never emptied so that they overflow onto the ground and possibly attract rodents. I believe that Mary Ann Garst is extremely unhelpful and does not care if this neighborhood becomes terrible. I will never live again in a neighborhood managed by Clagett. read more

I've tried to deal multiple times with this company and asked for information so I can straighten out an issue. They are the most uncooperative company I've every done business with. What's incredibly frustrating is that my neighbors and i are PAYING them to administer our HOA, but I get NO service. In particular, Debbie Coons has made me want to pull my hair out. We have lived in North Crossings for 14 years and moved from Cloverhill I to downsize. The Townhome was a great investment with great neighbors and the community was landscaped lovely. For the last 3 years we have seen a large drop in management of the community and response from the team at Clagett. We have a high HOA ($400) and with that we should have great presentation of our community as well as mowed common areas, snow plowed community. Not the case. We have to continually contact someone about mowing of the common areas, they wait till it is up over our puppy, actually about 6-12 inches in places. With all the children in the neighborhood and pets we need our common areas to be kept night, but that is not happening. Its important to have areas trimmed low especially since tic season is supposed to be bad this year. Last week we had to call again and finally 2 days later with grass so tall they mowed. Well the community is supposed to be mowed first of week and today is Friday and we have had NO mowing and now we head into a long holiday weekend, with picnics, volley ball etc and no one wants to deal with the none mowed areas. Our community is a nice community but surely doesn't look nice. This is a poor representation of CLAGETT since they are responsible for keeping it nice and neat. Last year CLAGETT would write up neighbors for not mowing, or for small infractions of the property owners but yet the office is not willing to do their part. So don't sign up with CLAGETT they are not equipped to handle the mowing, upkeep, answering property owners (in a timely and proper manner) and let's not talk about the snow plowing that is not good as well. For a walk-through , I drove 1 hour from Silver Spring to Frederick, waited 30 minutes on the property, and drove 1 hour back home.  When I arrived at the property I called and texted Susan numerous times as she did not show up. I am extremely bothered by the lack of communication and dependability from Susan. I wasted time and gas on this day.  For 1 week I had a 915am appointment scheduled with her for Friday. At 8am on Friday I called and texted her to verify. She told me she couldn't do 915 because of a tiny bit of snow on the steps. It barely snowed on that Friday.  She didn't offer another time or anything so I asked her for another time, and finally she said 1030am worked. I let her know that I was coming to view the property. She should be fired from this job for not showing after I traveled so far. I had the appointment booked well in advance. What kind of service is this that she is giving? She is unfair and when I called to complain about her it's like they didn't even care. Her and her company have the louziest real estate rental property service I have ever experienced. Others, and I , have received​ a bill for HOA dues and a bill for a lien put on our properties for​ not paying the HOA dues in the same day. We were never informed​​ ,​( as new owners), that HOA dues were due or we would have paid them. They obviously had our address since they sent a letter and a bill for a lien on the properties for non-payment. This is the second time​ Claggett has had​ an​ issue​.​. I have a 51/2 ac property elsewhere that I have to travel over and ruin three hay fields to reach. This is in low lying land,​ so when the land is damp, it cannot be traveled over to maintain this acreage​​. When I​ had asked to purchase a right of way​,​, that I had used for several years, ​over orphaned property, to a gate and road I had put in( 15,000 dollars) to access​ the property, I​ was denied access. Clagett is refusing to refund our security deposit, and billing us an additional $1,497.99 for repairs documented as faulty when the lease was originally signed. I spoke with the property manager Sarah Esterbrook after the final inspection, and she related that the place looked good, that the only thing to repair would be the frame on the outer rear door for $120. They're using our money to finance a full renovation for the owner who is putting the property up for sale. Very unethical and unresponsive management company. They go out of their way to write up the homeowners and charge fines. But refuse to be sure our roads are plowed when it snows. Every year I pray a car doesn't go sliding into children walking home from school. Right now our roads are pure ice. They plowed the townhouses, but not the single family homes or the common roads. They claim it's the county's responsibility. What are we paying dues for then? Trash pick up? We could pay for that on our own and save a couple hundred a year. I shouldn't have to dread that when winter comes, my kids might be hit by a car while they're building a snowman. They will write us up for weeds that are too high...barely to my ankles...yet the common areas will be overgrown above my knees. They will send late fee notices and then charge you nearly $30 for the notice over and above the late fees. And late fees on the late fees. Make no mistake, they are there for the builders and the realtors, not the residents. Our Clagett representative about had a cow when we told her we wanted representation in the HOA. We were told she's an advocate for the homeowners as well as the builder. I have yet to see her do anything but nitpick owners. I've talked many of our owners when we went door to door trying to get support for voting for representatives and not one person had nice words to say about Clagett. It's disheartening to see our representative in the back pocket of a builder whose work is so shoddy the front doorknobs to the town homes they built are falling off. I asked the property manager, Mary Ann Garst, of the community that I'm in, if we could schedule a meeting so she could go over conflicting information she gave me about the community they're supposed to manage. Got an email back from her saying she will not spend the time to go over it with me. She was very rude, I've attempted to contact her multiple times before she sent me that email. Reading other reviews, there seems to be a lot of poor review ratings and some even directly about her customer service. Is this their reputation? So many cigarette butts in the parking lot, lots of dead plant debris on the grounds. Even snow removal wasn't great, saw people had to dig snow out of their outdoor reserved parking spaces because it wasn't plowed, and the ones that were plowed, the snow removal dumped it onto some other peoples parking spaces. We're paying an increased HOA fee since the beginning of this year and we're not really seeing that money being put to good use. I just moved into the community and already seeing the bad side of living in a community with such management. read more

The worst! When we moved here, our HOA fee was $65.00 a month. Now it is over $200.00, and for what? Mowing my postage stamp sized yard while the workers pretend they are not looking in your windows? I have gone to the office to pay HOA fines and the lady at the desk was very rude. "Oh, I suppose you are waiting for a receipt? Then she acted all put out for having to fill out a receipt. Then some years later, we get a letter that our plant pot was an eyesore. It has sat in the same spot inside our yard for years and it was the dead of winter. Every year, the plants grow and give us lovely flowers. If you are considering moving to a property managed by Claggett, think again. I called wednesday, friday, and today the lady tried to pass me to the guys voicemail and again and i told her that 'I have left voicemails and still haven't gotten a return phone call'. Never ever live in a home where Clagett is your HOA management company. They find ways to charge you for fees. If you pay monthly, by the time the quarterly payment is due, you will receive a certified letter from them that you owe them plus they bill you for "having" to send the certified letter! In the letter it shows you have late fees. However, no one will ever let you know that even though you are paying monthly, it doesn't cover the entire quarterly payment and so they charge fees! Instead of letting you know ahead of time that you owe x amount to make up the entire quarterly amount, they just let it go so they can charge you fees and subsequently rip you off. They are horrible and the fees homeowners pay are ridiculous for the service they provide. Stay away. Far away. I will move ASAP because they are that bad. read more

They hire friends and family members of board members and employees for contractor work and the work is shoddy; the work is so bad that honestly these companies shouldn't have a license. First receptionist I spoke to about obtaining a fab was very polite and went out of her way to assist me. Unfortunately the receptionist I dealt with in receiving my fab was rude and short. This management really sucks. They don't respond to email and phone calls but they send a certified email and charges 27$ for the same. There is no two way communication with them. Especially there is a old lady named Jody. Very pathetic communication and response. I will never have an HOA with this name in my life. There should be a proper discussion before they take the charge. Since they are HOA does not mean they can charge the way they want. They are completely on the builder side. Not recommended at all. We live in a beautiful townhouse community that has been managed by Clagett for 25 years. Mary Ann Garst is the property manager and I have nothing positive to say about her. Nor do the other long time homeowners in our community. She does not do her job and is extremely rude and impolite with the homeowners. That is when she does anything at all. We have come to the conclusion that she is simply incompetant. (Not very intelligent.) One homeowner reported that the previous community she lived in, that was managed by Ms. Garst, changed property management companies rather than deal with her insolence any more. Another woman who works at Clagett also reported that the employees at Clagett also could not stand working with her. As I read these negative reviews, I would have to agree with all of them. Mary Ann Garst is petty and retaliatory and she does behave as if the homeowners work for her and she owns the property. Purchased my first home last November and it was a condo "managed" by Clagett. I ended up turning around and selling exactly one year later due to their complete incompetence. They are absolutely scamming home owners out of funds and do not provide any of the services they are required to. When shopping for my new home I would not even consider any properties manged by them. Wish I knew this was something that needed to be researched prior to home purchase. Awful management company. We moved into a place that ended up being a haven for drug dealers. The guy that moved in below us gave his code to the building out and people would come and go constantly. I complained many times. The lady who we were to call was not very bright. Or nice. We were promised a business office with fax and mailing and internet and the office was maybe opened 2 hours a day. I begged for cameras and only after we moved did I find out they got them. Poorly managed, don't live up to promises. Awful company, awful employees. This is a pretty bad property management company. They provide irregular enforcement of HOA guidelines, and seem to thrive on micromanaging their residents. They are very focused on abstract perceived problems and ineffective with addressing problems that affect immediate quality of life. They try to demonstrate utility by having events like bulk trash pickup twice a year, but that's it. Their website is not helpful, and the landscaping company they contract with is disrespectful to residents. read more

A terrible management company doing nothing but charge fines. I moved in a new community not long ago and it just snow a couple days ago. There is nobody come to take care of the snow. Just let the snow turn into ice. I email to their manager and they completely ignore it without any response. I called the manager directly and it only goes to the answering machine. I called the company again complain about the situation and the lady transfer me successful to the manager. She just reply impatiently that is not their responsibility and will reflect to relevant contractor. Not showing that she will try something to make it work. read more

Lets see how the snow removal goes this year.. granted we did have a lot last year but how about if you don't block us into a parking spot and actually use the spots that we are required to leave open to pile the snow. I owned a Town House in a great area, unfortuntely I sold my home and moved due to the HOA. They are unpleasant t deal with, that is when you finally get a call back from them after numerous attempts. HOA they were not, they were a property management with no voice from our community.
